May beginning in may this award is for five years so we actually are. In the we're transferring it from DHS so this is a very new word for insurance with a five year ward so I do anticipate adding it into our Act okay so that so then those funds would then kind of go away from DHS and be part of the insurance department yes the H. as no longer has this grant program. Senator Hammer thank you Mr on that subject by being transferred from DHS because it is with the insurance department is there any concern that we might not get the grant because it's no longer under DHS now it's gonna be with the insurance department and I'm to your left far left. No we we anticipate this award being fine transferring to the insurance department DHS did not apply for the grant so we're the only state agency that submit an application for this grant okay and is it a hundred percent federally funded so as far as any reduction in funding over DHS there would've been any then no they won't have any funding after at the end of this grant program okay thank you thank you Mr. Senator Johnson. Mister chairman I'm H. is an infrastructure investment and jobs act appropriation requests that requires a new position from the state police highway safety office this is much like a MF G. as well these requests are both heard by appear in personnel were reviewing the appropriate or the skew the titles. This requested is a statistical analysis manager at GSO eight the position be used by the highway safety office to help plan projects and perform data collection and analysis OPM has recommended the request declassification. But you don't need to come to the table but I I wanted to take a moment just recognize the extraordinary work of our state police and the greater metropolitan area of little rock and what y'all been doing for the past a week or so I saw some of that an action last night and are doing a tremendous job of getting guns narcotics in bad guys off the road and I appreciate your the secretary's hard work and dedication to make that happen anybody any members of the committee have questions Senator Rice. There My question was who's been handling this before. Who's been handling at of we had a position within the office that was handling it but that the position was not adequate for the new grant requirements. Okay we've had. For many years of federal grants that the last four has stipulations that you have to meet an answer and provide data you are I usually continue lease whatever session ask questions about that because with with money strings come what is different about this position this grant that you're having the higher floor of this position has a new requirements under the new grant a re authorization that requires that traffic record strategic plan to be implemented within the state. Okay it this grant is for how long. This a grant is reauthorized every five years so with the current grant requirements I would assume that this position would be re authorized under that new DOT re authorization in five years. You see for four DOT. Yeah department of transportation it can you pull your back a little bit closer I'm wearing my hearing aids but I'm having trouble our department of transportation says much better okay okay and duties under highway. A. I it's part of the funding from the department of transportation goes to our diet and part of the funding goes to DPS through the highway safety office okay is this person going to handle both of those. Excuse me no it's this person would work under DPS for the highway safety office is the re any reporting goes back to the legislature. None that I'm aware of other than the publications that R. State Police puts out from the data that we collect through a crash. Okay on the grant. Is that reporting done to. Council. The statistical information if I if I understand right there to be collecting statistical information to help identify highway problems and technical support trainloads force reference so what the information is being collected by this person is going to be used in what way to show any tangible results I'm sorry and now I understand your question of this information will be purported and our highway safety plan it will be used to evaluate our programs and reported back out to the federal government in our annual report. Okay and then the annual report. Is it used in any way to identify potential funding back to the state based upon either improvements are deficiencies. To previous years or do you do you know it's used to determine whether or not we're meeting our performance measures and determine whether or not adjustments need to be made to our highway safety plan and our applications for future funding okay all right thank you. Okay I don't M. ladies and gentleman under new business the Committee we're gonna stint starting in June we're going to review act five sixty one of the ninety fourth General Assembly which task the Legislative Council the personnel subcommittee with the reviewing the remaining balances of our law enforcement officer stipends to determine those that did not receive the stipends and then how we're going to manage at the pay those stipends out you may be getting questions from some of your constituents or the communities and about whether or not they're going to get the stipends we have determined those rules Senator Davis and and Tony and I along with senator rice and represent Wardlaw we'll have a meeting and then next month will make a proposal to the committee so if you start getting any questions were working on it we are just not quite there yet so the same may have any questions on that. Per me if you say all of that. Okay. How about if I just read at this time. Here I'm of I just give it to you. Okay so ACT five sixty one and ninety first General Assembly that required that that's what established the the subcommittee to make the rules for the officer stipends were there a lot of uh not a lot but there are a number of law enforcement certified employees out there that not benefit from this type and so we have of about two million dollars I think Tony left over. Twelve okay so we're gonna try to figure out how to get those stipends to the ones that did not receive some of the universities and the smaller schools that have certified law enforcement officers did not receive those type and same with the military department a number of agencies so we'll discuss those rules in our June committee meeting and then move forward from there but I know some of the legislators have been getting questions from constituents want to know when they were going to get the money and we have a quite established rules yet is that fair.
