of my fellow colleagues to join me on the floor this morning. Representative Homer Linderman, and Representative Butch Wilkins.
I'm very honored to be in front of you this morning because this is not something that occurs all the time. We are here in a general assembly to advance education at all levels. ASU at Jonesboro had a fall enrollment of 14,000 students with almost 3,000 living on campus. The average ACT score for the first freshman class of this year was 22.9, which is above the national average of 21.1.
They awarded close to 4,000 degrees, all from the associates and to the doctoral level in academic year 2012. reaching out to non-traditional students with 24% of the undergraduate population at 25 years and older and underrepresented populations at almost 20%. Students are represented in Jonesboro from all 75
counties in our state of Arkansas. Today it is my honor to stand
before you not only as a member of this body, but a member of the Wolfpack body.
Before I begin, I would like to introduce several important individuals of Arkansas State University, the Board of Directors, Board of Trustees, Chairman Mike Gibson, Mr. Ron Rhodes, Mr. Howard Slinkard, Mr. Dan Pierce, Mr. Charles Luter, and these gentlemen are all graduates of Arkansas State University.

well, Mr. Terry Mahajer. In the assembly as well this morning, the new head Wolf football coach, Brian Harsin, and his interim coach champion and defensive coordinator, John Thompson.
But I'd like to address as well this morning a very special and dear person, and he's not quite, has a little bit more hair. His ears are a little larger than mine. But for the first 18 years, he grew up in my home. And for the last four years, he has spent his last home at Arkansas State University, representing the Red Wolves as Hal, and he is ninth in the
nation as a mascot in Division I.
The last few seasons, Arkansas State University football players have faced many challenges,
and they have conquered them like our assembly is going to do. Please join me in recognizing David Oku, Quashan Lee, Darren Griswold, and J.C. McKissick.
And before I have the resolution read, I'd like to say one other thing. Many of us here have heard about the challenges of how these players continued with persistency in overcoming. They've had five coaches in the past three years. Coach Steve Roberts showed our fans passion and ambition by motivating all of us and laying out the foundation for these players that you've just recognized who played for Coach Freeze. Coach Freeze took over the whelm and helped the Red Wolves to a 2011 Sun Belt Conference title
but decided to help that state, many of us here, and we know where he is now. In the most recent season, Gus Malzahn got of the Red Wolves to a 2012 Sunbelt Conference title and a bid to the 2013 Go Daddy Bowl, which he hits the ride on some bus somewhere else. Fortunately for the Wolves, Coach John Thompson motivated the men into winning the 2013 Go Daddy Bowl game. Today, our fans are excited to have our coach, John Thompson, and the head coach for many seasons to come, Coach Harsin, with us.
And we are excited at Arkansas State University. Mr. Speaker, I would ask that the resolution be

Whereas the Arkansas State University Red Wolves won the 2012 Sunbelt Conference Championship for the second straight year with a 45-0 victory over Middle Tennessee State University at Liberty Bank Stadium in Jonesboro, Arkansas, on Saturday, December 1, 2012, in front of a stadium record 31,243 fans. and whereas the Red Wolves won the 2011 and 2012 Sunbelt Conference Championships
with a combined 15-1 league record over the last two seasons and whereas Arkansas State defeated 10 states 17-13 in the 2013 GoDaddy.com Bowl on January 6th, beating a team that was ranked 25th in the nation according to the Associated Press Rankings and whereas the Red Wolves ended the 2012 season on an eight-game winning streak with the second longest in the nation to finish the season with a 10-3 record. And whereas the Red Wolves became the first team in the history of the Sun Belt Conference
to win 10 games in two consecutive seasons. And whereas the Arkansas State Red Wolves led the Sun Belt Conference in both scoring offense and scoring defense in 2012. And whereas senior quarterback Ryan Applin, who graduated from Arkansas State on December 15, 2012, was named Sun Belt Conference Player of the Year for the second straight year and broke the conference career records for total offensive yards, passing yards, and completions. And whereas, freshman wide receiver J.D. McKissick was Sunbelt Conference Freshman of the Year, led the nation's freshman with 103 receptions,
and was one of the 30 football subdivision players named to the Football Writers Association of America Freshman All-American Team. And whereas, in 10 of the last 11 years, the Red Wolves football team has won the Sunbelt Conference Team Academic Award. And whereas, Arkansas State's average home game attendance of 26,000 398 for the 2012 season with a school record, and whereas Fort Smith native Gus Malzahn led the Red Wolves as head coach during the regular season, and whereas Fort City native John Thompson
served as defensive coordinator during the successful regular season as interim head coach in leading the team's GoDaddy.com Bowl victory, and whereas Brian Harsin became the 29th head football coach of Arkansas State on December 12, 2012, following a distinguished career as Offensive Coordinator at two nationally prominent universities. And whereas, Director of Athletics, Terry Magier, and his staff provided exceptional leadership in the operations of the Athletics Department to support the success of the student-athletes. Members, I've been in the school business for 32 years and, of course, know a lot about the retirement system, but something came to my attention just a few weeks before I was elected. that teachers and administrators have always been able to purchase service from working at a private school.
But classified employees cannot. That would be bus drivers, cafeteria workers, teachers' aides, secretaries. That option was not available to them. This bill will make everyone be treated fairly that works in the public schools. There is no cost to teacher retirement system. This is based on actuary cost, and I believe it's a good bill. What it does is when learning upon an elected official that is required to have a license is suspended, the governing body of a first class, second class, or incorporated town can cease payment. Upon learning when the license is restored, the city council or the board of directors of those respective towns can start payment back again.
If you have a city attorney that has lost his license for various reasons, the city governing body can suspend the license until it's restored because they do not need to be practicing law for a city when they've lost their license.
