Good morning I'm Nick pharmacist and director for finance to the division of higher education. This morning we're going to discuss there is a a two page chart I believe that was handed out for you showing the. Current authorized the requested positions and the recommended positions from the higher education coordinating board. Institutions of higher education apart from you M. S. I have twenty eight thousand ninety four positions currently authorized. For the upcoming twenty three twenty five biennium institutions have requested a net new request of I'm sorry and net new decrease of one thousand one hundred and forty two positions. Yes ma'am. Thank. In with this request of a reduction of one thousand one hundred forty two positions the ATG staff and coordinating board to recommend that decrease. We say this net decrease does include the addition of the U. a Grantham campus which is close to two hundred positions so overall institutions have reduced their position count by over thirteen hundred. Would you Mr for would you explain what a Grantham is certain is that may not be aware of what Grantham is it is a and new campus that the US system has has taken over to offer online courses leave as originally based in Kansas but now it is being taken over by the US system heavily heavily used by the military yes Sir. In this this request includes adding all of the positions tied to that campus now into their authorized total. Continue yes. The this this net request makes a total recommendation of twenty six thousand nine hundred and fifty two positions apart from you M. S.. Which is a two point nine percent decrease in total authorized positions for institutions. UAMS currently has eleven thousand five hundred and fifty nine authorized positions and submitted a request that does not change this total. The the higher education coordinating board did recommend all of the all of the changes that were proposed from institutions. In as as you look at these request please do note the institution state funding is not based on the number of positions additional positions do not generate and need for new state funding. If institutional growth necessitates additional positions positions may be requested from the appropriate pools that are approved. Also within this request is a request over office students to move current classified position titles all to their non classified counterpart this is an effort to create generate more flexibility in pay scale for the positions on the various campuses. If you have a few years ago when the the state agency's institute in new pay plan the institutions could not afford that so they were pulled out and had our own. Page plan for classified position titles. Since that time the state agencies have increased their their pay scale for the classified institution of not been able to afford that on a broad scale so the limited the limited the capabilities of campuses in various areas to retain and attract qualified employees with the the limited availability on entry level salaries. What we're asking to do is move all those current classified to a non classified position similar to the way the rest of the staff on those campuses are treated. It would be no immediate increases to salaries it would just instead of having an entry level salary for a position we would shift that to a line item maximum which corresponds to the current maximum of that classified title. So there's there's no real just mean the maximum the position could be paid it would just be shifted to we can pay up to that maximum at any level based on the market conditions in the area for the campus. It is a said no immediate raises are are projected for that is just kind of create the flexibility in the different regions that are able to afford that to be able to track qualified employees. R. an extra help this pool will be comprised of registered nurses and LPNs the pay rate will be comparable to like positions authorized by this act funding comes from perforated funds for this purpose in addition if you EMS requests continuation of any PR an extra pull help positions during the next fiscal year they must be requested an institution's budget request as new extra help positions the A.
