There's a state statute, Arkansas Code Annotated 15102B, which explicitly says that unless the Arkansas General Assembly passes a resolution allowing for state offices in Pulaski County to close, They must remain open. All other state offices will be closed on Monday. We are not going to be in session Monday. The motion that I have, it permits the state office to do so. the passage of the budget bills and the emergency causes for those bills that you see listed before you. As I go down through this, I will read down the list of each one of those bill numbers, one by one,
And hearing one objection from any member in the body, that bill would be removed from consideration on this list, and that bill would then be placed on the regular joint budget calendar for later consideration. There are 62 bills on your three pages of the budget calendar today, And I would propose to the membership that we break those into three batches, each one of them to sort of stand on its own.
With that, Mr. Speaker, I would propose for batch one that we include House Bill 1006, which is a reappropriation bill. Let me explain that. These are the appropriations from FY 2012 that roll forward into 2013 by the Joint Budget Action. Basically, all the bills that we will batch in this first category are appropriations that contain general improvement funds.
As you know, general improvement monies are two-year bills. They're not appropriation bills. The monies that fund these appropriations could come from various grants or loans or trust funds that are ongoing. In two agency instances, there are bond proceeds, and, of course, federal funds are also involved in some of these fiscal year 2012 rolled forwards to 2013. So having said that, that's sort of the catch-all for this first batch.

those sorts of activities that help our senior citizens. The total appropriation for FY 2013 is $60,792,711. General revenue comprises 33 percent of the total appropriation for this agency,
federal funds 61 percent, and tobacco revenue, tobacco proceeds, 6 percent. the significant changes to the appropriation bill from the ones that you have seen in prior years. There are no change levels, but there is an appropriation for the senior pageant in appropriation level of $20,000. There's no basic change level in that, but it's brought out as a potential change
in some of the direction of policy and program of aging and adult services. Meals on Wheels has an appropriation level of $3 million, no change level there. The operation in grants, which is basically general, federal, and other revenues, has an appropriation of $57,702,000, which includes senior citizen centers, and this is where we have some change level. Senior citizen centers increased by $401,581 in a Community Service Oversight and Planning Council recommendation to DHS and Aging and Adult Services, $401,581 additional for senior citizen centers.
A state older worker program increased by $47,809, also because of the Community Services Oversight and Planning Council recommendations. There are 204 positions in both 2012 and 2013. No increase or decrease in DHS, Aging and Adult Services. Under special language, there are several provisions.
Provision for matching funds, basically against federal special programs. There is transfer authority within funds and positions within departments. There is a limit of 5% of the appropriation in some of these transfers. There's a nursing and direct care education stipend program. It's set out in special language. There's a nursing and direct care recruitment and retention bonus program set out in special language.
There are certain state matches authorized through state funds to meet Title III and Title V, Order Americans Act funding, social service block grants, and other federal funds that are part of that. There are some grant and contract disbursement guidelines that are also set forth in special language, and there's a process about senior citizen centers that distributes the funding formula. That's set forth in special language. Mr. Speaker, that concludes the provisions on aging and adult services.
