Thank you, Mr. Speaker. I was sitting here thinking, walking down. This is three times I've been to the well this session, three times to speak for resolutions. It feels kind of nice. A little bit of a change from, I guess, maybe previously. I'm speaking forward to this resolution again. We passed the House version to the Senate yesterday. This is simply concurrence on the Senate resolution. I think we all know that what this resolution allows to be introduced is the budget bill that has been debated, at least discussed, but this simply does allow introduction
of the budget bill. I would point out that Monday is the bill filing deadline. On that day, the House still has the opportunity to pass other resolutions. As a matter of fairness, I think it is very reasonable to request that other resolutions be given the opportunity to be heard, either on the floor or in Rules Committee. But today is a vote simply to allow introduction of a budget bill in the interest of timing and an expeditious session. I think we need to pass it today.

if you remember what this essentially does, the Joint Budget Committee voted not through this amendment that Mr. Ingram made in the Joint Budget Committee approved, moved it from the use of GIF to a general appropriation.
And as you know, Mr. Meeks, this is an appropriation. It's not funding. So what this says to the department is that if you find monies in your budget, you are authorized because you have the appropriation. So if you find $76,000 or any amount thereof, that you can begin to invest in this tourism issue. And that's what it is. It's to attract tourists and increase our tourism dollars throughout the state.

The drug court appropriation here is for $395,460 by Senator Burnett. This does not create a funding base. It merely is an appropriation similar to the other bill that we had a moment ago. So it's for appropriation only. Mr. Speaker, I'd be glad to answer any questions. Can I represent it, Baird? What purpose?

That's correct, Mr. Baird. There is not. Is there a plan for funding this? There was discussion in Joint Budget Committee concerning a possible funding source. It is my understanding that Senator Burnett's amendment is to go to special language, and it taps a particular fund to fund the possibly two new drug courts which are envisioned by this appropriation.
So this bill, though, does not contain any funds in it. It is appropriation only. So, yes, there is consideration in special language on Monday with regard to Senator Burnett's special language amendment. But at this point,
