All right we're gonna get get started here welcome the peer review subcommittee of the Joint Budget Committee I'm senator Justin Boyd looking forward to chairing this committee with the representative Lynch you have anything you want to say. Well good morning everyone I notice some audience guy this morning when I left home and I finally figured out it was daybreak ahead speak so I don't know what it was so good morning. With that said we're gonna get rolling we've got a long agenda today and we're gonna get through this is just as quickly and efficiently as we can so we're gonna start with the item be various temporary appropriation request. Thank you Mr this is this section has requesting agencies to increase their spending authority on activities that are supported by generating new special revenue trust funds or miscellaneous revenue request for additional preparation that is to increase there's being level above what was authorized in their operations act for the current fiscal year they have sufficient funny but do not have enough authority to spend those funds request a first and approved by the FDA and then come to a lessee or GBC for legislative approval the first item is a letter from the department of agriculture that is B. one it's for three hundred fourteen thousand appropriation this is to replace the Clarksville district office in the forestry division letter no to this project is down to speed to be completed sooner than was planned next item B. two is a letter from the department of public safety is for the division of Arkansas State Police this is for a hundred thousand appropriation it's a purchase equipment for the use motor vehicles division and cover unanticipated operating costs. Next item is B. three it's a letter from the Department of Parks heritage and tourism it's for the Division of heritage it's for four hundred thousand appropriation is to pay for the increase operational costs of multiple here just Division sections. The next item is B. for it's a letter for issue system it's on behalf of Henderson state is for five million appropriation is to use our savings for operating expenses. I understand there might be a question on that one do you want to have someone come to the table. So someone from a issue hinder since state we come to the table for questions. Good morning Mr chairman members shame Broadway they issue system. Good morning thank you Mr chair good morning Mr Broadway morning representative how are you here and. I am too. It was early morning trip this morning no one ever has to be on this committee when I was a member yes would you of give a little bit more explanation as to what's taking place here as alumni I'm I'm I'm you know I'm has some phone calls please thank you as you may recall the issue system we've been involved with Henderson for the last three years during their financial difficulties this past may board of trustees approved a financial exigency plan to try to get Henderson state's financial house back in order in doing so we eliminated around. Looking at it here's to remember around eighty eight positions. So that is obviously salaries that we will no longer be paying there are still some faculty members who have this academic year before they will vote for their positions will and because of the way tenure works but it will be eighty eight position so we no longer have those salaries that we are paying in order to try to get our financial house back in order which I would say and in the time that I've been involved our financial position is is not been better a difficult tough hard gut wrenching. Are just a few adjectives to describe the last few years for the people on that campus but also those of us who deal with that are each and every day because we know so many people I work with them for years. But so what we reduce the amount of salaries that are being paid and so this is we no longer need this appropriation of the salary line because we're not paying at this is more of an accounting the if in a procedure for drawing down Henderson's funds so we need to move this to the operational at all you can do that is to come here and ask for additional corporation those telling chairman Jean a little bit ago we will then come with an amendment during the budget process this is for this fiscal year we will then come with an amendment to fix this going forward and dropped the appropriation for the salary line for Henderson's budget going forward and move it to the operations lines more for cash and being able to draw down of state funds when the information as those standards in a remote for operations. Capital improvement they can be a lot of things what do you know what what the goal is what they're gonna spend it on is not only capital improvement okay it will be just on the actual operations the cash in terms of operating the campus paying bills all those things we did not have enough on that side of the house and that's where the request is for the operation side follow up. Yes follow up of the loan the six million what's what's outstanding balance on that the the C. six means we pay two hundred fifty thousand dollars to do the math okay five five million seven hundred fifty thousand that is correct of would any of this money help pay that loan down the others notice is just appropriation only okay no but if you have got a re re re routed that could do that could you but it would be a route that it could yes yeah could be used to do that yes Sir and do you know if they have any plans on. He could have been paid to salaries correct the way that we had the appropriate set up so all you're doing is you're actually taking the five million dollars now since you don't have it there and you're going to put it in the other line items and increase those. And I'm no expert on this but if we had drawn it down into the salary line it would have to go on the salaries. To spend on operations. An appropriation bill you know transfer into the actual dollar. But that's the intention. You. C. eight three C. twenty two special language requires ails the or GB C. approval of any authority for any award from funds that originated in the American rescue plan first item C. one is for so the Arkansas university tech for two hundred fifty one thousand this provide financial aid grants to students for the spring two thousand twenty three semester next item is C. two on page five. Page five C. two is department of health maternal infant early childhood home visiting grant program is for one point nine million appropriations been those A. R. P. funds this is to support home visiting activities that address the needs of families and staff during the pandemic those needs have been identified as new technology and data collection to improve service delivery next item is on page seven. On page seven C. three this for the department of health is for one point seven million is to develop a disease intervention specialist training curriculum to expand efforts regarding STDs tuberculosis and hepatitis C. and for program implementation with partners across the state to establish community embedded disease intervention specialists next item is on page nine. Page nine C. for this is for the department of health this is been pulled down by agency request. Next item is on page fifteen. Page fifteen sea five is department of health this is for five hundred forty three thousand it's to meet the department's core public health needs and support the redirection of resources to confront rapidly emergency situations next item is Page seventeen. Okay seventeen is C. six and this is for the university of Arkansas community college at hope Texarkana it's request this is request a reality previously awarded appropriation the like to move a hundred twenty thousand from grants and aid to capital improvements and operating expenses according to the letter the transfer will accommodate the rising costs of H. FAQ upgrades this item is on page nineteen. Page nineteen is university of Arkansas Fort Smith this is also request a reality previously ordered appropriation in like to move thirty two thousand four hundred from operating expenses to extra help to match the transfer will either cause a higher students to assist in imaging computer workstations and laptops as part of the campus of creating computer labs the next item is on the next page page twenty this begins this discretionary awards C. aids for the department of commerce is Arkansas Economic Development Commission is for fifty five million this comes from a separate part of money then the other state discretionary awards Arkansas is allocated a hundred and fifty million for the capital from the capital projects fund program and that is dedicated to broadband projects and related administrative expenses today's requests for fifty five million and is to address the a proposed projects in round three of the Arkansas rule connect program those projects are detailed in a report beginning on page twenty two and will take place in Ashley Baxter Clark Columbia Hot Spring Logan and little counties the next fourteen items C. nineteen C. twenty two were originally held bail C. per the testimony from Mr rectus warning the governor has issued an executive order that is going to make these items be pulled down so they they are pulled down by the fair request. All of those items are direct funded to those agencies so they were in a different category of the they would not have gone to the office during committee of executive order deals with those items were there was state funding that was went through the steering committee so I don't see any conflict with those going for I understand but at the same time I'm assuming that not all direct federal awards will be accepted and I just want confirmation then that those have been reviewed or comparable to the strict federal wards we're gonna move forward those of those have been review by my office yes okay all right thank you and then on C. eight. C. peer and from that amount that was previously awarded they would like to make a budget change so they're reallocating appropriation from a grants and aid line item to capital improvements that total budget moves a hundred twenty thousand and again this this budget changes to accommodate the rising costs of H. And then the same for C. seven this is also a budget change they're just reallocation previously awarded appropriation is about thirty two thousand four hundred from mark operate expenses to extra help in match and that's because they would like to use their students on campus to do imaging for computer workstations. C. approval of spinning authority for any award from funds that originated in this spending package there only three on today's agenda and all from the are from the Department agriculture the first one the one is for volunteer fire assistance eighty thousand hundred fifteen is to support fire departments rural fire departments with modern handheld and mobile radios next item D. two is for natural resources it's one point seven million is to advance a goal of hypoxia plan through a nutrient reduction strategy next item the three is regarding dam safety is forty six thousand appropriation is to provide staff and technical service for the national dam safety program the program does outreach on them risking actions that need to be taken risk prioritization and rehabilitation and removal projects of high hazard dams inspections and technical workshops for dam owners to secure those are all the infrastructure questions agent. In the requested shows a transfer of three point one million in spending authority from the higher education opportunities teacher opportunity and teacher education light items in that preparation be transferred to National Guard tuition waiver POW MIA K. Thank you Mr chairman this section G. these are cash corporation quest this section has requests from agencies to increase their spending forty on activities that are supported by cash revenue fund examples of cash revenue your tuition for colleges license and find revenue from regulatory from regulatory boards grants in sales and products or services by agencies these activities are not funded through general anywhere special revenue taxes request for additional preparation that is is to increase our spending level above what is currently authorized in their operations act for this year they have sufficient funding but do not have the authority to spend the funds requests are first approved by the FNA and then come to a lessee or GBC for legislative review the first one is a letter from the department of Veterans Affairs this is G. one for two hundred fifty thousand appropriation is to spend the grant from the attorney general's office on a cover sort Systems reads flags and to perform various upkeep. The next item is G. two four department public safety division of Arkansas State Police it's four nine nine thousand an appropriation it's a purchase body cameras with funding provided by the public safety equipment grant program. G. three is a letter from the department of parks heritage tourism it's for Old State House Museum for seventy six thousand it's been in forty this is to pay for events exhibits educational programming operations and to attend conferences. The next items G. four to letter from the department of corrections division of correction is for two point three million in the US been importing it's a purchase that this do roof repairs warehouse replacement and costs for studies on your horse barn a study one expansion northeast Arkansas and a Tucker school study. Nicks items G. five it's a letter from department of commerce division were for services is for one point eight billion as to promote training and certification programs across the state for adults with less than a high school education. Will move to H. three this is for the department of public safety commission on law enforcement standards and training it's twelve thousand it's a transfer from conferences travel to operate senses is to pay for increased utility costs operational expenses. H. four is for department of commerce insurance department it's a transfer from professional fees are pretty expenses of seventy thousand an appropriation is to align their in budget with a with a no cost extension those submitted to the department of health and Human Services on the federal level. Thank you Mr these are capital expenditures over two hundred fifty thousand that have not already been approved by the General Assembly there are three items on the agenda the first one is for a issue Mountain Home it's a revised MLF for expansion renovation of that of their technical center the amount is one point seven million the reason for the amendments to increase their MOF this increases because the construction cost using their regional workforce grant for all season private funds in a grant for the Arkansas office of schools development the second item is for issue in itself it's an original method of finance for chilled water system replacement the males one point five billion they're using millage and rental center endowment funds the third item is four as the tech it's revised method of finance for H. thank you replacement for twenty units and their engineer building this will be for three hundred twenty thousand and they're using a regional workforce grant the increase is due to increased construction costs. Thank you Mr chair rang K. these are grants for ten thousand or more that need review from the the the review subcommittee these are all one hundred percent federally funded K. one are from the department health there's only one grant in this section it's an amendment to a grant for direct housing subsidy and support services for clients for HIV services will move on the key to this on the next page this is for all for DHS the R. ten grants and one through six are amendments to triple a is to improve quality of life for adults with disabilities seven is a grand Amendment to continue infant toddler foster care training in Pulaski County for safety bees court team projects number eight nine numbers eight nine our regional grants for increasing the availability of quality early care and education communities within identified shortage of services for infants toddlers and school age children and number ten is amended to a grant for providing statewide training for the Arkansas community action network.
