I'm pleased to say that has now been done. And thank you, members of the committee, who have signed on and agreed to co-sponsor. And I'm pleased to report, Mr. Chairman and members of the committee, that seven of the eight members of the Senate Revenue and Tax Committee have also signed on to HB 1056. I hope that's indicative of the support that we'll have not only in the committee but in the Senate and that this bill can move forward in its due process and time to enactment.
Mr. Chairman, I'm not ready to move forward. Mr. Chairman. This is House Bill 1255.
It's a bill that came out, and I'd like to introduce my county collector. This is coming from the county collector, Cindy Walker. She's the county collector of Columbia County. This is a bill originated from the County Collectors Association and endorsed by the Arkansas Association of Counties. It has
no fiscal impact on our budget. DF&A has told me they won't come up here after we get through and state that. It does have a minimum impact on county budgets,
and I've got Ms. Walker here to address that. But what this does is just basically rolls back the date property tax are due from October 10th to October 15th and cleans up some language. There is some language in here like assessment has to be done April 10th, and it rolls it to 31st. Another bill had already addressed that. This was kind of a conflict in the bills, and it's just cleaning up some language.
and it gives also off the Columbus Day holiday. Your second Monday had fallen on this a lot and this moves it back so people get to, like me, Sandy, keep their money five more days because I'm pretty bad about coming in the last minute to pay my property tax. But I'll let Ms. Walker address this and if you have any questions for us, we'll be happy to entertain them after she gets completed. Okay.

The Collectors Association would like to see this bill passed because we do have the conflict with the Columbus Day holiday, and we do not take that day as a holiday, but people come in and say, well, the banks were closed or the post office was closed, so we thought you were closed. And then you slap them with a 10% penalty you're not thought highly of.
And this way, by extending it until the 15th, you also get that second pay period in. And it will help us with the delinquency then and help our cost on that. And then the other is just a lot of cleanup that we needed to do to the law as far as your installment periods, when that would go into effect and changing the dates on that as well. And then with the improvement districts, you know, saying that they're not delinquent until after October the 15th.
But this way, it would fall in with your April 15th deadline for state income tax. you wouldn't believe how many people we have call and say well I thought it was the 15th well you know there again you're not thought highly of and so we would just like to see this and we would get away from the Columbus Day and help our constituents thank you any questions
Representative Cowling you're recognized thank you Mr. Chair what What delinquent rate, how has it been over the last two or
three years? Is it progressing, or how is it running? It's been basically about the same in Columbia County. I know other counties have seen a huge increase in delinquencies, but we're staying about
the same. This year it was kind of hard to tell because we had so many producing minerals that we had to mark as delinquent that we used to could write
