Thank you mister chairman members of the committee representative hour baby district ninety five. Here to present house bill one thousand two. House bill one thousand two is titled to prohibit the government from mandatement of accident are even issuation for corona buyer's twenty nineteen or any subvariance of corona virus twenty nineteen or both and declare an emergency you have to build before you basically this bill is a mirror bill of act nine seventy seven of the previous session uh. At nine seventy seven had a sunset clause in it and and that sunset was august the twenty first of twenty three so just last month that expired. Uh the difference between the two beos some of the information that was was put out an old line is that this bill would not be temporary in nature would not have an expiration date. Uh this bill also has a much broader exception to allow state local governments demand to mandate the vaccine other than in the in the past it was just in their hospitals the hsart are state hospitals and that would be where it will be subject to you federal funding. Yeah. This allows for a process similar to the other bill where they would come before legislative chaos on seek approval. Uhm. The other difference I think that was included in in the previous bill that it it allowed for compensation for these agencies to to compensate or pay an incentive to an employee for the vaccination in this this bill least that out it does it prevent it are excluded it just as a specifically stayed that their person option may be more or less so that it wouldn't be encouraged but it was not definitely not as a preventive measure. Um again the the key would be that a vaccine mandate could only happen upon request by a go mail eighty and with approval of legislative council a couple of the reasons for this bill a bit of highlighted that that are drafted. One is the preservation of individual rights and liberties uh prohibiting the state for mandating the vaccination immunization for twenty nineteen alliance with those basic principles of individual autonomy and personal choice it allows individuals to make decisions regarding their own health without going to be near fear it's or corruption the vaccine has it see an informed concert. Uh by requiring these agencies to obtain approval from leg council before mandating the backs nation imagination we we make certain that those decisions are made through part of our democratic process that considers the concerns and preferences of the community it also encourages transparency accountability informed consent uh which are crucial aspects of our public health policies in the state. The other sadius state sovereignty and and limitation of executive powers so so that we're not mandatory by something from the federal government that's pushing day on a legislative act to prohibit state mandated vaccination services a check on those executive powers it is yours that the decisions on public health matters are made collectively through our legislated process rather than relying solely on an executive order. Uh by involving the council we respect the principles of separations are separation of powers and and we uphold our basic democratic framework addressing vaccine effectiveness in the long term safety that's in this bill where we require department health to put some of the information out there for the public and and while these back scenes have shown that it's some of the safety profiles and an issues some individuals still have concerns regarding long term effects so allowing the the counter to reboot review and approve the mandates and then facilitating the valuation of the available evidence and information may provide some confidence to to folks it may be hast and about the vaccines. Another areas protecting personal religious beliefs. Vaccination mandates might clash with personal religious police held by some individuals so prohibiting state mandate cover nineteen backs nice respects and protects those believes and ensures that our individuals are not forced to compromise their values our religious tenants in matters of personal payoff. Another area's balancing public health and individual autonomy this act strikes a balance between public health considerations in the right of the individual out the right to individual autonomy it acknowledges the importance of public health initiatives while recognizing the personal liberties should not be disregarded a trample to poll in the process. And then lastly it is in an encourage is alternative measures so prohibiting statement and it vaccination may push some agency still explore alternative measures that could achieve desired public health outcomes without infringing of home personal freedoms this could include public awareness campaigns at providing accurate information to their their employees and then facilitating access to vaccines without imposing mandates on employees those are basic considerations in this beyond without i'm closed in our own willing to answer any questions or concerns from community. Any questions from committee should recognize for a question they must how many people do you believe that they are saying this killed or injured. III I don't know okay thank you. At dance that question I would play I would say that just by title of this bill it strictly applies to become nineteen backs limitation mandate. Parliament so i'll other vaccines are exempt. I don't know if they would be example night this bill what i'm presenting today only applies to cover nineteen vaccination the musician. The other questions from community. The birthday focusing the records. Oh thank you misses representative if if you go to the third page thank line fifteen it is own some other lines talks about the state state agency but the political subdivision but it talks about entity could you define an entity for me reach one ms in this question is does this mean our planet in development agencies that are non profit that receive federal funds sometimes is the payers to the state would this be all. Affect them or covers them it would apply to any stayed to do that received state money or federal money that authorized and organized don't state law that if those if those entities wish to. Mandatory back to have a mandate a vaccination mandate on their employees then those agencies would have to come before lead council and seek approval yeah one follow this to you you recognize and so it would cover our community colleges as well as that four year institutions if it would cover all state state entities so yes no poor evident institution is no private businesses correct and there there's nothing about private in here other than your private personal rights or thank you thank you thank you representing pilgrims you have a question yes I do recognize uhm I know a lot of times the co it back seeing it's put into are with. The flu vaccination so you'll have one shot instead of two I mean I is that you're understanding that those vaccines would also be prohibited under this law from being distributed. That you time about that flew back seems would be prohibited now. The flu vaccine and the code vaccine can be can be effectively put together and the same back scene and then give them to somebody I would that count or would they say that's a loophole we can get around it because we're having the flew vaccine which I know you message blue vaccination mandates already so I think it's pretty clear in the bill that if a covered back scene is part of the backsolution or immunisation then it would be restricted that you could not mandate there. So if covered vaccines in with the flu vaccine then I don't think near this bill would exclude that prevent. Okay. Uhm follow up you recognize do we have an opinion from the certain general on this piece of legislation at all that there are but I have no opinion from search. Repsy would love to bring us for a question. Representative it's awesome question margot I think is a valid question I saw the health departments and back room I was wondering if they could answer it with your permission mister. So from hell to power in the can answer the question represent ganzales post. I'd like to have a meeting and they didn't get to speak. You just state your name for the committee sir. Maggie on more department of health representative word law I don't have any data that shows that at this point I think there's I think there's the vaccines are still new I think there is going to be more than it comes out as little things go along there is there's the bears a database that. Um. Adverse effects can be reported to but at this point I don't have specific numbers that we get tired directly to it a death so you're saying the advertised are reported you just didn't bring that date into today's committee. The adverse effects are reported in the go into that database they're veteran I do not have all those I don't have all that data within australia not you. There are the questions for the health care yes. Any other questions for the committee. I thought you said you didn't when yes rivers anymore you're recommend sorry not for dhs thank you chairman. Representative does this apply to the national I would make it applies to every state agency or entity there are no exclusions I did not see the national guard excluded from this bill. Any other questions represented by. Seeing none really better you close your bill i'm closed in would appreciate a motion to pass from the community on here they would like to speak for and yes the bill.
