He's like 23, and he's trying to date this guy's 17-year-old daughter, and the dad's like, well, that's not cool, dude. And he pulls out this little car, and it's got all the state's law saying that he can do it. Right, exactly. That exact reaction. I think that's uncool. I think that under Arkansas law, we have that. What this bill does, it gets rid of that.
preserves the Romeo and Juliet clause for, like, my girlfriend is five months younger than me. If I turn 18 and she's 17, unless we preserve the Romeo and Juliet clause, that would be illegal. I think that's a bit silly. But other than that, if you're, like, 20, no more dating 16-year-olds, sorry for all the weirdos in Arkansas, this book gets rid of that. Thank you, guys. I'm going to go ahead and leave the well. I think that was pretty clear. Moving on to discussion

and debates. Would anyone like to speak for the bill?
Representative Matt Brown

1:00
Do Representative Brown, you're recognized to speak for the bill? I feel like Representative Luke ran through that kind of quickly because that's what it is. It's a quick little simple fix because unless anybody in here wants to argue the point that someone who is 25 or 20 should be able to go into a high school and start looking for dating options,
Speaker 12
1:18
I feel like you should just go ahead and pass the bill.
Chair

Anyone like to speak against the bill? Motion? State your motion. It's a proper motion. Are those in favor of media consideration?
Say aye. Opposed? Okay. The bill

to exempt women and hygiene products from sales and use tax
representative clore you're recognized present your bill
okay guys this is a pretty simple bill um i want to exempt sales tax on feminine hygiene products which is defined in the bill, and it's made very clear what is included
and what is not included. It's your most common basic feminine hygiene products. Pharmacies, other states have done this, but it failed in the Arkansas House, so pharmacies and big companies have taken it upon themselves to lower their prices for these products in Arkansas because they want to help set the precedent that women shouldn't have to pay for these products, so I think we should take the step in exempting the sales tax at least
since larger corporations, companies, and other states have already set the precedent. Any

questions? I'll make a motion. State your motion. Immediate consideration. Is there a

second? All those in favor of immediate consideration say aye. Aye. Opposed say nay. Moving on to voting. All those in favor of the passage of House Bill 6574, say aye. Aye. Opposed, say nay. The bill passes. Now on to House Bill 1337, a bill to improve tenant rights in Arkansas.
Representative Hughes, if you're ready, you're recognized to present
Speaker 29
3:53
your bill. All right. Thank you, Mr. Chair. So all this bill does is it makes Arkansas better. And that's a lot of what these bills try to do, but let me explain that. So this bill originally was 30 pages long, right? But it got reduced to 7 because there were so many things Arkansas lacks in tenant rights, but it was just impossible to implement them all at once. So I lowered it down to 7.
But that 7 pages of bill is still really, really good. Now you see, the Arkansas tenant and renter, oh no, not renter, the renter is the tenant, but the tenant landlord association is really really really bad you can get evicted and have to move out in the same day and that's a lot of things to move out and if you don't they can press fees on you and everything else also the financial situation between the tenant and the renter is extremely unfair there's many liabilities placed under the renter that shouldn't be happening and
quite frankly this bill removes a lot of that just as an example this bill allows the renter to have seven days to move out after an
Speaker 31
5:00
eviction any questions now opening for questions make a motion representative goodwin
Chair
Unverified
5:05
um is there a in current law a minimum of how many days they have to move out when they're evicted currently uh there
Speaker 29
5:13
is no law for any amount of days no minimum no maximum no anything any
Speaker 35
5:18
further questions representative gunter you recognize um thank you
Speaker 36
5:23
So, you're saying that this law proposes to add certain rights to tenant holders. Do you have any kind of precedence of legislation that specifically clarifies rights previously in this regard, either with it being this, specifically in this current legislature, like in this state, or within other states? That's funny you ask that, because I would ask
Speaker 29
5:46
you to try to find them, because there's actually none. there's barely any rights and all the and that's the reason that is is because there are many many
uh apartment firms in arkansas that have their headquarters here and they send millions and millions of dollars to their lobbyists to negate any bills like that if you look at the like the actual rights like they're completely unfair they can charge you 60 for a light bulb and you have no say in it and they'll sue you if you don't pay
Chair

it any further questions representative brown you recognize um
Representative Matt Brown
Unverified
6:21
my question to you is i'm kind of looking at your bill i'll admit it is long and i'm not i'm not particularly inclined to read through all of it but is there anything in your
bill that specifically gives or list out punishments or how the legal president for how to punish landlords who break the stuff set out in your bill are you talking about punishment toward the landlords yes
Speaker 29
6:42
landlords who do not follow these guidelines well there's not a set punishment but obviously since this bill has been made, they can take that to court with the landlord and have a much better chance of winning the case instead of losing thousands of dollars to
Chair
Unverified
6:58
the landlord. Great. Representative Weems? I have a question. Say your question.
Speaker 42
7:02
So I just Googled, like right now, how long a tenant has, like what a landlord has to require a tenant after eviction. And the first thing that popped up from ArkansasAG.gov says unlawful detainer actions require a landlord to provide you with a three-day's written notice to vacate. So is this somehow different from what your bill is doing? Yeah, because it says seven.
You recognize for a follow-up? But you said in your statement that they could have one day, and that's not true. You have to have three. So is it right to say that you were maybe ignorant to this law? Ignorant would not be
Speaker 29
7:46
the word for that. That's the incorrect vocabulary, but probably wrong. I mean, we can just say wrong. But obviously, sometimes the landlord doesn't follow that at all, and they're taking it to court and winning the cases because they have all that money and an unfair relationship. Any further questions?
Speaker 46
8:03
Representative Gruby, you recognize? This may be in there somewhere, but again, it's seven pages. How long would the landlords have to make sure they're up to date with all of
Speaker 48
8:17
these requirements? Like, what do you mean up to date with the requirements?
Speaker 29
8:21
Because once the bill gets passed, they should be
Speaker 48
8:24
able to read it, right? Yeah, so in Section 3,
Speaker 46
8:28
just kind of updating the code and everything with the plumbing and heating facilities, is how long would they have to have the hot and cold running water
Speaker 29
8:37
and all of those things listed under that part. Seeing we're pressed for time, I'm just going to go ahead and leave the
Speaker 19
8:46
well so we can have time for everything else. Point
Speaker 51
8:48
of order. Set your point. Point of order. Can't leave. I apologize. There is a public meeting scheduled in here from 2.30 with the Independent Citizens Commission.
Chair

Speaker 51
8:57
over to the next side of the hall. I was going to ask if you all want to stay and watch the Independent Citizens Commission meeting, you all are welcome to do so. and I'm guessing this meeting will be 15 minutes or if there's some other, we would move
to another room but because this is a public meeting we had to publish it for
Chair

9:14
this room, the press is here for this. That's totally fine, is that
Speaker 57
9:31
what the cameras we're hearing are? Okay, I always thought
Speaker 61
9:37
so. You can't leave the whole mouse floor. We're going to move across the hall over
Speaker 65
9:42
here guys. We've got to run. We can't leave it once someone has asked their question.
But yeah, that is true. Okay, make
Speaker 71
11:33
What are you looking for? There's a little piece of paper with those folders. I'll try to do this by memory, so I don't know. This is going to be fun.
Speaker 76
12:20
Hi, Mr. May. I'm going to put you on hold and we'll get ready to start our meeting, okay? Okey-doke, thank you. Sure, just a moment.
Hi, Mr. Smith. Hi, Donald. Okay, we're getting ready to start our meeting. I've got another call to attach to this call, so hold on just a moment, okay? All
Speaker 79
13:07
right, thank you. Uh-huh. The iPhone makes conference calls so much
Speaker 80
13:10
easier than they used to be. Yeah. So much easier. I can remember back when
Speaker 54
13:16
I was in private practice when we had the voice. and forwarded to an automatic voice message system, 8-7.
Speaker 84
13:26
Can you text him? We would have four, right? Yeah,
Speaker 76
13:31
we'll have a quorum. Is Tommy, buddy? Okay. Mr. Smith, are you with us? I may have disconnected him. I don't... Yes, I'm here. Oh, you're
Speaker 91
14:14
here. Okay. So everyone's here? Yeah. Okay, hold on just a moment. It is now 2.38 p.m. on Friday.
Speaker 93
14:21
June 16, um, pursuant to the notice, uh, sent out. This is a meeting of the Arkansas Independent Citizens
Speaker 94
14:33
Commission, and, um, I, uh, we were slightly late because there was another meeting in progress in the room. Um, I am going to call the meeting to order and, uh, ask, uh, Our chief gatherer and convener, Donna, to call the roll.
Speaker 95
15:02
Chair Annabelle Tuck. Here. Vice Chair Tommy May. Here. Jan Zimmerman. Present. Jonathan Rogers. Present. Phillip Fletcher. Clark Smith. Here. Frank,
Speaker 94
15:25
Gwen? Not here. Okay. We would like first to address the approval of the minutes from the last meeting on May the 12th.
If the minutes were placed on the website and are available to the public, I would ask any commissioner present or on the phone to signify if they have any comments on the minutes. If not, I'll entertain a motion to approve the minutes and a second. Motion to approve. Second. Okay. Any further discussion?
If not, I will ask for a vote of approval. All those in favor of approving the minutes, please say
Speaker 94
16:28
those opposed, please say nay. Hearing no nays, I will take it that the commissioners present have unanimously voted to approve the minutes. We are here today because we did act back on May the 12th to recommend a salary increase for constitutional officers of 3%,
but to postpone any recommendation of a legislative salary increase until the next review. We are here today to formally approve that recommendation. Notice has been given pursuant to the requirements. I do not see anyone present who is asking to make a comment or discuss this particular resolution that we will be signing today.
In the absence of any comments, I will ask for Donna to please circulate and sign. We will each sign the resolution. Okay. Can you pass around the resolution? Yeah. Let's just have it passed around for people to review before they vote on it
Speaker 107
18:13
Okay Chair Tuck, if I may, while you're passing that resolution around That draft resolution has been available on the website in the interim period And I'd just like to point out that it has the 3% for constitutional officers And just so the board is informed We did not receive any public comment, written comments, or phone comments in the interim public comment period between the last meeting and this meeting.
So not only is there no one present here today, but there were no comments
Speaker 94
19:10
received in the interim period. Okay, thank you. yes let's now call a vote on the resolution all is there a motion to
Speaker 93
19:16
approve the resolution a second second any discussion if
Speaker 94
19:26
not I'll entertain a vote to approve the resolution all those in favor please say aye aye okay TJ
Speaker 113
19:36
we did have one comment that she got via email anyway if all all in favor have
Speaker 94
19:55
already voted all opposed please say nay hearing no opposition I'll declare the
Speaker 93
20:18
resolution approved thank you And as I understand it, Vice Chair May and Clark Smith and
Speaker 94
20:32
the other Philip Fletcher
would sign this by having this tendered to them because they are on the phone. So I just wanted to make the record that those will be signed by them after
Speaker 71
20:53
this meeting. And Mr. Smith, yeah, okay, thank you.
Speaker 93
21:15
old business now in setting the next meeting date I
Speaker 94
21:21
would prefer to postpone setting the next meeting date and we will do that Probably more towards September, October. I do realize that many times we have to work in between football games.
But we will, at this point, I see no need to unless anyone else would like to go ahead and set the meeting
Speaker 93
21:49
date. Chair Tuck, if I might. Mr. Rogers,
Speaker 117
21:54
your comment that there was a comment received in the interceding period. I'm not aware of that, so I don't know that the auditor's office received that. Do we know? I just want to make sure that if there was a public comment, it was... No, no, no. Did I forward it to you?
Speaker 118
22:12
Yes, you did. Okay. I would have forwarded it to everyone. Yeah, obviously. It went to everybody? Now, I remember there was
Speaker 117
22:18
discussion at the last... I believe it was you, Ms. Zimmerman, at the last meeting. that said I had received some
Speaker 107
22:24
letters. Those were the letters from the legislators that we had received prior. Is that what
Speaker 121
22:29
we're talking about? No, it's just different. Okay,
Speaker 117
22:31
well, I'm sorry. Okay, well, then I misspoke, and I apologize. I was not aware. I want to be sure we've had the record right to end. Yeah. All right, so all members did receive that comment, saw it before this vote, and had a chance to entertain it.
I just want to make sure, if there's a comment
Speaker 94
22:51
out there, that everyone had a chance to read it and look at it. Okay. Well, with nothing further to address, I will declare the meeting adjourned until such time as we set pursuant to.
