Some members will call this meeting executive subcommittee to order and without our first item on the agenda is an update from secretary states on the State Capitol maintenance room project Senator Pitsch if you would hold on one second we're gonna go ahead and get this handout passed out to the members and then we have and then we'll recognize you to walk us through it okay. And I appreciate a hand out as
well put together yeah I want to bring pictures so. All. I guess. Jello is located turn that on
the yeah because they would match what the pictures are you on on the screen to. I got this on the screen one. It looks different from the Senate. In this fifth. Okay Senator but you would introduce yourself record your record.
my name is Matt Pitsch on the US secretary of state representative here today my official title is selection coordinator we're talking some construction projects today so. Right. Of. Thank you for having me to come before you today basically a representative Wardlaw asked me to come tell the history behind one of the project that's going to be in front of you in the near future if it's not already and that project.
Is best described in that twenty four years ago roughly today. This month. body of your predecessors Senate committee on to legislators and heard one of my predecessors say that our air conditioning system is woefully inadequate is costing a lot to maintain is not providing heating and cooling at an adequate level. And your predecessor said let's fix that.
In two thousand two they completed half of that project the Senate and has a different type of it's called an air handling system as opposed to a fan cooled unit fan code units to get too deep in the woods because I can't go too deep in the woods that's not my type of engineering but a fan coal unit is like a window air conditioner blowing fan across air across the cool thing and hoping it stays cool gets there and
they're handling system controls everything it's what your new air conditioning type technologies are. So what we've got is on the from the center of the capital to the south and we have quote unquote a new air handling system it's twenty two years old now completed in two thousand two. But in two thousand five they were supposed to do the house and the governor's suite the auditors we the Secretary states we everything on the north end and what occurred.
For whatever reason it was a different secretary state through an election perhaps it was a different legislature there was some battling over Capitol Hill apartments I don't know what the rumors but it never got done and so what is cooling and heating the north end of the building is the same thing that was an adequate in nineteen ninety nine. And what I'm I show you some pictures of us that project we did that was completed in two thousand two as well now one of the pictures we'll see how this goes you have this in your deal
this is hot off the press basically this is being designed for PLR. For another project because if you do the air condition unit you're going to have to do a destructive process to the parking in the drive throughs and the location of where the unit needs to go is between the capital and. We're sitting today the mac build if you're gonna tear up that road there is an economy of
scale between the security passage way and the mechanical room to upgrade the heating and air and that is basically a a rough estimate we have from the contractor the engineer the designer of a million dollars savings between the two projects I think most of you are aware that the numbers floating around out there the second thing I wanted to show you a picture of is I don't get too much into the tunnel come along and say that right jail the secure passage way skews me is I want to show you some pictures of what you're
capital went through in two thousand two. That was your drive through on the west edge. If you look at that that's the second phase building a concrete thirty two hundred square foot box to handle to air handling units those are the two air handling units they basically chill air going to the system you have a different set of heating and cooling on one end of the capital and you do the other and and that's that's critical to understand. You basically leave a hole in
case you have to pull those out. Then you cover that whole. With Carcross beams and then you drive over it. I put together but basically they estimate of those two projects. And parking is going to be an issue so I threw a picture in there of some ideas that were working on nothing done the last pictures a picture where we might find some overflow parking. And representative or not you didn't want presentation you just want me to give some facts and figures I don't know how
much you feel me go deeper I think it might work better in a Q. and a session probably I think I know everybody in here but I think I think this is a good start to members thinking through this project and thinking through how the two projects could be combined I'll be glad to take any questions re the members. Speaker Shepherd recognized. Thank you Mr chairman. Of Mister Pitsch on the parking aspect images overflow parking is. It is that overflow parking for
staff the public or is that like construction parking staging area and then also this areas that that the through the grass that comes up the hill is that something will be like a temporary access way. This is the first attempt one of the problems we have and the reason I like this picture if you look at the very bottom center six o'clock eleven o'clock face you see the roads the two roads there right the bottom center we would have to disrupt to put their condition
unit and the secure passage way we're trying to figure out we think we can still that people drive on the west side of the capitol halfway down and make that a two lane in an out with changing the way parking is done there us losing fewer parking spots while we're doing this it's critical that we get this project done it's a fourteen month construction both of these projects roughly are and approval at the end of this third quarter the fourth court allows us to be done before the
next full session comes in January this is one idea to have extra parking or working with are not as a matter of fact who went down there and did shot the elevations to see and we think we can put fifty spots down there what they'll be used for in the long term could end up being public parking I don't foresee us having a pathway there but we will have to have some media a steps that's also on our path for constant pick up as we tour the capital in the parking lots so
maybe we would have a scheduled stop there in the circle so the answer to your question is yes it could be used for the us as overflow but I think it's a permanent type parking that could be there to help that that's part of the plan. Any other questions. Seeing none of containment we appreciate it and it was a good presentation thank you for that if you have questions or want to walk through all that the mechanical room that is in existence behind all of these things will take you down there and show you that room it's if
it really does give you an aspect of it that's kind of different so. US senator. No I I do think that it's important to bring up like the different types of modifications that are going to have to occur because of the displaced parking and then also staging of the of of the Quitman so that we don't disrupts. Yes some of the areas as soon as
more intentional because I feel like sometimes you know we've had some containers and things thrown on our monument property which was not appropriate in my opinion and if so because of what's happening at the judicial building so I just hope that when you're thinking through this that you be more intentional about providing that you know mitigation I guess for the the the loss of the parking but also making sure that staging any kind of thing is out
of the way and not something that you know we had to literally walk through what felt like a construction zone coming into the Senate side for the construction that was going on at the justice department building which was an appropriate it it will be a mess no doubt I don't wanna make it sound like it's going to be wrong or anything but with it's been a discussion with the two contractors who come that will be part of the bed to these two projects that it's not only critical that use you only have
those road shut down for the least amount of time but the staging is the least obstructive that you can come up with and we want your ideas I would give you an example of that the secure passage way one of them came up he's done the the they call it a tunnel for the Razorbacks the baseball stadium and they pre cast that tall and that saves you a ton of time so instead of having ten days of pouring concrete continually backed back letting it cure pouring the next they come in and drop the idea
but to do that you have to state that one piece Page so again they're made aware that we do not want to disrupt Services will be in the interim we won't be in a little bit time where the fiscal session will have to make sure we. Truly limited during that the it is something that they have been told they have to do Senate bill this. take up of first thing on other business is a study concerning property insurance coverage for school districts we've been meeting leadership all add it committees and all council at the meeting with some school boards association insurance department and looking at what this entails and all right now there's two different policy holders out there they're mainly ensuring all the school districts in the state and it came that we probably need to go ahead and find some type of consultant to look at
this and similar to how we did DVD without all recognize the Speaker for a for motion. I move that the second subcommittee undertake a study regarding property insurance coverage for school districts and authorize bill are to begin the process of drafting an RFP to hire consultants to assist the subcommittee with that study proper motion to a second I have a second all in favor say aye. motion just want you to have that for your references and that'd be the time line we try to stick to and follow going forward so with that learns Act merge zero process I kind of want to go through that just to make everybody aware of it we sent some letters out to the members of in order to have provisions of the arms act in place prior to the start of school year there's possibly the department need to have the need to submit one or more rules related to learns Act as emergencies as you know under the all merge the rules come
only to the subcommittee but because of this public interest in the lands act we want to provide an Avenue for public comment on any of the rules that may be filed so the following would be the process the rules will first go to the Education Committee rules referred to the house and Senate Education Committee to meet jointly and hear public comment. All L. C. members will be provided will be invited to those education meetings provide an opportunity for public comment discussed the rule
invoked to provide executives committee with a non binding recommendation regarding the emergency rule the eight Education Committee recommendation report add chairs will provide a written report to the committee recommendations and may be asked to present at the executive subcommittee executive subcommittee process for merger rules meeting to hear from eighty eight and conduct business as usual so I think we're being told that we'll see some of these rules in July and we already have in Education
Committee on the agenda for the week of council in July and we will always try to put those in that week so that committee members will be present for the R. their committees and have time a chance to go. So any other further business come before the committee. See non we stand adjourned.
