begin. Thank you, Chairman. Thank you, Committee. This is just a simple bill. This is a good economic development bill as well. And it does exactly what it says it's going to do. We want to commission a study to explore how to maximize the use of several of our agencies here. Me and my senator have been meeting with the agencies for a month or two now,
and they're all on board with this study. And what we're going to do is we're going to bring agencies that are somewhat alike in mission to come together to see how they can better serve the Arkansas population. Basically, the bill is broken down into two sections. Section number one, actually, what it would do is it has five tenets. The first one is to explore quality of life issues in underserved areas. And as you can see following on page two, we're going to be looking at access to housing,
social and recreational outlets, access to shopping choices, and basically what we're trying to do is see how Arkansas Economic Development Commission, Rural Services, and different agencies like that, in addition to private and non-profit sectors, can work together to make sure that these things can get done in smaller communities. Number two, promotion of economic opportunities in underserved communities. During our meeting with the Arkansas Economic Development Commission, it was stated that, you know, some communities don't have the facilities and the infrastructures that we need to actually promote economic development, but actually they do have other things, and so therefore the promotion of economic opportunity is just that, looking at ways you can see what is there to develop it.
Number three is building capacity of the community. Basically, this looks at your leadership. This looks at your planning and your capitalism literacy. We have to develop this, and we're working with these commissions, with these agencies, to look at how we can develop this. Number four would be down on page. Oh, excuse me. It's on the same page. Number four is Internet marketing. How can small communities do marketing?
There are different countries that will be looking at small communities, and so therefore we believe that our agencies can work with our small communities to actually market them through the Internet. And then number five is just
exploring other opportunities. agencies, we have to assess and evaluate how these agencies are working together as well as public and private sector and nonprofit to see how they can better work together.
We have to evaluate and assess that. And so this is what this bill is to do is actually to bring about a study for this. And the second thing that this bill does is it just requests for these agencies to work together. Mr. Chairman, I will take any questions. Representative Stewart, did you have a question? and re-remind the committee that we had two young ladies working for us this session that one of them for sure was brand new and I could feel the desk up here shaking as nervous as she was the first couple of meetings. And if y'all remember what our first meeting was, we had roll call vote and Tammy was saying, what in the world are we going to do up here? But we got through that because I was practically new also. But Tammy and Kendra, what we have done is we've gone around the committee
and taken up a little collection and we have a small token of our appreciation for what y'all have done for us this session. And certainly you have, both of y'all have made this committee look a lot better and we appreciate that I don't know if I told y'all that I mean I may be repeating myself but when when Patrick informed me that he was no longer I'm gonna be the staff person for agri that I was getting somebody brand new this was last summer fall and I said oh Patrick got you know man Patrick Rawson knows everything about this capital he knows how to run the AG
committee and how disappointed I was because a little nervous being up here in this seat two guys and Patrick said don't worry he said the lady we got can to handle it. She does a good job. And besides that, she's just a little bit better looking than I am. And I'd have to say it. So, Kendra, if you'd come up, and Tammy, I want to tell y'all how much I really appreciate y'all with this little what I did, guys, with the money, I went and bought a gift card from Chico's. It's, you know, when I first looked at the makeup of this committee, I was disappointed in one way that we didn't have any females on the committee, but this committee has been so diversified. We have got all sectors of economic development, forestry, row crop farming, and whatever involved, and, well, we kept our nose to the grindstone and did our work. We asked a lot of good questions when it was time to ask questions, but we're not a committee that everybody has to speak on every subject, you know, but everything that came up to our committee was well thought out.
