All the meeting to order review subcommittee. Pleasure to be here with all you today I'm gonna open up the my care for my words of wisdom from my colleague Senator Flippo anything. Thank you Mr chairman the first thing on your agenda today will be adoption of rules for this specific subcommittee these are the same rules that the committees had for the last several years they have to do with placement of items on the subcommittee agenda of the monthly report to the committee can expect to see as well as any consideration of any of office of state procurement for for up procurement rules that would come before this committee prior to going for rules so that would be the if you have any questions I'll be glad to go into more detail but in the again these are the rules that we've had for the subcommittee for the past several years. All right seeing nine we're gonna go ahead moved down to item be methods of finance at the Mr chairman are methods of finance this is a in an instance when I an agency needs to by lander building structure or utility system over two hundred fifty thousand dollars and it's not previously come before the legislature then they must submit a method of finance we receive it these from the office of accounting they review them and send them over and the higher education projects are foreseen by higher ed coordinating board prior to being sent to DFA the first thing in the packet will be the letter from DFA noting the that is a finance that they're sending over for today's review and if you'll turn to page two of that packet the first one is a issue Jonesborough this is for their Arkansas biosciences institute cage washer five hundred sixty thousand two ninety nine and they plan to use university funds to cover for that project the second one is Arkansas tech this is for their student recreation center and student union it's a revised method of financial see it over there toward the last of those columns little over forty nine million dollars they know that they have river facilities repaired where the renovation reserves forty percent to cover that cost as well as bond proceeds that that sold sixty percent of it will be covered by that next you have Black River technical college they have to the first one is the welding renovation capacity project of five hundred forty four thousand that plant funds for that and the next one is there Black Hawk walking trail seven hundred what ninety one thousand six eighty eight and they have a grant from are not as well as plant funds to cover that project number five on that same page is north Arkansas college with these has to do with the energy performance contract and this is being funded from a federal grant as well as unrestricted cash reserves it's a little over. R. for the student union a re roofing of that building eight hundred sixty thousand four forty is the revised amount it's all being funded by cash funds of the jacks Steven center chiller replacement four hundred thousand dollars cash funds and the general campus wide renovations and improvements three million five hundred eighty five thousand that also is being funded by cash funds on page five of your methods of finance the UALR the top of that page new fraternity chapter clubhouse seven hundred eighty six thousand seven sixty cash funds and then the rentals building carpet and chairs seven hundred one thousand five eighty five again cash funds to cover that expense you A. P. B. for the last in hall renovation eight million five hundred twenty nine thousand eight thirty five they have federal grants and then you A. P. the for their fine arts centre repairs this is due to a fire damage little over five million dollars they had insurance proceeds from that fire damage to cover sixty two percent of the cost and Plant reserves and then UA Pulaski tech or various deferred maintenance projects two million eight hundred fifty five thousand coming from plant funds and federal grants those are the methods of finance on today's agenda. Mr chairman the next thing we look at our discretionary grants and these are going to be in the grants over ten thousand dollars where the recipient or the formula for the grant was not specified in legislation or the grant these are submitted directly to the committee by the different agencies the first group C. one is from the health department of the first one is an original grant it's going to be twenty five thousand dollars it's a hundred percent federally funded and this is going to be four stroke and TIA patients transitioning from hospital setting back home number two is you'll notice its an amendment out of point out it's amendment five and the amount of this amendment is two hundred ninety nine six twenty five they this is for strategies with statewide youth coalitions number three is These are type had paid for these two are paid part by tobacco prevention and cessation funds number three is also an amendment to an existing contract this is four goals of the Arkansas cancer plan protect the back of control activities on the next page is an amendment to an existing grant for implementation of a well coordinated infant child death review program the next one is amendment to out for number five for increased breast cancer screenings of the a mobile unit number six is for increased resting and cervical cancer screenings to uninsured and under insured that's an amendment to that grant on the next page you have number seven is an amendment to a grant for direct housing subsidies and support services number eight and nine are both going to be grants for back up call centers for the Arkansas lifeline call center on the next page those are all for health of the health department and on the next page starting on page four you start the grants for DHS Human Services number one through number eight are all going to be amendments to existing grants to area agencies and these are going to be for improving quality of life for adults with disabilities that's going to take us over to grant number nine and that's owned of page seven number nine is for senior community services employment program that's an amendment to that one number ten also an amendment for transformation transfer initiative number eleven on the next page is an amendment to the grant for head start early head start community delegate agency assistance numbers are number twelve then is a new grant to facilitate collaboration among a head start agencies numbers thirteen and fourteen or amendments to grants for employment and training services for snap recipients number fifteen. He is a grant for emergency solutions program this provide services to homeless individuals number sixteen and seventeen you're both going to be grants for homeless in management information systems special projects number eighteen is going to be a grant for Arkansas disability coalitions project delivery of chronic care number nineteen is far on amendments to the grant for family to family health information center number twenty is an amendment or Alzheimer's and dementia caregiver's respite care program the pilot program and number twenty one for DHS is for career technical education for a juvenile assessment and treatment center those are the grants for DHS the next set of grants beginning on page twelve are going to be costs a grants and casa is the Arkansas court appointed special advocates it's a program in Arkansas to recruit train supervise community volunteers to advocate for best interest of the views and the glass it children. P. B. of the minority initiative sub recipient grant office receives funding from the tobacco master settlement agreement and they look at various community. D. based programs and make Awards that there are nine awards that they're bringing to the committee for review today totaling. Six hundred sixty three thousand nine sixty one again these are paid for under master settlement agreement funds there for educational programs to back on tobacco dangers media projects programs to promote quitting of their community based programs so that takes this over to the last grant which is for the division of workforce services on page twenty four a federally funded grant for use development services for achieving positive outcomes in areas of academic success good character sedition chip and healthy lifestyles and again that is ten of funded a division of workforce services those of the grants on today's agenda. The triple A.'s. I have questions. Good afternoon to you just introduce yourself for the record then you can answer representative office questions. Thank you Mr Clark quite warm Human Services. J. held for him services thank you Mr chair thank you guys for being here today so I know it's a constant talk about but senior citizen centers across the state in rule Arkansas are by far not being able to meet the needs of our areas as I was looking through this I see like twenty two thousand twenty or twenty two twenty seven. Twenty one and then you go down here and there's a forty six million. Dollar one on page six number seven and I'm wondering why that one is so much greater than all the rest when we know that rule Arkansas is definitely suffering from. I mean they have to do fund raisers and they'll have to do all this stuff to try to feed Sanders and they're not even open five days a week people enroll Arkansas we have a lot of senior citizens that live in rural Arkansas that need these services and it seems like we're always getting shafted in money whenever it comes to triple A.'s and the senior citizen centers coat so can you explain to me maybe why this one is way I'll. Everything seems to be half of that. The representative of the funding that goes up for the triple A.'s is divided based on a fine on it federal funding formula the the triple a that you're referencing is here in Little Rock and the Democrat or the the the demographics that are used to divide that money very much attention on population and on the numbers of elders that are for instance sixty five plus seventy plus the number of persons the number of minorities that live within the catchment areas the triple a server obviously the more people the larger larger population the more funding that is allocated to that area and I would just add to that that the funny four was amended back in early twenty eighteen precisely for this purpose because recognizing that more more funds for going to the north west certain parts of the state and so we did revise it to take give more of a for like better word advantage to rule Arkansas and rule setters help ensure more equitable distribution of funding around the state. Do you a follow up Mister chair you don't have that's going to go ahead thank you Sir so do you know how much of the funds that we see and go to actual administration and how much actually goes towards food and is there a way for us to get those numbers so that we can see what is happening in our areas as far as where the money is actually going there is there's a limitation on administration fees that are allowed to be there allowable for triple a to pull off and I can send that to you I would appreciate that I'm sure the chair would rather you send it to them and then let them send it out my final question would be and what do we tell our rural communities who continue to suffer from lack of funding from their areas where you do have the majority is elderly. People who live in those areas I mean it it it is what it is that's where they live that's what they want to live they can't live maybe here in Little Rock or there's more funding for those areas so what we go tell our people back home I'm sorry you don't have enough people living in our districts for us to be able to get more funding or how do we fix this situation that we've got going on where we've got people that are ninety eight years at home ninety eight years old at home you can't drive can't do anything and yet they still can't get that. These people deserve to be fed. Well it we we certainly are always on the lookout for the possible divisional funding by the end of the day it's we've got funds are made available to us which we then in turn around make available to senior centers federal funding has been is it's been up and now it's come back down because of the fact pandemic there's a lot of one time money that came down from the fence during the pandemic which we float along to this centers but course now they're saying that drop out because it was one time funding no certainly the federal government increases when they provide we will pass that along we we don't keep that for our admin weeks passed along to the centers and certainly no in here the state twenty no the governor and legislature if you all decide to make some funding available or other sources we're always happy to look at any of those possibilities to create more opportunities mob I look forward to having more discussions about this I know you'll probably get tired of it I think a representative to fight not both fact this fact every single session where we don't think that there's enough money going toward rule Arkansas so I appreciate it thank you Mr chair thank you president of the German if you would get that information to staff will get it passed out to the committee members Mr. All right members any other questions on the discretionary grant. Currency number that objection these items stand reviewed takes us to item D. this service contracts. Yes Sir Mick of the next item is our services contracts and we're gonna be looking at contracts with the threshold of over fifty thousand dollars in any one year all other contracts are going to be reported in we'll see them later on on the committee meeting the first page of the item D. is going to be a letter from the office of state procurement and the office of state procurement takes a look at all of these contracts before sending them over and they will point out to the committee any contracts that have Something unusual about them today that Mr Armstrong is pointing out that there's a contract will see it on page fifty five that Was not written new properly they had of anticipated this contract being for two years however when they did the paperwork they only did it for one year and so they of this is considered an administrative oversight but we did want to bring it to the legislators tension when we're looking at these Mr Armstrong knows that all the other contracts appear to have been procured not in violation of any state procurement law so we'll start with construction related contracts and these are going to be any of the contracts that would be used for architectural or engineering those type of services are for a specific construction projects. So on page two the first one of the first two are for community correction that first one is going to be with Wittenberg the Loni and Davidson I'll tell you a little bit more about this of for those of you that might be new to the committee but we're looking at the most recent of action this is amendment three that we're looking at it's adding two hundred and seventy five thousand dollars to the existing contract this contract originally began July one of twenty twenty and you can see it's a new expiration date is June thirtieth of twenty four you'll see the type of funding sources that are being used to fund this of contract you'll also see the type of procurement that was used to procure this this was done through using ABA criteria and this particular contract is for an on call architectural services contract again the action that the committee is taking today's just on Amendment three but we provide you with the detail in history of the entire lifetime of the contract contracts can be renewed up to seven years so we want to provide you with all that detail of information so you see what's going on year after year and I'll call contracts or contracts that they put in place to have in place if they have an emergency come up the second one for community correction we'll see this one is an amendment amendment one adding a hundred eighty three thousand dollars and this one is for a specific project is for the structural mechanical civil and engineering services that are going to be used at the White River juvenile detention center this being built in Batesville number three is correction apartment and this one is and the amendment to adding additional to her fifty thousand dollars for on call architectural services number for correction department this one is far specific project it's more roof renovations or their warehouse in annex building number for. Five is DFA revenue services this is a contract amendment and this is for design professional services for various things including instant installation of any emergency generators addition of loading dock at their lead better building cooling tower telecommunications ally system upgrades and other projects that are noted in the beginning of that contract number six is Department of transformation and shared services this is a professional consulting services contract for A. B. A. owned buildings and operated facilities number seven three nine are all going to be a continuation of a building authorities contract these are going to be for multiple up critical maintenance projects at yet the buildings that they are responsible for taking care of. Hi number ten and this is on page six is education department this is a contract that they have for their on call engineering services number eleven is Emergency Management they actually have number eleven and number twelve they're both original contract meaning they're just beginning after the review by this legislature with vertical structures they're both being funded by bond proceeds the first one for nine hundred seventy five thousand dollars is for engineering design services of for their a wind towers in the second one is also for a winter hours in speaking with the agency the second one is for for new sites that are being built and the first one is for all the existing sites for repairs and they noted there were like four hundred eleven of those moving on to page seven number thirteen is DHS This Is there engineering design services on call number fourteen is there call architectural design services an amendment and number fifteen is the architectural design services this is for specific projects at the bill billion for human development centers on the next page of parks and tourism amendment three this is for fabrication installation of the exhibits at their new Bester center pentacle mountain state park number seventeen this is black see technical college this is there original on call architectural services contract number eighteen is for you a fait it bill this is for our professional services for the Walton college space use and physical development study number nineteen is you a fable for an amendment to their own call geotechnical engineering contract to complete projects number twenty U. a fable on car architectural services this is for the school for math and sciences down in hot springs. I just like to have a of a clarification of how that works all right you want University of Arkansas great guys one from a university. Before he comes up with things I want to point out to you is that one of the things that we provide to you in the summary of those contracts is paid to date so in those columns there I'll like looking at number twenty two on page well it's not on call and let me try out of. Okay look at contract number twenty three it's an on call engineering services contract it was originally done for two hundred fifty thousand dollars when it was renewed for an additional twenty five two hundred fifty thousand dollars all that have been spent on that contract was thirty eight thousand dollars so I wanted to point that out to you so that you would see even though you all are reviewing money for contract does not necessarily mean that money has been spent on that. And we need design services this is how we get those designs accomplished so we have civil mechanical architectural and so any project that may come through this less than a million dollars we call on these on call of services as. It was pointed out these are contract pass cities not necessarily expenditures In our case we renew these about every four years so we don't we try to let different folks participate in that process and so if we need to pass a renewal And so so it as is a follow up with your is there a cost just for retainer there's not okay. An amendment to a contract they have for the first lady's of Arkansas exhibit at the Old State House Museum number two is a issue Jonesborough with Smith group and the this one is for updating of the original master plan I want to point out one of the other things that we do is if there are new contracts and this is an original new contract but you'll notice the procurement is being used on this contract is sole source justification so if their sole source are there special of procurement I provide the committee with a letter of what that information is from the And that today it's on the golden rod paper so this is on pages one and two of those letters and basically what it says for their justification is that Smith group did the existing plan back in two thousand thirteen and so it's cheaper to continue to go with them on this project on the next page department of corrections as an amendment to a contract for ten year projection of adult correctional prop populations number four is DFA revenue services this is for the software and hardware infrastructure for the driver's license and ID cards number five disability determination on page twenty five this is a contract for a medical consultant in this is who what they use for determining disability number six is education department this is an original contract and on this contract this is for the special education portal software school districts use this to enter all their information for IDPs and other information pertaining to special ed students. Next is education department with pace analytical this is that amendments to the existing contract and this is a to accomplish a federal grant the facilities division received a of funding to test water in older school buildings for lad all new buildings are required to have them built with New equipment that has special filters and water bottle fillers but this grant is more retro fitting all the old buildings and also getting in compliance with new safety equipment nexus education department this is an amendment to for professional development contract on the next page number nine Page twenty seven this is education department with triad of transmit student information from schools to institutions of higher education so this is when the school district uses to send transcripts AT ACT scores SAT executive colleges on behalf of students number ten on the next page page twenty eight is education school for the blind this is for physical occupational speech therapy services for their students number eleven is Emergency Management this is another contract dealing with a wind with the radio communication site inspections number twelve is health department this is an original contract for laboratory onboarding number thirteen is the health department this is amendment to this particular contract amendment is not that adding any additional money the amount is zero we're you're seeing this because they're amending the scope of work and this particular contract has to do with the Arkansas cancer RES a registry number fourteen is the health department this is for I. T. services number fifteen on page thirty. He is health department and providing data management and reporting services for the Arkansas state health health alliance records exchange that's ninety share number sixteen is the health department to implement evidence based project for tobacco services targeting pregnant women and their families number seventeen is Highway and Transportation Department this is the retirement program. I. numbers forty nine through seventy five are all going to be for public employee retirement and these are all going to be for investment management and banking services so that's going to take us over to page fifty five again that's a number of contracts but if you look on page fifty five. Contract number seventy six of begins up Lasky technical college this is a contract for online services for twenty four seven crisis hotline again this is a contract that will original contract and is the sole source the justification is Pat found on pages three and four of your gold package and basically what they say is this is the provider that can brought provide this twenty four hours a day seven day a week service what they're using is our government justification for that number seventy seven at the bottom of page fifty five is the contract with Southeast Arkansas college this is the contract that Mr Armstrong pointed out had and administrative oversight there's a letter on page five in your gold packet that basically says that it was due to be renewed in January of this year and they fail to do that and so this is for strategic enrollment management and performance generated metrics contract they anticipated the contract being two years that the paperwork just did not reflect that on the next page contract number seventy eight to eighty eight are all going to be teacher retirement and these are all going to be for it investment management and consulting services that's going to take us over to contract number eighty nine which is on page sixty four this is for janitorial services for you a community college baseball number ninety UALR this is an amendment to an existing contract that they have for their federal government relations services contracts so those are all of the out of state contracts on today's agenda. Senator Hammer you're recognized thank you share can we get DHS to the table please. Mr would staff identify which one was the income verification contract you may which one that will drop off. We're going to try to find that for senator Hammer we just give me just a second can go and ask questions what she's looking okay go ahead thanks and that had to be late the just update on the enrollment coming off the Medicaid rolls and the income verification of give the factor renewing a contract with titles two things together and give a brief update please yes Sir and Williams the second about her I just cause I know not all members are as familiar this is others during the pandemic federal government put in place a rule that said the for Medicaid we had to keep individuals on the rolls even when they become an eligible the idea was to continue that health coverage as long as there's a pandemic going on and so we did that as a result our Medicaid rolls significantly more than two hundred and fifty thousand people that were added to the rolls over that period of time now that the federal government has ended the public health emergency that requirement has not lifted and now under federal law we are required to start winding those people off the rolls and so we started that process which we we've been preparing for this process for more than a year now done very extensive work to put our plans together to make sure work with to do that as well as educating clients and communicate with them about what's coming and what they need to do to ensure their coverage continues if they're eligible with that said we started rolling people off the rolls as of April one I during the month of April we had I believe this problem across the seventy two thousand individuals who were removed from coverage that would include both those who were rolled off through this effort as well as those who in a normal pre pandemic month would have rolled off the rules anyway but total since two thousand and we'll have additional people coming off the roles in the coming months. Follows Mr great thanks the thank you the one of the things was that we gave a contract where we staffed up we're supposed to have and I came or which company we give that contract to to staff up is that in any way related to this contract or are because I know some people are you know they got the letter that in fill out whatever the reason may be so are we responding. In a timely manner and is the company that we gave the contract that to that was both supposed to provide the staff to take care it adequately and quickly is where we on that yes Sir so those are two separate contracts and I believe the numbers you're looking at number forty and forty one R. with health management systems those relate the income verification asset verification and that's just part of our normal eligibility requirements obligations the one you're thinking of is maximus which is contract or thirty seven and that is progressing we are leveraging their capabilities to help us to some of the work around the eligibility process there. And that's for the twenty five percent federal and twenty five percent state right yes seven. Anticipation how long we're gonna have to keep in mind when would we be able to start cutting back based on where we are right now as far as giving maximus on right we we will continue to use them over the six months that we have under state law to unwind everyone that started April one so they'll progress three October one after that I know in the past or intention has been to keep maximus on at least in a small capacity so that if we have some situation in future where there is a backlog develops or something else we can rapidly staff up and bringing that capacity to make sure that we keep on top of everything but that's the stuff and we we have discussed that actively in the last couple of months in central will circle back or in the conversation here the next few months thank you thank Mr. Senator Hammer looks like the item related to asset verification would be one of them was item forty starting on page D. forty one. No Sir it's not I don't to Obviously wasn't involved in the in the search relative to this particular process but it's my understanding that campus officials were looking for someone that could provide mental health services both online tell us here the and there were a number of providers that could provide that kind of service right they were struggling and finding a company that could also provide crisis intervention services that would be twenty four seven and so it's my understanding they did look from internet search basis I don't know what other Avenue se may have looked in order to ultimately resulting in Wanted to go forward with this particular company but that's my understanding of the process that that was utilized it in my tenure here and working with review a subcommittee it's funny how many people show up when you put an RFP out and doing so sources say and we Google search I mean I don't know how the rest committee feels but that's not an adequate answer from university the other side of that is if you look at the contract it looks like this the initial contract with this company and. Reading the sole source letter it reads as if you have done this before with them I'd like to know if you don't it before what those amounts were and what that contract look like. The only thing that I can tell you is it based upon the information that I have this is an initial contract with this particular company I'll be happy to check and see if I can get some additional information to know whether or not they contract with this firm before but it's my understanding this is an original contract with this particular provider. H. S. County operation offices number eighty one is physical server services at Conway human development center number eighty two is the dental services at the mobile Human development centers number eighty three is the original contract the H. S. is entering into for psychiatric services at the bumble Senator number eighty four as far psychologist services that Southeast Arkansas Human development center number eighty five respiratory therapy services at Conway human development center number eighty six physician services of a residence at Southeast Arkansas development center and number eighty seven is for occupational therapy services at Jones were you developed center. Number ninety five as natural resources commission and this is for bond counsel number of ninety six and ninety seven are both going to be for the nursing board these going to be for private of private investigations private investigators number ninety eight is parks and tourism this Is of contract for marketing and advertising for the keep Arkansas beautiful commission number ninety nine public employee retirement this is for investment of services number one hundred also for public employee retirement investment management services Pulaski tech on page one fourteen for prevention preventive maintenance and service and reporting an emergency response repair to all heating ventilation and air conditioning equipment at UA Pulaski tech number one oh two is a soybean promotion board this is a contract that they have for public relations Services number one oh three is teacher retirement for investment management fees. And services numbers one oh four through one sixteen you're all going to be UALR and these are all going to be continuations of contracts they have for substance abuse prevention services Texas over to contract number one seventeen and that's going to be on page one twenty four and that you see a this is the final in state contractors for janitorial cleaning services the original contract for you CA those are all the in state contracts.
