Members, staff, press, and guests in the galleries, please stand to be led in prayer by Pastor Brian Bowerman, United Covenant Church, West Fork. He's here as a guest of Representative Justin Harris. Remains standing to be led in the pledge by Representative Billy Gaskell.
Speaker 3
0:30
Mr. Speaker, thank you. Representatives, thank you very much for this opportunity today. Would you join me in prayer? Heavenly Father, we come to you this afternoon and we thank you for the opportunity to call on your name. We thank you, Father, that you have given grace and mercy to our lives. And Father, we understand that all power is designated power. And there's no one that sits in a seat of authority that you have not ordained it. We thank you for the ordination of these men and women who represent the state of Arkansas and their constituents,
we pray that You would be with their wisdom today, Lord Jesus. We pray that You would touch them with knowledge and wisdom beyond their years and their understanding that as they conduct business, they do it with the will of their Heavenly Father in mind. Father, we also understand that You have said that with great responsibility, Lord, there must be great character and grace that follows it. For to whom much is given, much is required. Be with them today in their decision-making processes. Be with this great state of Arkansas and be with this great country.
May every leader have an ear that is ready to heed the words that you speak to their heart, that they would rather follow the will of God than the will of man. And Father, we thank you for the opportunity that you've granted us today. And we realize that without your grace of your dear Son, we are nothing in and of ourselves. All glory, honor, and praise is due to your name. In Jesus' precious and mighty name we pray, and amen. Amen. I beg the allegiance to the flag

General Assembly. House Bill 1063 is Act 3. Sincerely,
Mike Beebe. Members, I want to recognize a few guests we have with us today. First of all, I want to tell you that if you've been feeling puny any time during the session,
This is a good day to do it, because we haven't been privileged to have a doctor with us on some of our previous days in session. And today, we are privileged to have three doctors. So I want you to join me in welcoming first Dr. Scott Ferguson, who is a previous member of this body. And Scott, we're glad to have you with us. Dr. Robert Sanders from Lavaca. Dr. Sanders, thank you for being with us today.
And we'd like to welcome back one of our own, Dr. Gene Shelby, who served with many of us in this body. Dr. Shelby, we're certainly glad to have you with us today. Thank you. Also, members, today we have joining us as guests of Representatives Baird, Barnett, Carnine, Hobbs, Hutchinson, Slinkard, and Summers from Benton County, the Benton County
Treasurer, Deanna Ratliff, and Ms. Ratliff is also the niece of Representative Slinkard. So where is Treasurer Ratley over here in the West Gallery? Thank you. Thank you for joining us. And also the Benton County Circuit Clerk, Ms. Brenda DeShields. Thank you for joining us. Also in the West Gallery, guests of Representative Kathy Webb. We have a group from St. Edwards Elementary School.

and explain your bill. Thank you, Mr. Speaker. Members, it's pretty, as you used to always say, it's kind of a little cleanup bill. We've got a few code revisions, but the main thing is allowing an on-duty officer to use an all-terrain vehicle on a public highway, which is now not the law.

and explain your bill. Thank you, Mr. Speaker. House Bill 1161 will allow the Department of Finance and Administration to send the annual motor vehicle registration renewal notice either by mail or by email upon the request of the consumer.
This is a convenience bill. It's a government efficiency bill. Every year we're seeing more and more people renew online, but you still get your renewal notice by mail. this will give you an opportunity to opt in so you can get this renewal note renewal notice by email if you so choose we had a lot of good questions in committee yesterday if you're not somebody who checks your email all the time you're probably not going to request this if you if your email uh bounces back for because you've had a change your email address then they'll
send you a paper notice we had almost 300 000 citizens renew online last year that number is going to keep going up and if all of those folks renewed opted to receive their renewal notice via email we would save about a hundred thousand dollars now i know that's a small amount but this is one of a series of government efficiency and taxpayer friendly bills i would take any questions and i would also appreciate a good vote see

you, Mr. Speaker. This is a very simple bill. Right now, even if the court reports to to the DFNA about the disposition of a traffic case. If they report it online, they're still required to submit the yellow copy. And what this would do is say that you no longer have to send that yellow copy.
It's another government efficiency bill. I would appreciate a good vote, and I'd be happy to answer any questions. Representative Pierce,

Representative Kathy Webb

13:44
your bill thank you mr speaker and this is the third bill that i have today that is an efficiency bill and a taxpayer-friendly bill. Right now, there are about 570 or so folks who pay severance tax. And what this bill would do, if you're in a category where you pay $25 or $100 less per month, then instead of filing every month, you could pay either quarterly or on an annual basis. This is not going to do anything to impact revenue. It's
simply something that's going to make it a little bit easier on small business owners who pay the minimal amounts of severance tax and would affect currently about 237 of these entities. I'd appreciate a good vote. If anybody has any questions, I'd be happy to answer

Speaker 27
15:14
Thank you, Ms. Walker, for being with us today.
Okay, members, before we hear a motion for adjournment, we're coming near the end of our third week, and I'm saying coming near the end of our third week to prepare you for the announcement that we're going to get out of here a little early again this week. As you know, our committee system is working now. We're getting more bills before the committees, and the bill is starting to come out of the committees. However, looking at our calendar for the remainder of the week, it seems like
this may be one further opportunity if members go home and take care of business with your constituents a little bit early. So to further your future in the House of Representatives and allow you to go home and take care of their work. We're going to ask the standing committees that are scheduled to meet tomorrow to move their meeting time up until 9 o'clock, which will allow us to go into session tomorrow at 11, and then we'll take Friday off and come back at 1.30 Monday.
And I can pretty much assure you that this is something that you can end up getting used to as of this Friday because we won't be doing it again. So, at any rate, that will be our schedule for tomorrow. Any questions from any members? I'm going to go ahead and do one more announcement before we get into our other announcements, because I want to make sure everyone hears this reminder. Monday, January the 31st is the deadline to file your statement of financial interest and disclosure.
Each of you has provided a copy. It was mailed to you for completion. If you do not have that copy, if you have not done so, please see Kay or Kyla and they will provide you with that copy and give you any assistance, but you do need to get these filed by Monday. Okay, Representative Allen, you're recognized for
motion. after the announcements reading of the bills placing the counters on the desk amending members own bills with their own amendments members withdrawing their own bills finalizing resolution
