MEMBERS ELECT OF THE 89TH GENERAL ASSEMBLY CAUCUS, I'M GOING TO CALL THE CAUCUS MEETING TO ORDER. WE ARE HERE PURSUANT TO THE RULES OF THE 88TH GENERAL ASSEMBLY AS HOW WE BEGAN THE PUTTING THE FOUNDATION ON THE WORK THAT YOU'RE GOING TO BE DOING BEGINNING JANUARY THE 14TH. TODAY, AS YOU'RE WELL AWARE, WE'VE GOT TWO THINGS TO DO. We're going to, first of all, decide seniority amongst the incoming members, and then we
will do our seat selection. That will all occur here in the chamber, and then we will break out to our various caucuses for our committee selection and assignments. All right.
In accordance with House rules, the Speaker and Speaker-designate are declaring
a necessary for incoming members' seniority to be determined by lot. This morning's drawing will be conducted by district numbers starting at the top or the bottom of the district list to be determined in just a minute by a coin toss. At this time, I'm going to recognize our parliamentarian, Mr. Buddy Johnson, to conduct the coin toss and to explain the procedures that will follow to determine your

You'll notice that number 60 is Mr. Fred Smith, who previously has been elected to a term of the House, and therefore is in that position. We'll draw for positions number 61 through 100.
To determine how we draw, we're going to use the tried-and-true method of flipping a coin. heads will mean that we'll start top of the district list closest to district number one tails which on this coin is a it's a dollar coin it has an eagle on the back we'll start drawing at the bottom of the list the district closest to district 100 so i'll be assisted today by the assistant chief of staff mrs kay

All right, before we break out into our committee selection process, I want to call your attention to one item. We don't have House rules that determine how committee selection is made within the
respective caucuses. This traditionally has been left up to the caucuses. By agreement today with the House Majority Leader, House Minority Leader, and the respective leaders of the four caucuses, it is agreed that committee selection in all of the four caucuses will be by seniority, be by seniority. So everybody, all selections will be made on the same basis, either your term of service here or your luck of the draw today.
So when you go into your committee meetings, everybody will be doing it the same way. Any questions on that? Mr. Parliamentarian, anything else before we break out into our – okay. Okay. All right. Go
