committee thank you madam chair David Ray district 69 I'll let my guests introduce herself Alex Benton attorney general's office okay presented this bill this morning but there were several members that weren't here so just for everyone's so everyone knows what we're doing here I'll go over the bill just briefly again the Senate bill 575 would is a public safety bill that would create the safe Arkansas app it would task the parole board to partner with Department of Information Systems to develop a mobile app that the public can download and avail themselves of should they choose think of how our dot has the I Drive Arkansas app the app would provide for would provide for the public a basic set of information about parolees that are on parole or inmates that are up for parole all of this information is already available the problem is it's not easily accessible the general public they don't know how to use vine they don't know how to use court connect and so we're just putting this information in an app that is accessible to the public particularly for people who are victims of crime for the families who are victims of crime and it's an effort to improve transparency and improve

we talked about it this morning but since not everyone was here now we're going to take a vote with everyone i do want to just point out some of the things that i had a problem with in this bill that i think others did because really i do think we're making it more difficult for people to re-enter society after they've been released from prison we talk a lot in here about how it's important when people get let out for them to get a job for them to go as straight as they can for them to develop relationships in the community but what we're doing is we're making an app that puts their photograph their name for any parolee photograph, name, the offense, and relevant public information out there to people in an accessible way. And while the information is public already, that's fine, it's not on your phone. And I do think it's going to be harder for people to get a job. It's going to put people under the microscope. It's going to make people have a tougher time as they're trying to reenter and do what we're asking them to do. So for those reasons, I'm opposed. I would also add, another reason I'm opposed, at the very end, after they get off parole, it says the information required to be posted on the mobile app may be removed when parole has been completed, not shall, may. So not only are we going to kind of keep the punishment going after their incarceration, we might keep the punishment of exposure and shaming going after their parole. So I'm a no. Thank you. Members
