I certainly thank you chairman good morning committee I'm here to present you with House Bill fifteen fifty nine. It is a bill that concerns implicit bias training required by public education or a state supported institutions of higher education. Basically it says the school cannot require an employee to compete or to participate in implicit bias training. It has shown through a Scientific American study that implicit bias training while well meaning does not lead to meaningful change it can actually to an increase in anger and frustration teachers are teaching because I love kids and I love helping them learn. All this bill is asking is that we be sure that the trainings continue to focus on helping teachers be the best teachers they can be. This is not exempt teachers from required training hours and there's no recourse that the individual can take against a school if they attended training and find is implicit training in it and decide to leave they're still required to make up those hours. I have spoken with the ADA and made some of the changes to ensure that the school is in no way held liable I've also spoken with the governor's office in UAMS and they're comfortable with the bill and with that I'd be happy to take any questions. Thank you Mr chair I am just curious is this a problem in very many of our schools in Arkansas it is not I have anecdotal evidence of people saying that they've attended trainings that have implicit bias in it that they've been uncomfortable with and we do have some evidence across the country including articles in the paper yesterday about a teacher who was fired because they refused to attend a training that they felt had implicit bias and it and so that's good I just want to make sure that we are indeed making sure teachers are comfortable and that they have an option if they're uncomfortable that they can find another way to train. When we first started session and we pulled it down to kind of wait for the learns ACT and then I realized that what I was trying to do is actually included in the learns Act but we still need the bill to To to take care of that the Situation before the rules take effect for a large Act but basically it's just allowing the local school board to approve community service hours all the schools are are required to do community service hours and for artists they're not required it's a it's a part of their letter grade and there are community schools it include in large areas and in small areas that Cannot find enough there are not enough community service sites for for some of the schools and so in order to get a new site listed on that on that approved list you have to go through the state school board and are the state board of education and we're just trying to make that a little more local so that at least once a month instead of when this when this school board meets and so that's actually happened in the learns Act it will happen When the rules are made for the school this local school boards will be expected approving those sites and so this is just to take care of the space in between now and when the real start and this bill will sunset when the large act is in place. And Lucas is it here but Lucas at the state board the association of school boards help me with this language so that we make sure that it Sunset when the when the large act took place and that it would make sure that the local school boards could take on this This role as soon as possible to.
