The House will come to order. I invite the members, staff, press, and guests in the galleries to stand and be led in prayer by Representative and Reverend Otis Davis, pastor of the First Baptist Church of Earl, Arkansas, and to remain standing for the Pledge of Allegiance to be led by Representative Bill Abernathy.
Speaker 5
6:29
Just before we pray this morning, we will see this announcement.
We would like to offer a moment of silence to remember the terrible loss of peoples of Hot Springs in Gardner County, the state of Arkansas, from an airplane accident this past week. We are saddened by the death of Dr. Martin Raper and a special hot spring dentist, Dr. Edward Cooper, as well. And these are people that live in the district of one of our own, Dr. Sheridan. Let's remember them in the sight of a moment of prayer for just a moment.
Let us pray. Eternal God, our Father, one that sitteth upon the throne and seeth all and knoweth all, you are Jehovah Jireh our provider one that we can call on and call on to receive an answer and Lord we pray a special prayer this morning for the present in this assembly today and the loss of our brothers that have left us here God and we pray that you bless their families now Lord allow us that are here in this chamber today
to do what is right and God through righteousness Lord we will always give you the praise for you a word of all praises. We ask you to continue to bless our state where we live and all of our truths that are over us are fighting for the benefit of all of us. This we ask in your name we pray. Amen. I pledge allegiance

Are there reports from select committees? Is there any unfinished business? Are there any executive communications? Members, before we go to the budget calendar, let's welcome our Doctors of the Day, Dr.

today. thank you mr speaker as i mentioned yesterday afternoon we are going to be voting these bills
in batches of 25 that is noted on your budget calendar for today as we describe each of those or list each of those and you see them there we will have the opportunity for questions on any of those 25 per batch, and then if we don't satisfactorily answer those questions, you'll be able to pull that bill out, and we will vote on it separately, or we may even just pass over it and vote on it next week. But at any rate, that's the procedure that we'll use. I think we've already got these
entered in, and Mr. Speaker, are we ready for the

okay procedurally then we need to proceed with uh the issue that's before us is the passage of the budget bills in the
items that we discussed there i'm going to read down the list of bills one by one by bill number and if there's one objection to the consideration of a bill we'll remove it as he said and place it on the regular joint budget calendar for later consideration now Ladies and gentlemen of the House, your one vote is going to be recorded on each bill and each emergency clause after they've been read for the third time.
So I'm going to go down through the bills, and as I read down through them, and the clerk is
putting these in the computer, if you have an objection, let us know, and we'll take that one out of the computer. Okay, the bill is the House Bill 1003, 4, 5, 6, 7, 8, 9, 10, 11, 12, 14, 15, 16, 17, 18, 21, 22, 23, 25, 26, 27, 28, 29, 30, and 31.

to direct the clerk to read the bills for the third time and final passage. Read the bills, Mr. Clerk. House Bill 10-03, House Bill 10-04, House

also in in relation to that bill i believe that it refers to el the transportation services for mills on wheels and the mills on wheels program and so to that extent i believe the state received some funding federal funds for elder nutrition program and I want to know how does that figure in here in terms is this carryover, general revenue, special taxes for the Meals
on Wheels program from the tobacco as

well as elder nutrition program from the American Recovery and Reinvestment Act. MR. Good question. And again, I will
Speaker 17

get some of those numbers for you. I can say that I know in that bill there is some special language that protects the Meals on Wheels program and also the carryover amounts. Of course, Representative Flowers, you know that I can get you some current balances, but we don't know exactly what that amount might be on June 30th. But I think I can get the information that you need, and those are both with respect to House Bill 1039,
so we will remove 1039 from the list. Also, Mr. Speaker, I move that House Bill 1050 be re-referred to the Joint Budget Committee. Proper motion. Would you care to
Speaker 38

explain the motion, Mr. Malik? I've simply had a

member that has requested that that be sent back for purposes of amendment. And at this point, certainly this week, I'm just trying to accommodate those member requests. And so
Speaker 19

we'll do that, and Joint Budget will look at that again. Members, you've heard an explanation

I move that we re-refer House Bills 1083, House Bill 1130, and House Bill 1151 back to joint budget, that we re-refer those three bills. Proper motion? Any explanation you'd like to

House Bill 1083, that's Crime Information Center. I had a senator that had a question about that bill. House Bill 1130, Institutions of Higher Education Reappropriation. There was some cleanup that we needed to do on that one. House Bill 1151 is Athletic Commission Boys and Girls Clubs, and we may need some special language to take care of a situation on that.

Malik, on House Bill 1136 in Section 4. Well, no, it's not four. It's a section in there about a pilot program through the Division of Academic Facilities
and Transportation, an appropriation of $300,000, and it seems like that was a GIF appropriation from 2009 and it mentions a pilot program i wanted to know about this pilot program for buses and transportation or something like that thank you representative flowers and again

a good question but for it let's address the questions if we might as we get to those bills in that particular batch
And right now, I do need to re-refer these three bills, and if we can keep our debate or discussion to that, and then when we get to this batch, I'll be happy to address that. Right now, we've got the three bills, 1083, 1130, and 1151, to re-refer to joint budget. Point well taken, Mr. Malek. Members, you've

Mr. Malik, you're recognized. Thank you, Mr. Speaker. Members, I've been informed that the Senate has passed the resolution to adopt or to introduce the revenue stabilization bill. Their calendar was very light today, and we do have a meeting scheduled immediately upon adjournment of both bodies down at the lottery oversight. So because of that and because our calendar will be light Tuesday, we considered Senate bills mostly today,
then we're going to save the rest of these bills for Tuesday and go ahead and take whatever announcements and other business that we need to take care of so we can get down to the Lottery Oversight Committee that does meet jointly with the Senate. Thank you, Mr. Speaker. Thank you,
