Just got quite a bit shorter. For your information, House Bill 896 has been withdrawn, and they're going to put it in the interim study down on the Senate end. I'm sorry? I'm sorry, Senate Bill 896. They're going to do it on the Senate Bill. But we do have Senate Bill 812. Senator Elliott and

begin. Thank you, Chairman. Thank you, Committee. This is just a simple bill. This is a good economic development bill as well. And it does exactly what it says it's going to do. We want to commission a study to explore how to maximize the use of several of our agencies here. Me and my senator have been meeting with the agencies for a month or two now, and they're all on board with this study. And what we're going to do is we're going to bring agencies that are somewhat alike in mission to come together to see how they can better serve the Arkansas population. Basically, the bill is broken down into two sections. Section number one, actually, what it would do is it has five tenets. The first one is to explore quality of life issues in underserved areas. And as you can see following on page two, we're going to be looking at access to housing, social and recreational outlets, access to shopping choices, and basically what we're trying to do is see how Arkansas Economic Development Commission, Rural Services, and different agencies like that, in addition to private and non-profit sectors, can work together to make sure that these things can get done in smaller communities. Number two, promotion of economic opportunities in underserved communities. During our meeting with the Arkansas Economic Development Commission, it was stated that, you know, some communities don't have the facilities and the infrastructures that we need to actually promote economic development, but actually they do have other things, and so therefore the promotion of economic opportunity is just that, looking at ways you can see what is there to develop it. Number three is building capacity of the community. Basically, this looks at your leadership. This looks at your planning and your capitalism literacy. We have to develop this, and we're working with these commissions, with these agencies, to look at how we can develop this. Number four would be down on page. Oh, excuse me. It's on the same page. Number four is Internet marketing. How can small communities do marketing? There are different countries that will be looking at small communities, and so therefore we believe that our agencies can work with our small communities to actually market them through the Internet. And then number five is just exploring other opportunities. agencies, we have to assess and evaluate how these agencies are working together as well as public and private sector and nonprofit to see how they can better work together. We have to evaluate and assess that. And so this is what this bill is to do is actually to bring about a study for this. And the second thing that this bill does is it just requests for these agencies to work together. Mr. Chairman, I will take any questions. Representative Stewart, did you have a question? All right, go ahead. Thank you. Representative

Love, I've seen several of these studies, but I see the what in this one, but I don't see the how. I mean, I don't see which agencies are involved, who appoints the members.

Speaker 17 4:21
Okay. The agencies are in the title. But someone has to be in

Representative Randy Stewart Unverified 4:26
charge of a study. You can't just say, y'all can do this. But most studies say these are the people that will be on the study. These are the people. This is how we're going to be appointed. This is how we're going to pay for it. This is when they're going to meet. This is who they're going to report to. And this is the dates of the study. And this is the sunset. There's no mechanism here to do

the study. Yes, I do. I understand what you're saying now. You are correct in that we planned on doing a two-year study. Like I said, I've been working with Senator Elliott on the other end and a couple of other members. And so if

you would care to amend it. Representative Love, let me throw something

out here. Sure. And pertaining to what, Representative Stewart. Since you want to put this in interim study, what you might want to do, go back to Senator Elliott and come back with an interim study to the Legislative Council. by doing that then you can draw up of who might be involved you see what I'm saying the legislative council has the same power that we do come to the council with interim study they will designate a committee to

Representative Fredrick J. Love Unverified 5:44
study this for the next two years does that make any sense to you it does but it does in one aspect and the other it doesn't because we've done away with task force and I think what Representative Stewart was referring to was when you usually do this, you have a task force that does this, and since we're not commissioning any task force, I believe that's why it was drafted like that. Well, I think what
▶ Play Suggest a correction Report an error
Representative Jerry R. Brown Unverified 6:08
President Stewart, and I may be stealing his thunder, but it's just like the interim study with the veterinarians and the tooth floaters and whatever. We know who those parties are that's involved in that to bring those questions together for interim study. We don't know who the stakeholders are. Is that

Speaker 3 6:23
right, Representative Stewart? Is that your question? Yes, it

talks about a little bit, but still, you know, most studies have some parameters of what you're going to do, when you're going to do it, who's going to be appointed, and stuff. Now, I can see where this could be sent to even a study under one of our subcommittees for the Ag Graph Subcommittee for Economic Development. But it just didn't seem to

Representative Jerry R. Brown Unverified 6:50
be like it was complete. we could absolutely do that we can of course during the session we cannot put it in interim study but we can recommend that it be put
▶ Play Suggest a correction Report an error
Representative Fredrick J. Love Unverified 6:59
in interim study at the end of the session okay so at this point in time what what is the recommendation that you all are making
▶ Play Suggest a correction Report an error
Representative Jerry R. Brown Unverified 7:07
you'd have to make that recommendation to us okay well
▶ Play Suggest a correction Report an error
Representative Fredrick J. Love Unverified 7:10
i mean i would i will be more than happy to amend the bill how you would like if you are passing it out of committee, but at this point in time, this Well, you're not this late of date, Representative,
▶ Play Suggest a correction Report an error
Representative Jerry R. Brown Unverified 7:25
you're not going to have time to amend it and get it finalized. That's why I suggested Legislative Council. Okay. Representative Edwards, you have a question? I don't anymore. Anyone else have a question? You tell us, Representative

Representative Fredrick J. Love Unverified 7:50
Love, what is your pleasure? I can talk

with Legislative Counsel. All right. Representative Love would suggest that we put this under recommended study. Well, no. He doesn't want us to do it. You just want to withdraw it from this committee is what you want to do and then put in Legislative

Counsel. Is that right? It seems like

just saying that we don't have any control over the Legislative Council. Representative Everson. Now, I do have a question again. I mean, would it be an appropriate request, motion, that this, he may, Representative Love make this committee, that he would withdraw the bill to file an interim study with our committee, and that way we could pin the rows on who we want to to do this and have the parameters, no? The way I understand it, Representative, we cannot tell Legislative Council what to do. No, I'm not talking about our committee. We can do that through a subcommittee. Right. We can do that. Yeah. Man, I'd be happy to assist with that through that kind of a methodology. Okay. Okay. Yeah.
▶ Play Suggest a correction Report an error
Representative Garry L. Smith Unverified 9:10
Yeah, I just... Representative Smith. Mr. Chairman, I think we'd get a lot better visibility, and I think that's the intent of Representative Love and myself. I'm on there as well, that we would have it assigned through the subcommittee, through the Ag Department, instead of letting Legislative Council tend to it. If that's the committee's

Representative Jerry R. Brown Unverified 9:24
pleasure, that's what we'll do, if that's happy with the sponsor of the bill. Thank you. I'm happy with that. Very good. Then we'll take your recommendation that we recommend it go to the study, to the Ag Committee, and then we'll designate at a later time which subcommittee that that will go into. Okay? Yes, sir. I need a motion on that from the committee. We have a motion. All in favor of putting it into study, say

Committee. Thank you, Representative. Gentlemen, like I stated earlier, Senate Bill 896 has been withdrawn. They're going to recommend on the Senate end that that be put into study. Aye. Let me have your attention, please, gentlemen. This is our last meeting. I know you're disappointed. But I will tell you this. Please, everyone, stay active through the interim. We have what we think is a lot of good meetings being planned. I'm guessing the first one will probably be the Rural Development Conference in Hot Springs, 24th, 25th, and 26th of May. we've got two or three other things that we're working on that's going to be we think very interesting so please please be active in that now I would also like to take a moment of personal privilege and re-remind the committee that we had two young ladies working for us this session that one of them for sure was brand new and I could feel the desk up here shaking as nervous as she was the first couple of meetings. And if y'all remember what our first meeting was, we had roll call vote and Tammy was saying, what in the world are we going to do up here? But we got through that because I was practically new also. But Tammy and Kendra, what we have done is we've gone around the committee and taken up a little collection and we have a small token of our appreciation for what y'all have done for us this session. And certainly you have, both of y'all have made this committee look a lot better and we appreciate that I don't know if I told y'all that I mean I may be repeating myself but when when Patrick informed me that he was no longer I'm gonna be the staff person for agri that I was getting somebody brand new this was last summer fall and I said oh Patrick got you know man Patrick Rawson knows everything about this capital he knows how to run the AG committee and how disappointed I was because a little nervous being up here in this seat two guys and Patrick said don't worry he said the lady we got can to handle it. She does a good job. And besides that, she's just a little bit better looking than I am. And I'd have to say it. So, Kendra, if you'd come up, and Tammy, I want to tell y'all how much I really appreciate y'all with this little what I did, guys, with the money, I went and bought a gift card from Chico's. I thought you might... I like that place. Yeah, there you go.

Chairman, I would like to commend you for the job you've done running this committee this time with all the things we've had in here. And I feel like we owe you a big debt of gratitude, and I want to commend you on a great leadership role.

It's, you know, when I first looked at the makeup of this committee, I was disappointed in one way that we didn't have any females on the committee, but this committee has been so diversified. We have got all sectors of economic development, forestry, row crop farming, and whatever involved, and, well, we kept our nose to the grindstone and did our work. We asked a lot of good questions when it was time to ask questions, but we're not a committee that everybody has to speak on every subject, you know, but everything that came up to our committee was well thought out. and quizzed well and personally I just think we did a great job I really do thank y'all very much
