thank you mr speaker this amendment sets aside a rule that was passed in august of 2011 that imposes the 60 funding cap on the sending school districts to secondary career ed centers and after
this rule was passed the department came to realize that this would have unintended consequences on a number of school districts and in fact it would negatively impact over 20 different school districts and the agency said that they would not implement the rule but that could have them set up for potential lawsuit so this language sets aside the rule until July 2013 which will give the agency and everybody time to work with school districts to implement any rules necessary to fix it. Thank you, Mr. Speaker. And I've had a number of questions already in this, and so I want to try to give you a detailed explanation. Yesterday, we adopted this amendment in Joint Budget Committee. But we chose not to put the amendment in the bill and vote on the bill yesterday in joint budget. We chose to wait because we knew that there were some items that people wanted to discuss today, and we wanted to give Senator Dismay an opportunity to present his amendments.
Had we sent this out yesterday as amended, then there would have been no bill in joint budget and therefore no opportunity for Senator Disbang to present his amendment. So what we're doing today is we're just adopting this and then we're sending it back to joint budget and then we will have the opportunity to discuss it tomorrow in joint budget, to debate it, and the opportunity to then pass it out or not pass it out.
So I ask you for a good vote on this and it will
