Thank you, Mr. Speaker. And this is the last Senate, the last budget bill we'll be presenting. I would like to speak for this bill. It's a very good bill for the reasons that we heard yesterday. And over the last five years, when we've been here, many of us, we've worked with the governor presenting very fiscally sound budget bills. We've put money where we need to put it to take care of the needs of the people of this state. We've been fiscally prudent and conservative, and we are looking at the problems that loom
down the road. And I think this bill reflects all of those things. I would appreciate

On behalf of the taxpayers and students across Arkansas, I move that we place Senate Concurrent Resolution No. 5 on the floor and suspend the rules. That's to show legislative support to the Governor and the Attorney General to seek an immediate end to the Pulaski County desegregation funding. Procedurally, I'm going
to recognize, I'm not going to recognize much, I'm going to interpret your motion as you want to,
your motion is to pull it out of committee.
That's what you've got to do, one step at a time. Your motion is to pull that resolution out of committee. Yes, sir. Thank you for the help. Okay. That is the motion, and this is my ruling. As each of you know, we'll recall at the beginning of the session, on a number of occasions, I ask you to stay focused, with one exception, on fiscal matters,
and 97 of you, I think, have agreed to do that.
We have not heard a resolution in this session, and I think that has helped us do what the people under the amendment that brought us here intended for us to do, and that is to come up and take care of fiscal matters, get our budget, pass the appropriation bills, and go home. Very respectfully, Representative Summers, I'm going to not take your motion. That is my reason. Thank you, Mr. Speaker.
