Collins I have really taken this section to really work on bills that will help keep our our constituents safer and each year an average of forty our Kansans died from drowning in fact drowning is the number one cause of death for children ages one to four one then the a number
one leading cause of unintentional death children one to four so I this summer I was actually to go to a legislative conference were heard from a and a mother who lost her child at nineteen months old and she started group called every child a swimmer and brought some legislation before our committee that date then I thought you know we really so that we could really use an Arkansas what can we do to decrease the number of drownings at our state so it's a very simple bill this bill does work with the school districts each year at the end of the school year either digitally or.
Representative garner you're recognized for a question I just have a quick question what about who's responsible of getting to getting that information to the schools the Department woman with rules the department of education to make sure the schools have we'll have some as I'm to help them reach out to some other assets the Department education can reach out to the department of health they've already reached tell me there's plenty of information they can give to the Department education to get our school districts and also Kacey McGovern with every child this summer it's been more than happy to work with each one of our school district to make sure they have the information to find local yes will be less because I have been off of thank
you for bringing that up because every child star has scholarships available to help gets when school started in our state so to me is really exciting and get more stories schools going so they're available they'll be available to each one of our school districts I get her phone number and email personally each one of your school districts to reach out to me for some help. You're recognized to present your bill thanks or Ladies and gentlemen this is a bill that we run every two years after we do our adequacy study we have a allotment that we need for transportation for schools that do not have enough funding to the transfer to the transportation funding that we allow them we have quite a few schools that really run over on their transportation and it
takes a lot to my buses fuel and maintenance for those buses so quite a few years ago Senator cheat and I got together and we worked this up to figure out how to do this and then there's a funding mechanism to do this and and a lot of people don't always agree with it you know if you look at your school I'm sure you all have look through here and you'll see some schools that getting zero and the reason for that is they use their transportation but they may not use all of it so are they use some of the top of
funding the funder transportation which they do not monitor or file it with abscond I'm not sure that's of not asking it what is it up to the. The school yes so they do not get it fund of. Recognized when they do all the records on it if they do not use all the transportation funded up they're not gonna get any extra so a law schools have been schooled on that and so this last time we have a lot of a ESR funds and a rescue funds and so
a lot of you some of that so it changed a few this time again and it'll change next time if we do this against what changes every year to do it I've been asked by a couple people who wine some of that some of that happened so let me if you have time I guess I'm maybe last one today on the so we'll just we'll be your one thirty that so. currently there's a. Find out of the net okay say somebody's were student loans
certain days but there's there's a definite amount of intense transportation funding allowed for to assist districts with their transportation costs that exceed the funding district received through the bill this is what I just told you. For the current school year of twenty two three three weeks other seven point two million allocated and for the enhanced transportation and house education committees reflect recommended for this next one seven point seven million for the twenty three twenty four eight million for the twenty four twenty five so this is what
we're looking at now District allocations for. it has transportation funding are based in part on each district's projected transportation expenditure needed determined by needs determined by the following factors average daily membership average daily number riders average daily route miles in addition allocations are impacted by the degree of which districts transportation costs are paid with funds other than foundation funding and that's where they get caught sometimes
by not getting some of this because they use other funds of the enhanced transportation funds such as growth declining enrollment and isolated findings that is available many districts to meet the transportation funding made so. A district transportation fund out allocation can grow or decline owned or declined based on the growth of decline and one more the factors listed above so the number of students funding route miles all those things so there's a lot of factors that change this and I know like that if you look at some of your schools you may have got in
funding and I have a list for the last since two thousand seventeen we started this of what it started out some of those schools have changed drastically one way or the other from zero to a hundred thousand or five hundred thousand down to zero so it does change every year it's pretty well stays pretty close but it does change in it and some people ask those questions what it is and I know I had a couple calls on it what concerns but we've always had those concerns over time and it does fluctuate from year to year

And Cozart tried clothes for your bill yes so what's our I think this is a great bill it's it's something that would like said seventeen we decided it was something that the well law schools very small schools that really struggling with their
transportation and this seems to be the cure for we try to figure this out the matrix but if anybody has worked on the matrix years knows that if you raise the amount for transportation funding in the matrix all you're doing is making the big schools richer and the poor schools poor so it just doesn't work so this is what we're trying to do we're gonna fix this eventually we're working on something right now that will fix this we we can get that the session and I appreciate a good vote motion do pass as a member of the committee representative Cozart provided a motion to do pass.
