Sixty one out of curtesy for the chair public health and the House that's not no problem okay let. Mr chairman I do yet we do have an amendment the center board has for this yes Sir she's passing out right now. If you want to go ahead and start out much worse I'd like to thank my representative from Blue Cross blue shield for bringing these readers showing the collaboration between healthcare providers and insurance providers and if you would represented Johnson please recognize yourself for the record representative Lee Johnson district forty seven thank you thank you Sir members
the amendment we have before you add the center board as a co sponsor and also has some agreed to language to clarify some issues in the bill after discussions with some of the insurance companies and providers and be happy to answer any questions on the amendment. Motion to adopt second second center Boyd all in favor signify by saying aye hi opposing sign your minutes pass you're free thank you present your beer thank you Mr members so currently in in the situation
with the MS providers is if if you call nine one one and the angle shows up at your house currently the only way they can get paid as if they'll put the patient in the house in the able to take them to the emergency department so there's no venue for them to get paid if they don't transport the patient to the ER and there's also no option for them to transport to a place of lower care so two things are happening there one is I will I can tell you that does a pretty good percentage of patients with the common one end up not being transferred to depend on the email service anywhere from twenty five to thirty percent of the calls they
receive they end up treating the patient House leaving the patient they're not taking the are for all of those because they get zero in person at the current state the bill that I'm proposing would allow them to get reimbursed for that does it at a different rate negotiated with the insurance companies for treating in place with the telehealth visit with the physician if it's a medical complaint or a behavioral health specialist if it happens to be behavioral health related complaint for now more calls about a third of those calls are behavioral health related and right now the only option we have when you when in English
shows up is to either leave them there with the help that they have follow up or take them to the emergency room or you let our police to maybe show up with them take them to jail and so this is a great opportunity provide some real time in person Bakkavor health care at at a scene at the place where the patients are accessing care it's also an opportunity to support our EMS services by providing a path for them to get paid for some of the work that they do on scene and and it's also going to do a good job of of offloading some of the patients The are
that don't necessarily need to be there they could either be treated in place served to be taken to an alternative station I'll be happy to answer any questions on the bill. Senator Irvin. At which you entertain a voice amendment to add me as a co sponsor I would love that yeah absolutely at I'm I make that a motion to to have a second amendment to add me as a cosponsor. To Penzo. Let that thank you president and.
Going to my list and. That thank you so much appreciate the support and so any. Yes I make a motion to add senator Penzo senator Helen senator Ervin as cosponsors H. B. twelve sixty one. Second although the favor say aye I opposing sign. That in the past as well thank you and if there any questions on the bill and I'd be happy training is from a list that we worked pretty hard on this and I don't know of any opposition to this bill I DHS says it's been working continue in support this
as I understand it and uh only a long term I think this is gonna be a cost savings measure by a by preventing unnecessary trips to the emergency department so good bill and get up to help the healthcare of Arkansas thank you senator no I just want to say I think it's in private and it's very important to note that what what the Siegel I was I was concerned about the fiscal impact statements but I think there's it's worth reading from the the impact second statement that that single did did create the expected utilization is extremely low based on data received by the plans
any increase in covered ambulance services will likely be offset by savings realized because of treatment triage to less costly service areas so and I just I think that's worth saying so with that I would make a motion to pass as amended okay we'll take that the proper time to speak with you to speak for against the bill. There anyone here speak for against the bill. Seeing none center and made a motion and a second center Penzo.
All those in favor signify and I I. This bill is passed as amended thank you Mr chairman thank you committee members present thank you. Okay we'll skip over a. S. B. sixty six percent dis Center void as B. three sixty eight. There. Thank you Mr chair we have an
amendment to three sixty eight this when we passed out of committee the other other day and as sometimes happens Challenges were brought to my attention and this amendment rectify as those challenges. Which can go to your member force okay so what this amendment does is it takes the original bill and it limits it to residential property insurance policies and it makes it clear that it excludes
earthquake policies earthquake policies traditionally have always been done and percentages and it will be a very expensive endeavor to update their their system to to include changes further quick policies so I work with State Farm and shelter insurance on this amendment both of them are good. Okay okay. Any questions on the committee. Seeing a question is there anyone here to speak for against it.
And we need to we don't want the adopt the amendment so I make a motion to adopt the amendment amendment I have a motion I have a second later say aye hi. All those opposed same sign. Thank you will said one out of a go through the entire bill okay so basically the amendment is the entire bill all it does is there are some people who are selling some insurance policies that are sold on percentages rather than dollar values and so what this does is it it it again
with the amendment restricted it to residential property insurance policies there's already definition and code of what residential property means and makes it clear that it would exclude insurance policies which offer a quick insurance which have traditionally been sold on that so again State Farm and shelter shelter have supplied me with the wording for the amendment and or both okay with it and you know there
They're good with it so I appreciate. The ability to pass it back to the floor again. Thank thank you senator we questions for Senator void. Saying known as anyone here to speak for or against the bill. I have a motion do pass as amended. We have a second I'll second it says second of all those in favor signify and I hi. Same sign for those opposed a service into your bill SB three sixty eight has passed as
amended. We'll skip over SP three eighty eight. SB three ninety six. And Senator body on present the H. B. twelve seventy one. your trucks that Senator Irvin will skip over that one. Senator rumored to you with this being the nineteen.
Wait a minute thank. About one thirty seven. One forty three as well. Thank. Okay. What is B. one eighty one. Senator Hammer is not here. Seoul.
Twenty one I saw Fred Allen earlier representative Alan. Okay about the S. B. for eighteen by Senator Dismang. There might be something we need to. Okay. So do we need to take a we need to take over.
Sure recess to see if they get that straightened out kind of get off the system already on the ledger. Hi there I recess. Okay we'll start. Let's take a ten minute recess and we'll come back. Okay before we start to reset the one Senator Dismang.
Yes. Is there is maybe one way we decide we want to minute recess going to it after that that's fine okay we'll do that then was going take a recess now we'll come back and start with you Senator Dismang thank you.
Members will going to go back to work now we'll start with Senator Dismang presenting his bill. Yes before eighteen. Senator please let your teachers of a record Jonathan Dismang state Senate. You for your senate bill I'm happy to present a bill today that does not have an amendment so I know it's a little of normal thank you but.
members pretty simple bill transfers the functions of the state security department to the not all functions administrative functions state securities department State Bank department something that was asked for by executive branch my understanding there's full agreement in doing so and will be able to have some I think minimal savings because of the combining of the two. Happy to take any questions I
think we've got the folks here can speak further about it. For any questions for Senator Dismang Senate Johnson. Thank you Mr chairman Senate is weighing assume that both the state securities board in the bank board are cool with this this is not my bill this is their bill even better limit let me use congratulate you on this if this is the first of some administrative function consolidations that we can do
and save money I appreciate you bringing a blueprint to us that we can apply there is it looks like a real good bill would you agree I agree thank you Sir denies my bill yes Sir thank you Mr. Any other questions Senator Dismang. Anyone here to speak for against the bill. Seeing none Senator you're pretty close I'm closed. What is the will of committee.
A motion to pass Senator Johnson second by Senator Boyd all those in although the favor say aye hi a look opposing sign centre your bill is passed. Senator Irvin so and members and I'm just gonna make a motion to expunge the vote by which the amendment and passed Addis's co sponsors just because that I want to slow it down and we're
going to recess or we were going to ensure that amendments not made it over here so just I want to put our staff through that so make a motion to. Senator boy just the bill that added additional cuts represented Johnson ran which will take all the people who want to be called bonkers all. This is it your first amendment at the most get motion by Senator Irvin thank you bye senator he'll. All those in favor say aye by closing sign thank you the women
have been removed. See no one else you running bills the Senate the insurance and commerce will stand adjourned.
