Lord, we thank you for your beautiful day to come to do the people's work, and Lord, I pray your blessings on this assembly. Lord, we know that good only comes from goodness, and we know that good service comes from servant-heartedness. And so, Lord, as the session begins in earnest, I pray that you'll just bless the representatives with a sense of goodness and servant heartedness with each other. Lord, I pray that you'll build relationships and bonds amongst them as they serve. And I pray, Father, that that will create a setting in which they can produce goodness and good service for the people of our state. Lord, I pray for the new members that you will help open doors and relationships for them. Help them to find friends and mentors amongst those who've been here. Lord, I pray that you'll build bonds across party lines, across demographic lines, build relationships across lines of metropolitan areas and rural areas and urban areas and suburban areas. And Lord, I pray in that relational context that you'll give them wisdom and guidance as they work to serve with excellence the people of our state. I ask your blessings, your wisdom, and your provision on their proceedings today. In Jesus' name, amen. I pledge allegiance to the flag of the United States of America, and to the republic for

you're recognized. All right, members, you have a yellow appropriation calendar on your desk. Staple to that is the amendment number one, the House Bill 1024. Just to tell you what we're doing here, this is an amendment that went through the Budget Committee yesterday. It was discussed and adopted by the Budget Committee. So the process here is if we approve the amendment, it will be engrossed in the bill and we'll vote on the actual bill on Tuesday. What the amendment does is it removes the COLA from the line items for the judges and prosecutors. So it basically keeps all of the salaries flat in this bill for this time. It will be possible maybe in the future to come back and take a look at the COLAs again. So it's not necessarily a permanent change, but it would change it in the bill for this time. Thank

amendment for the amendment? If not, the question before the House is the adoption of Amendment 1, HB 1024. Prepare the machine, Mr. Clerk. Has everyone voted? Has everyone voted? Cast with the ballots, Mr. Clerk. With 93 yeas, 0 nays, and 1 present, you'll pass the amendment. Members, we'd like to take a moment to recognize our doctor of the day, Dr. J. Gary Wheeler from Little Rock, Arkansas. Welcome, Dr. Wheeler.

Members, just a reminder, the packets that we discussed yesterday, if you have not filled those out, please try to do so before you leave today. The information, please get that to the staff, Ms. Sherry, and them. We'd greatly appreciate having that before you leave for the weekend. And also, just a reminder, there are some information and invitations on your desk for various events for next week, such as Sunday night and Tuesday night. Take a look at those. Make sure that you have those

Thank you, Mr. Speaker. Representative Cobbs, you're recognized for an announcement. Thank you, Mr. Speaker. Members, you should have received on your desk a form for the Arkansas Legislative Hunger Caucus. I would encourage you to please join the caucus. There is no fee, not a huge commitment on your part, but this is just to support our food banks, let them know that we do support their endeavors. So if you would fill that out, become a member, and return that either to Representative Dickinson or myself. Thank you.

Yeah, I'd like to take a moment, this would be rare to say this, but I do want to recognize Representative Gillum for the speediness in which you, I mean, this guy worked really, really hard for all of you in setting these offices up.
