I come to walk through it. Take me thirty seconds I hope As chairman thank you and thank you committee for adopting the amendment so that we have an agreed upon bill again the original bill I want to say it had eleven or twelve sections through all the negotiations Monday we struck it down to where it is today the bill really does I want to say two main things. it actually does three the first thing's going to be that it it
goes back and puts us under the act of nineteen seventy seven for franchise. Regulation in Arkansas It does that by putting in section two are section one in three and making those retroactive there was an exemption that was put in and expansion laws what it was called in nineteen ninety one and this bill strikes that exemption what it does in the second quarter is it makes it to where franchises can be sold or
handed to a family member or spouse a of child or an air of because if the child is not present. We we established Monday with working through with the IIFA and the different franchise orders that there would have to be some establish a stabilization of those people be an eligible to take that franchise over and I'd ask take place before the transfer so we worked on that language and had that agreed upon so that these people are financially stable
business ready and ready to take over the franchise and I think with that Mister chair and the third thing was a change of venue to Arkansas that's the main pieces bill that way if they have an issue with their franchise franchise or that would take place in Arkansas court us with that Mr I'd be happy to answer any questions Senator Johnson. require a network it simply sets out the agreed to parameters both ambulance association BlueCross BlueShield or in the room of their questions so that's so you. B. seventeen seventy six simply specifies that of a ground ambulance provider is out of network they can balance bill and establishes the floor for reimbursement rates if they are not set by the local government where the providers contracted and again there are people here who can talk for if someone has questions but it's an agreed to bill. R. as long to resign house bill seventeen eighty this is the third of our cyber bills what this bill does is it does a couple things first it sets up a cyber response task force there are out representatives on the board from state agencies the cities and the counties of that board is going to be responsible for setting cyber policies within the state of the other thing that the board is going to
be doing is begin setting up a fidelity bond that bond will be used to help us cities and counties and public schools should a cyber incident to occur the Bond cannot be used to pay ransoms but it can be used to well help with forensics and the recovery of the data negotiations things like that so that's kind of the the short version what the bill does And I'll be happy to answer any
questions and I do have help your in case we need it but it is agreed upon by the governor's office the municipal league and the association of counties so everybody involved is on board with that.
