Two not to road board my dad was diagnosed with a rare liver disease known as PSE he went through every non invasive treatment officer option possible yet he was still sick this is not the only one option for transplant after signing up to get a new liver to sponsor the wait list he stayed on this
wait list for two years with no call. That is until compatible liver was donated by deceased donor if that person had not been registered as an organ donor my dad would be six feet under with him. Please from this legislation because it saves lives will pose posing no harm to our constituents now with this organ auto actually need when you get your driver's license or ask questions do you want to be an organ donor most people say no that is the real problem of our
opt in system. As of right now we have a system where you have to opt in to be an organ donor in this system you have to opt out you'd say I do not want to be an organ donor. Know what this is actually do encourages more people to donate organs according to a Stanford S. P. A. R. Q. would behave your oriel science do tank as never university the difference between opt in and opt out percentages of the overall population being a donor is absolutely staggering in off of
states the percentage of the population that are organ donors is ninety percent. When it comes up often states that percentage drops down to a mere fifteen percent. there we do not have a program I know in the bill but previous driver's licenses and people who are still saying that I do not want to do name or organs those are still valid those are still valid driver's licenses and still valid decisions but if they want to go change that decision and for every future person that will make it to where that they have to click I do not want to donate organs instead of I want to donate my organs and I believe that the a small fee of five dollars is worth the lives that it would save.

Hello. I remember when I was twelve years old and I got my first ID and I was there with my mom and the lady at the DMV asked me would you like to be an organ donor. And my first thought yes I want to save lives I would hope people and my mom was there and of course she meant it with good intentions and she was one of the millions of people who are under the misconception that doctors will not try as hard to
save your life if you are an organ donor they will just say Hey easy money so these organs so she told me that and I don't know what to believe the time Snyder said okay I wanna be an organ donor and to this day I'm not which I plan to change once I get my driver's license so the truth is these misconceptions statistics are really scary. So twenty three percent of people believe that they are not healthy enough or are too old to donate their organs which is completely false that's determined by the medical team
at the time of death. Fifty percent of people and this is all from a state fifty percent of people believe that doctors will not try as hard to say them which again is false the team trying to keep you alive and the team that would come and harvest your organs are completely different they're on different teams and there's a sauce on it the any money would go to the medical team trying to save her life at all. Forty four percent of people believe that there's a black
market that their organs will be sold in if they decide to donate them and it's fifty percent fifty seven percent excuse me question whether or not a person can recover from brain death after they die. So basically what I'm trying to say here is that people are not educated over what happens when you say yes I want to be an organ donor and the option legislation would definitely help
the millions of people who well maybe not millions but hundreds of thousands of people who are waiting for organ donations to save their lives an education we can provide whether in schools or in the DMV maybe just a one minute briefing on how these misconceptions or false along with backed up information that can save lives thank you. businesses our economy and our overall prosperity the need to just a dismantle the franchise tax. It's time to rethink and reshape our tax system to foster growth ensure a fair playing field for all. In today's fast paced and highly competitive business landscape we need to empower our enterprises and entrepreneurs to thrive. By this by dismantling the franchise tax we can free up valuable resources the business
can use to help innovate expand and create more jobs. This would create a ripple effect throughout our economy boosting employment opportunities to stimulate consumer speeding spending and ultimately drive economic growth. Thirty five other states have already eliminated the franchise tax they have found that by limiting the franchise tax it is encourage business growth increasing numbers of small businesses for other states and
as and has created a more business friendly environment. More friendly business environment. All about all y'all but what I but that's what I want for Arkansas. I want to encourage people who don't fit the standard nine to five job. The people who are tired of getting underpaid and having to deal with bad bosses. You want to take things into their own hands. The kind of people who those kind of people or people who are trying to start small businesses
and we have seen an increasing amount of number of small business small business is being created in recent times. In twenty twenty one more than five point four million new businesses that have been created. That's twenty percent higher than any previous year on record. Let me tell you something. That some of you all may already know starting a small business is hard. Starting a small business require an immense amount of courage faith and belief not to mention financial side.
Starting a small business because a lot of money and it is very any cause very stressful time for new business owners. I am here to help I believe that by removing the franchise tax we will be able to help encourage and support small businesses here in Arkansas and while some of y'all may think that may not be enough I believe that will help a lot significantly. As someone who lives in a small town I believe that eliminating the franchise tax would help all of us out especially those living in rural communities like me because there is only a very little businesses like a few gas stations one grocery store and a couple of restaurants and these grocery stores are actually checking the prices of the of the margin we go out of town to grocery shop and I believe that if it was cheaper to start a new business that would be more grocery stores and creating competition to make their prices

So there's a couple things that I like to go over the with this bill and referred I just like to explain what this bill does this bill is titled an act to create the curriculum expansion for lifetime skills act and for other purposes now this bill does four main things the first thing it does is that it requires civics in grades six through twelve starting in grade six now I know that currently in high school curriculum all high schoolers have to have a civics class before graduating I had to take it online my freshman year
at my school most people take at their eighth grade year however we need our civics and we need to understand the like the basis that our country was founded on before we get to our freshman and sophomore years of high school I feel like it's a very important part of living in this country to understand where it came from what happened in actually understanding this so that's why I believe we should start seventh and sixth grade now a nother part of this bill is financial literacy in grades ten through twelve and I've
actually got some statistics that I'd like to read for you guys. so first some fifty four percent of teens say that they are worried about financing the futures according to a survey from junior achievement USA and citizens bank now financial literacy is an integral part of our education and as we graduate as we go out to our allies when you go to college whether you go to trade school whether you just go find a job right out of high school you need to understand the importance of savings the importance of knowing how to make a budget and stuff like that.

actually understand the loan offers so for students that actually are going to college this is also super important and needs to be taught starting in tenth grade. Now the next part of this bill is a ACT prep course now I know that there are a lot of schools across the state that are implementing this themself I'm for example my school the don Tyson school of innovation in Springdale I took a ACT prep course for the first semester of my junior year and it was required from the graduate. And it's not just because Arkansas but across the nation the percentage of high school students who take the ACT or
significantly declining this is due to inadequate preparation for the ACT which leads to overwhelming lack of confidence and no one's knowledge of the ACT material and this is exactly where the solvency from this bill comes in this card prep course will provide students with an accessible opportunity and resources to improve performance in the ACT the ACT actually conducted a survey that evaluated scores of students who took the test twice once before test prep and once after the study found scores consistently went up a few points after test prep regardless of the student's
racial gender or socio economic background so my fellow representatives this is just showing you that implementing ACT prep course isn't just some kind of empty promise this is going to raise kids ACT scores is going to give them more confidence now the last part of my bill is that each school in the State of Arkansas shall offer to students a social media awareness class now this may not seem like a big deal but social media is a huge part of our life I know a vast majority of my representatives in this room more than likely have something like Instagram Facebook Twitter
Snapchat we are all on social media. Preteens and teenagers use social media to have fun making maintain friendships sharing learn interest exploring it is in developing nations of the family however social media does have many risks including but not limited to being exposed to inappropriate or upsetting content such as aggressive or violent comments and images being exposed to too much targeted advertising and marketing social media awareness elective well kids understand how to use social media to use it in a safe and healthy way as to gain the benefits from it
without experience and all the unwanted harms. Even though it is not required by state law studies show that ninety percent of employers consider the candidate's social media activity when hiring and seventy nine percent of a charge rejected the candidate because of what they found on their social media and social media awareness class would help with this as well kids understanding what you should put on your social media if you do have it and what you should not put on so my fellow representatives to solve these problems in the curriculum which by the way has not been changed in thirty five years I strongly urge you to pass this bill I stand up for

And it will also have a consultant come to help with the evaluation. Of mental health. In the U. S.. Forty nine point five percent of
youths. I have experienced some sort of mental health disorder at some point in their life. I believe. The if we can start from the ground up Sturch inside of schools. And we can help you. Deal with their mental health problems.
per year for what purpose. Question you're recognized okay so I really like this bill but I fail to see the solvency to where you say you're going to offer teachers like tax breaks or tax credit so can you explain the link of how this bill is actually going to decrease mental health crises inside of schools. Well. Given the teachers and coaches these tax breaks and incentives will allow then. Well.
It will make them more likely to take these certification courses in order to help be able to understand how they can help their students with their mental health problems. A lot of the problem right now is that students don't know who they can go to to talk about these things. If they go to the counselor. Who they expect to help them with getting into college and. Getting scholarships.
In their counselor might believe that they are fit for the scholarships and they aren't fit to get in to whatever college. But if we have coaches and teachers. Know how to help their students. In a lot more students will be able to have that safe place where they can go talk. Figure out what's going on. their teachers and the coaches like how are you going to guarantee that they're actually going to go to these people and how is this actually going to help the students and not just the teachers. Thank you Jeff recognizing me so guys I just want to point out a couple issues that I see with this build like I see the intention behind it but I think just the way that we're going about it is not the correct way so the first thing I'd like to talk about as a former representative pointed out is that the bonuses are going to everybody as it is written in
the bill they're only going to the contractors not the people who are actually constructing these highways in these roads so for gonna pass this bill this money should be split evenly but right now it's not it's just specifically going and contractors no people actually doing the hard work so I think that's one float this bill I'm another flaw that I brought up in questioning was quality over quantity and when we see road and highway construction that we're I'm continuing to increase I feel like instead of trying to give people incentives to finish quicker we should give them incentives to have higher quality roads have safer roads
to have more safety just put into place in general so I feel like we're giving incentives. To the wrong things when it comes to building highways roads and I also think that instead of giving incentives to finishing roads and highways we should be giving incentives to other projects across our country because I feel like right now building or highways and roads while it is important yes it's not the most important thing that's going on right now we should be focusing funds on things like the development of technology and cybersecurity development and stuff like that instead of giving more money to this project so while it is
