As Representative Pennartz pointed out, this is simply a resolution to allow, or it's actually a resolution to send to the Senate for concurrence that would allow on a budget bill to be introduced. This is the second resolution I've spoken for. I hope to have the ability to speak on more. As a matter of procedure, I would simply point out that, again, by voting to allow this today, this resolution goes to the Senate.
I believe they're voting on a similar resolution today that must come to us for concurrence, as ours goes to theirs. And until those resolutions are concurred on, no budget bill can be introduced. But this is step one in a two-step process of passing a resolution to allow a budget bill to be filed. In the interest of the timing and having an expeditious session, I think we should pass this resolution today. Thank you, and I'd ask you to vote

1 to HB 1103 removes the following positions from the ADH regular salary section. The ERA funding for these positions is no longer available, so the positions have been eliminated.
The amendment was requested in Governor's Letter No. 10, page 2, which was presented after the conclusion of the 2012 JBC pre-fiscal session budget hearings. Speaker. Members, the amendment to H.V. 1127, appropriation bill for the Department of Workforce Services as a result of Governor's Letter No. 11. This provides a $200 million increase for the Section 4 era appropriation which is needed for payment of unemployment insurance benefits.
The increase is needed due to the extension of the Emergency Unemployment Compensation Program. The EUC program has been extended to March of 2012, and it is possible it will be extended again through December 2012. This broadens the purpose for which the Unemployment Insurance Federal Modernization Funds may be used to include the payment of unemployment insurance benefits. Using these modernization funds in this way will free up $9.5 million in the state's Unemployment Insurance Trust Fund to be used to repay Title XII Unemployment Insurance Trust Fund advances.
