Some of you are just, you're kind of like me. You love your job down here, don't you? I've loved every minute of this. This is a special place. You know how I feel about this institution. You know how I feel about each and every one of you. But there's one of you I want to recognize and hold up above all of the rest of us, and that's the person who has led us through this session. In so many ways, this is Bruce Malick's session, much more than it is anyone else in leadership. We wouldn't... As all of you know, one of the responsibilities of being Speaker of the House is trying to put the right people in the right place in leadership, the various committees. The Speaker doesn't appoint the chair of the Joint Budget Committee, but I'm always, or the Speaker, is always asked for a recommendation. This was the easiest decision I've ever made as Speaker of the House to have put my support behind Bruce Malik. He is a man of absolute integrity. He understands the budget better than any of us. We couldn't have had a better budget chair. So, members, I want to recognize and give him an opportunity to speak. Our House Co-Chair of the Joint Budget Committee, Representative Bruce Malik. I asked the people of District 4 six years ago to let me be their state representative. I have done that to the best of my ability, just as each of you have. Now, I didn't ask the Speaker to be the Joint Budget Chair. but i have a confession to make it is the job that i wanted so mr speaker i thank you for the confidence that you displayed in me by making that recommendation to the joint budget committee to elect me as their chairman and mr speaker i thank you for your leadership and members i thank all of you for your work, for your service, and for your cooperation. Now, I do want to leave you with a few requests. Always protect and respect this institution. We all make up the House of Representatives, but this institution is bigger than any of us. Always protect and respect the state of Arkansas. Be careful and thoughtful and diligent with the laws that you pass. Point of personal privilege, Mr. Speaker. You're recognized. You're recognized. Members, I debated on having Representative Cole do this, but I think I'm going to anoint myself. It obviously is an honor for each one of us to serve here, but after my first term, Representative Burris did something here in the well of the House that I thought was a nice touch, and that was to honor those third-termers who have given a great deal during their span as representatives. And I would like to try to do that myself, and I'm not the most eloquent speaker, but if you'll allow me just a couple of minutes, Mr. Speaker, I would attempt to do so. You know, when you come down here as a freshman, you kind of get caught up and understand what you just don't know. And I was very fortunate to make a lot of friends that first session. And I'd like to start with Mr. Malek. And I don't think anyone could say it any better than to acknowledge that he certainly went out with the class that we all expected, Mr. Mallett. As we go down the line and I see Mr. Otis Davis and what quiet passion that you brought to your position. And I thank you for that, Otis. Gregory, one of my good friends that took me under his wing. You're just a natural born leader and we appreciate your service. Steve Harrelson. I wish I had known you before, Ritalin, and really seen how you reacted. But you're a great friend, and I cannot think of a better seatmate through these years. And keep multitasking, my friend. David Rainey, and what a gentleman. I don't think he's in here, but we all love the quiet strength that David brings to this House of Representatives. And David Cook, you were one of the main ones, and I do appreciate you pulling me in and inviting me to that education caucus when I didn't know that old saying where the bathroom was. And you're such a gentleman, and it is my privilege to have known you. Mr. A-Kid, you have provided me more smiles than a man deserves, and I wish you the best, sir. Ms. Nancy Blount, your commitment to education and your young people is admirable, and I admire your zeal and passion for what you do. Willie Hardy, you're leaning down like you were hoping I wouldn't get to you. Willie was one of the first that I met when I started my run for the House of Representatives. He and I went with Congressman Ross to Jonesboro. I consider him a friend, and Willie is his own man, make no mistake, and I appreciate that. Roy Ragland, it's easy to provide the love that we've shown you in this House of Representatives. You've been a fine legislator, and we all pray for Gail's quick recovery. Frank, I just enjoy you. I enjoy your wife more, but she is a, you're kind of a package. You're kind of a package, and again, we know where you stand, sir, and thank you for your commitment to this institution. And John, you came in with me, but you were actually here before me. And I've used the word integrity. You're just a smart man, and it has been my privilege to know and my honor to serve with you, John Lowry. Mark Martin, I don't know whether you're off the marble or on the marble, but I will tell you that you're exactly what your constituents need, and this state needs your point of view, though I don't agree all the time, that is our right, and we both respect that. Thank you, sir. Eddie Cooper, well, I'll talk to you, and you're not there. What can we say about Eddie Cooper besides he is an Eddie Cooper? He's a fine legislator, did yeoman's work in running our public health my first session, helped me several times, and I thank him for that. But Curran, I can't think of a better speaker pro tem. You bring dignity to that position. The speaker knew what he was doing. George Overby, you're the only man that doesn't need a mic in this entire. But you're so kind and gracious to everyone. And you were kind of my mentor as I came in here. And you are a great friend, sir, and an outstanding representative. Your people are very fortunate. Ricky Green, Rick Green, you're just a fine fellow that it has been my privilege to sit around that campfire that I talked about at Sam's house. You're a good man. You're a good Republican. You're a good Arkansan, sir. We need more like you. Thank you. Monte Davenport, I don't know whether you or House need to sell your van first, but I'm sure it's in the future. Sir, you are a fine friend, and it has been my privilege and honor to know Monte Davenport, and I hope I get to see him for many more years. Linsley, you are one of a kind, my friend. you're from that little spot of Fayetteville that's more liberal than other spots and there's no question of that and that point of view this body needs and thank you for your zeal and zest and Pam Edcock if anyone stood up with more questions my two terms I don't recall but my goodness Doesn't the House of Representatives need that? You're exactly what your constituents wanted. Ms. Creekmore, no one does more for victims than you do, and I appreciate that. And I appreciate your leadership on the Aging Committee. You're an outstanding legislator. John Paul, I said this about Ray, but I may renege on that and say you put more smiles on my face. you're an outstanding person for the folks in paris and around that area and i look forward to many years of continued leadership from you john paul and thank you david dunn you're a very bright man and this house of representatives appreciates your service forest city appreciates what you do you're a sharp guy and you keep going and thank you for your service bill sample met you at the races before i was ever in the house of representatives and i liked you from that first time and i've continued to do so we thank you sir and you're an outstanding person and i consider you my friend alan maxwell we have a fight to fight on down the line i look forward to it and you are a person of promise and integrity and thank you sir for everything you've done if i missed anyone it was who oh nathan nathan's not here well nathan is uh you know i live down in a world where they're building a power plant and you know whether you're for it or against it i'll just tell you that nathan's been a good friend in that regard And I would put him as honorable mention for not needing a mic. But he's a fine man and a fine representative. And, Mr. Burris, I hope that I've done you honor in saluting our third-termers. But I'm leaving one third-termer out that made these choices of Bruce Malick and Kerr and Everett. And as I turn to you, Mr. Speaker, you came to my office before I was ever elected, but you knew I was going to win down in Hope, and I remember it. And your style and grace was evident then. You've been an outstanding leader to all of us, Mr. Speaker. And I don't think that I can thank you enough because part of being a leader is having that or knowing the Malachs and the Abernathies and the Everetts. You said point of personal privilege, Representative Gladwell. House members and Speaker and Bruce, it has been a joy and a pleasure. I know we don't always agree. I do have the red button, and Bill stays on to me about that. But, you know, we've had a little occasion in the last two or three weeks that one of ours has died and came back, and she'll be with us again, but with all the prayers. And, you know, I really hate to punch that red button a lot of times, but it'd be a lot easier. But when we get down to the true needs of our fellows in this house, we all come together. We took up another little donation this morning. I'm not going to tell you how much. But it's unreal how we all work together when it comes to the things that are important. Bubba, I want to say one last thing. I want to ditto everything you said. You covered everybody, and I don't think the speaker's going to let me talk because we don't have enough pals for everybody. So anyway, Bobby, if you want to say something. And thank you all for the privilege of working with you. It has been good. The only other time I've been around people like this is when I was in the military. You know, and I even got in a couple of fights with a couple of friends, but they've all got a place in my heart today. You just never forget them. like to follow behind that, because if there's two different people, you're looking at them sometimes right here, because we're on the different sides a lot, but when it comes to one of our own, it's no different. They're all one of ours, and that's what's good about this place. When I first came here to listen to these people, I said, wow, this is going to be okay. And now, after being in here in my second term, it is really great. And I know we've got a young one that's leaving, but let me tell you, you're going to be missed, and so is these others. But these third-termers, I learned a lot from y'all, and a lot of you was great. But we had a problem a couple of weeks ago, and we're really proud of one of our members' wife, and I'll say that right now. She's a great one. I've enjoyed her. She said something to me every morning when she was out front, and it just made me feel good when I was coming here. When I had a bad day, she'd always be there smiling. And let me tell you, that's what makes this place great. And thank you all very much. And let's give Roy and his wife a great hand, because I think that's what it's all about. Thank you, Mr. Speaker.
