I am Representative Burris. Thank you. Chairman. This is House Bill 1037. We had an amendment down in the Senate. This is the same bill that we heard a couple weeks ago that passed out of here. we've had an amendment added to that I think probably alleviate some of the concerns that some members who were opposed earlier might have had and it's a good bill save some babies lives and appreciate a good vote thank

the bill or the the bill as amended when this bill was first introduced we tried to get medical personnel to talk
about the medical issues of the woman carrying the fetus and I'm going to try to address those concerns again something that is seriously lacking from this legislation which is concerned for the woman the mother the person who is the vessel for this fetus there are many medical conditions which are not black and white, that do not result in permanent and irreversible damage of a major bodily function,
and they do not result necessarily in death. Medical concerns are a continuum. Whether or not a woman has a heart condition and an abortion needs to be performed immediately to preserve the woman's life is a judgment call for the doctor. If there were concern for the mother as an equal human being to the fetus, this would
be a concern to the members of this committee. If a woman has diabetes, whether or not to induce an early birth or perform an abortion is a judgment call to be made by a medical professional and not by members of the Arkansas legislature. I've tried not to testify in front of this committee because I know that my testimony is not necessarily taken seriously, certainly in terms of medical concerns, but
I don't think it matters who's testifying on medical concerns. It's simply as a matter of fact that the women's health is not of concern here and I'm sorry if you're gonna
testify I am testifying the reputation of the character of the people on this committee focus your comments on the bill nothing else yes sir thank you

We've covered this bill before, so I'll just hit the highlights. This bill is going to prohibit abortions after 12 weeks. It will accept four cases of rape. incest to save the mother's life in cases of medical emergency where the mother will suffer irreparable harm and in the presence of highly lethal fetal disorders in which the baby is not expected to survive as determined by the state medical board. These are exceptions we've made
in large part from listening to the other side and we have included those changes. There's no chance that the mother can be charged in any circumstance. I would also like to say again, as a reminder to the committee, Arkansas law defines a person to be present at seven weeks gestation. The killing of an unborn child at this age can result in a charge of murder, manslaughter, negligent homicide.
That's Arkansas Code 51102. And in a second, Code 513-201, similar charges for someone who injures a pregnant woman and causes her to lose the baby. With that, and this bill is consistent then with that time period. With that, I would like to hand it over to the bill's sponsor. Thank you, Mr. Chairman.

Yes, sir, but according to the rules, I understand since you just went past the rules and because you're the chairman, we're risking abusing of our position. So as vice chairman, then I'm going to make sure that I at least voice our position and make it known that there is an obvious abuse of the position because there was a roll call called properly after the voice vote, according to our rules, then that should be recognized upon the recognition of the hands. you, Mr. Chair. Actually, I'm coming for the committee because I wanted to just give you courtesy of an update that this bill is in the process of being developed. I just asked for a little more leniency. I want to bring a good bill that's got all the questions issued answered and will be involving nurse practitioners, APNs, and their roles in the future with Medicaid. So just giving you a courtesy, because I know it's been on the table for a couple weeks, and that's primarily what it was for, sir. Okay. Thank you, Representative Hammer.

very simple. It's a good bill that will allow you and your loved ones to choose a chiropractor and be assured that you are safe and that you will not be treated by a chiropractor who has been convicted of a sex crime. I deserve more, you deserve more, and my grandchildren certainly deserve more.
When I started researching this bill, I could not believe that this law was not already in effect. So I'm going to be very short and very sweet. I ask you for a good vote
