Members of the call meeting to order Uh. Committee thank you for being here. And welcome our guest also. Miss that we use of busy taking care of some business in a. No the Committee she'll be back of open pretty quick and we have some legislation. To run in her absence and the the the first the bill we have a on the agenda is house bill eleven sixty five minutes Nicks. We all know who you are but if you would go then the table identify yourself. And then you're. Can you can provide is it your bill of members we have a. Mission X. probably tell you we have a met an amendment. Two. I thank your hello thank you for your packet I think that. Question it out right now thank you Mr chairman. Committee members we have first we have an amendment and and this amendment is just to add a co sponsor on senator and representative Murdock. And I of as for do pass. Thank you Mr the this bill. house bill eleven sixty five. currently in district twenty one court it has seven up courts and an Crittenden County and according to the existing statute each court has to have have to schedule one day a month for a full court. and and that's what this amendment does it will it's gonna reduce the the district number of seven two to six according. To the A. L. C. in accordance with the judge Jennette hadn't held a court there in over twenty years and so but the according to the statue the judge still has to schedule a date for that so the administrative office of courts and a district judge that requesting to delete Jennette in that The seven courses overall Gilmore Jennette Jericho Marion Turrell in West Memphis. And Jericho is of. That is the court that their requesting that we the late and that makes a change to six so as far as I know there's no opposition to this this matter. Any questions. Any questions of the committee. Please. Seeing none of. We have do we have anyone signed up. To speak for or against in the. Okay. Okay of. We don't have any further questions the force which of the committee as chair I move a do pass. That your I'm closer closer closer for much. Of. Follows in favor of the motion. Right you have a question. All those in favor of the motion say aye. Opposed motion carried motion issue affect your bill. Of. We were going to. Take a five minute of. Recess. To take care of some business then or we can run another bill so would take five minutes. Answering questions and the questions. All right members. Come back to your seats. We'll come back on. Members the next bill that we're going to take up his house bill eleven twenty five by representative eleven representive eleven you're recognized to begin presenting your bill thank you madam chair and I hope that you conveyed your committee members how will not committed education treated you earlier this morning. I'm I must say I've never been treated nicer so members heads up let's be not. Thank you madam chair and members I apologize for making you wait members very simple house bill eleven twenty five unfortunately has come across as a necessity in my district this is a constituent base bill it came to me by a family that has been somewhat traumatized from this issue. And very simply if you look on on the first page were adding instead of purchase that a level three or level four sex offender cannot purchase own possess use or operate an manned aircraft for private use we put the exemption in their that if if it was required by their employer to do that such is for instance if they work for surveyor surveyors very typically now use drones to survey property so if if it was part of their employment then then there would be an exemption for that but otherwise for personal use that would no longer be Be available and the violation of this would be a Class D. felony in man shall be happy to take any questions. Representative Richardson you're recognized for a question thank you madam chair of representatives when you talked about businesses have you thought about I see a lot of media companies of photographers that are using drones with that individual be exempt from that if I hypothetically I own my own media company and I'm flying a drone. I'm saying it's for work but it may not be you understand I'm saying have you thought about a defined that piece in there. I think that again I think that this would fall under that is I mean we did not specify just for surveyors so I do believe that this was something as that you're using for your employment on official business I believe that would fall underneath that exemption. That represent Collins you're recognized for a question. Thank you madam chair so I'm just kind of curious about the intent in the definition of unmanned aircraft so if you're looking at section two in that so part a is it intended to say that an unmanned aircraft has the ability to photographically electronically record because it is a camera mounted on their board because it could have a camera mounted on there is that makes sense that the station I'm trying to drive so like you could someone fired drone basically if they were covered person under this without a camera mounted on their. No. Okay so the capacity to have the camera photographically electronically record would make at an unmanned aircraft in this bill if I understand the language yes that is correct okay thanks. The members any other questions there is an impact statement I believe you have it in front of you. I just want all your attention to that any other questions the thing or other questions we do have someone who is signed up to speak for the bill Dale James. Mister James if you come to the end of the table identify yourself you'll be recognized to make your statement. Thank you. At this present but there you go. Representatives can you have. First of all thank you for letting me hang on I don't think are we on look and see is it on. Representative eleven could you maybe slide your microphone over there it was working and let's try that one sometimes the mikes will. Sorry about that Mister James you're recognized please state your name for the record yes ma'am thank you for allowing me to approach you today I am Dale James I in the county judge of enduring County and I come today my official capacity as a county judge an adamant supporter I'm not only this bill the other bills that you are going to have before you today. Ten twenty nine eleven twenty four eleven twenty five eleven thirty one AM hang on judge we're not hearing those bills and so you'll need to confine your comments you agree to this particular bill yes ma'am vendor counties had more than its per capita share of of issues and sexual abuse problems with children bill such as this is one that is a step in the right direction it it it makes it more difficult for children to be offended and like you said the these bills come out of necessity and I appreciate you guys taking the time in the bold step because sometimes it's not difficult to acknowledge that we have problems of sexual abuse in aiming County are statistics on time now is one in three children so it is imperative that we we address these issues the way you guys are and I thank you for allowing me to approach. Judge James with the I don't know that we have any questions but will you entertain questions if we have any absolutely members are there any questions for this witness seeing no questions thank you very much for your time and coming to the table seeing no one else who signed up to speak for against the bill representative Devin you're recognized to close for your bill. Thank you madam chair on closed the bill in committee I appreciate a good vote members representive eleven is closed for a bill do I have a motion of a motion to do pass I have a motion to do pass is there any discussion on the motion all in favor of the motion please say aye. Any opposed say no congratulations you've passed your bill and we'd appreciate if you would report how kind we are in judiciary is ma'am I will thank you committee very much thank you thank you represented eleven members that does conclude what we have it members have indicated that they were ready to here but let me give you what I know for sure that we'll be hearing Thursday will be house bill eleven thirty one house bill eleven thirty one and that's by representative Haak possibly we will hear house bill eleven forty four that's my bill if I get the word back from the court they are ready for that one to run but other than that we don't have any members that are quite ready to read their bills with that being said I'm anticipating that this committee will go into session at ten o'clock Thursday I think the house will go back into session at eleven but if for some reason I agenda stars more people are needing bills her just watch for your text message and I'll let you know if we change to nine but right now I think we can go to ten you have your photograph shall look good I appreciate that all of that I don't think we have anything else on our agenda today thank you so much we are adjourned.
