Mr. Speaker. Members, this is a resolution. This is not a bill. This resolution was introduced in a bill back in the General Assembly, by regularization. And we need to send it to the Senate. The bill that was introduced does not change the tax structure of what it is.
It's going to be left as it is currently collected today. It simply maintains what the law is today. There's no increase in it. As a truck driver myself, we run trucks up and down the highways. That highway is kind of our office. In other words, when we hit these chug holes and everything like that and all, It not only messes our trucks up, it also messes your cars up. So it's costing you.

to bring it back in a little bit here about the resolution itself and why I'm speaking for it.
But I think it is proper today, given where we are in the debate, to have a vote to allow a vote, which is what this resolution does. Whatever your particular feelings are on the bill, you can express those once the bill is filed and once we have a vote on that bill. This is simply a resolution that will allow a vote. We know what the bill is that's going to be filed. That's why I think it's appropriate to vote today to allow that bill to be filed, and then let's have a vote on how you feel. This is kind of a follow-up from what we did last session, and so follow-up from that. I think it's important to come back and do the right thing.
That's why I'm speaking for the resolution, and I'd ask you to vote for it so we

Mr. Speaker. Ladies and gentlemen of the House, we have one bill before us, House
Bill 1067, this morning. It is an act, as indicated, for the administration appropriation for the 2012-13 year.
The bill itself has a total appropriation of $60,204,919, 60 percent, which is federal money. There are total positions of 536 positions. Within the bill, the total appropriation, there is three different entities that are funded, the Director's Office and Chief Counsel, with the appropriation of $12,940,746,
42 percent, which is federal money, and only 33 percent is GR. The second division is the Division of Administrative Services, It's for $43,326,304. Seventy-one percent of it is federal money. That money is basically helped to administrate the Medicaid program, and there's different match rates within the program. And that's why we see a 71 percent federal part of that appropriation of 43 million.
The third entity is the community service and nonprofit support. Some of you who have been here a while, like me, understand that that used to be what we call the Division of Volunteerism. Its appropriation is for $3,937,869. So, again, the total appropriation is for $60,204,919, 536 total positions. Mr. Speaker, I'd be glad to entertain any questions if there are.
