Good afternoon members were going to go to get started with items for from mister chairman you have name you want to add say this point my we'll start with item a cathy thank you chairman a one this is a report that we're making last month when legislative council met there was one contract for a department of finance administration with fast enterprises and there was a motion made when we were reviewing that at council to ask to hold until some additional information could be received and then we authorized the review subcommittee chairman and the legislative council could chairs to take final action regarding the review of the contract and report it which is what we're doing at this time andy babbitt provided information from dfa and as you can say the contract has been reviewed and we are reporting that to the committee today the answer to the questions that you all have around the next pages of that report and again this is just a reported item that will be made available to at a lc on friday as well mister chairman the first piece of information that we have for agenda items are methods of finance and those are on b one. First page is the letter from dfa and the second page is a schedule of the methods of finance that we have for today's agenda a issue baby we have the nursing building expansion and ray model they are expanding an existing nursing facility to accommodate two additional classrooms too fast back on the offices and storage area and mechanical rooms a million nine hundred and fifty thousand six seventy two they note that they have federal grant funds as well as cash reserves to find this there are two here for the commission on law enforcement standards the northwest campus renovation is the first one and that's for new hack system and outdoor range rough construction nine million four hundred nine thousand they have american rescue plan funds to cover that and in their second item is the camden campus renovations or training building construction roof repair of the main facility and remodeling of a a dormitory a little over well eleven million nine hundred and sixty one thousand dollars in it too will be funded under american rescue plan funds number four is northwest architect community college this is for improvement to the trails trade school and this is for renovation of an old physical plant on the main campus. Through a little over three million dollars they have a private grant that will find that the final one number five at the bottom of the page ozarka college is for mountain view technical training center to purchase renovate an equip existing building and mountain view to be used as a technical training sender eight hundred fifty thousand dollars they have plant fund reserves as well as foundation funds to cover that method of finance project those are all of the mofson today's again I remember any questions on items b. Without objection these islands will be considered reviewed and takes us to add seat the next item mr chairman this is an alternative delivery construction project or construction project over five million dollars it is for a issue three rivers nursing building that's at the malvern campus and what they have is they will be constructing a new academic building to house the colleges nursing programs it'll classrooms lab simulators and an auditorium they have it's about twenty thousand square feet the contractor that they have selected his clark contractors they received seven proposals they interviewed three of those individuals and they also selected lewis architects in engineers for the architectural design professional the total project caused is eight million dollars in the funding source they note that they have a grant from the US department of health and human services and that's the only alternative to delivery on today's agenda. Next is number three this is also the department of health this one is an amendment to existing career they have to increase public access to breast feeding support through the provision of a toll free state wide telephone counseling and support service and number four department of health this one is an amendment to program for implementing infectious disease service model which includes sexually transmitted infections hiv hep see tuberculosis and other infectious diseases within the community statewide those of the department of health grants. They're seeing none without objection these are considered reviewed next or dhs is grants these begin on page three of item d number one in number two are both amendments to existing grants that they have to assist homeless individuals who have serious metal illness to obtain adequate housing number three at the bottom of page three is to continue the same your community service employment program number four on the next pages for individuals who have serious mental illness obtaining housing for homeless individuals number five is a great for emergency solutions grant program funds to provide services to harmless and to help prevent homelessness number six is a daily analyst position for case management services including employment services and reporting number seven is for adult back scenes and translation services for the refugee cash and medical assistance and refugees support services program number eight and number nine are both grants that'll be for services to the homeless and to help prevent homeless ness number ten is for a program of education dealing with targeting juveniles in central arkansas communities were gang related incidences are common. Number eleven and twelve is to provide use with weekly access to mentors number thirteen is for a providing the school academic and richmond support to academically at risk students in the glen view community and number fourteen is far working with local schools and colleges to provide youth access to sports training health and fitness programs at other extra curricular activities to help prevent the link with behaviors those are all of the grey itself around today's agenda thank you representative cave and all you recognize thank you mister chair and actually staff might be able to answer this this is on number three the human services uh adult aging. This amendment is only for eighteen hundred and twenty three dollars am I reading that correctly. Number three is on paid adam the history. Yes beyond one thousand eight hundred twenty three dollars and twenty five seats they have a little well they have over five million dollars is the total grant but they are the amendment that they're adding this for this particular service is that amount that you just say and what what servers are we getting for eighteen hundred dollars. Number thirty four is for the department of veterans affairs this is an original contract it's done as a special procurement and in your packet of yellow letters on pages one through four are going to be the letters that deal with this contract as well as contract number thirty six also for veterans affairs and it is going to be for housekeeping services this one is for medicare building for north little rock and faithful that transform and what they note in these pages on the yellow special procurement justification forms is that they had several contracts that have expired or will be expiring and they did not begin the process of permit in time and so they've had to ask for a special permission to do as special procurement in order to continue to keep these services going then on page four osp has provided that they have approved these contracts for this time period so that they could keep the service is going and then do a spec do their procurements number thirty five which is also for the department of veterans affairs on page twenty seven is far providing nursing services to the state veterans home in favour and north little rock. Number thirty seven is for northwest arkansas community college and this is to at reality ours of work day document imaging in context content management migration to procure additional hours to include those things as well number thirty eight you have a this is actually the systems office this is software for a multi phase deployment of system wide budget and financial planning for the twenty one campuses of the ua system number thirty nine UA this one is for comprehensive marketing services. Number number forty this is to provide quantities quantitative analysis of compensation for faculty members and then number forty one UA again systems this is work day this is for professional services import in support of us as work days software system number forty two UALR. This is providing temporary staffing services for various skill levels of temporary workers number forty three for ualr is for professional cleaning services for their four residents halls number forty four on page twenty nine is you AL r for providing temporary staffing services for various skills. Number forty five for you alone this is to continue providing services in support of the arkansas provision needs assessment survey and on page thirty one contract number forty six for uca this is an original contract for parker executive search for more firm to do searches for open executive level positions as the need arises those are all of the outer state contracts on today's agenda are we have a couple of folks in the queue reps in cabinet you recoup thank you mister chair this is my first set of questions are going to be around seven and eight which is the division of work for services I hope we could get someone to come answer a few questions from work for services. And when you get seated if you would just wanted the time to introduce yourself for the record and we'll get those questions answered. A good afternoon representative cavenaugh hello hello yes these two contracts are part of our modernization project if you'll remember we started on this approximately a year and a half almost two years ago and then and then with dias partnering with the is we looked at how we could enhance our current system I get it to where we needed it to be in order to provide the benefit of increase the efficiency and use of our benefit side of our system and the text out of the system so these two contracts will will do that it will build the foundation for the system and while provide us one with the main frame modernization which is desperately needed within our architectural design and migration of moving off of the main frame so that first contract will will accomplish that the second contract will provide services to our agencies for test environment and design implementation so one hants the resources that we currently are have a have a limited number of people within both divisions of dis and DWS at bad that testing so these are experts in that field they know unemployment insurance and they will be able to help us with the testing of that system as we proceed okay follow up mr chair. Yeah you don't have to ask for followed thanks so is this going are we gonna be fully implemented after these two contracts or there will they be more contracts to come. We anticipate that after this work is done that we will well know more about what our needs are moving forward we're doing a lot of this work internally and so as we proceed and set up a a new environment then while we will know if we need new contracts but short answer is yes most likely we will need no contracts but we're keeping it within the thirty five million dollar budget and it was established an x six sixty seven of twenty twenty one okay and the time do we have an estimated time frame that there's all might be accomplished yes I keep looking at john it then just to confirm that my answers are correct but we anticipate about a twelve to fifteen month project for the main frame and then we're looking at a total of thirty minutes within the four project completion okay and and to and to get to the point of where we have a a positive return on our investment in a savings and this was not done through the regular bidding process is that not correct we didn't take competitive bids on this. Correct this is a done through a cooperative contract so care soft has a contract with our state and then we can utilize the arm to obtain services but we didn't put it out to see if there were somebody else it might be cheaper as just what i'm out well one that's not required in using a cooperative contract but too based on our experience in the past with doing the rf we know that that this solution will provide us with the exact services that we need and then we can also work with that that vendor to to determine what we do need what we don't need and then and then make sure that that fits without our budget as far as the total cost okay thank you thank you thank you capital senator rice you recognized. Then it would if you had put this out for a. In our experience nulsar it's not to actually go to cost less money because we're taking it in bits and pieces so we looked at it from what we what we need today and building the foundation we looked at and existing. Cooperative contract that we have in place and we just get the services that we need today rather than going with an arguments large contract I would say in the. Thirty to thirty five million dollars range but so by taking it in the midst and pieces where I will to. Negotiate more effectively for exactly what we need so I would say conversely it's actually going to save us more okay to your you're saying that they're going this route it's going to say the state and cost you less than if you put this specific peace outper proposal. Is that what you just stated the when you said when you placed a van specific piece i'm talking about the work that's going to be done now because the the other answer to the question that represent cabinet I ask as to what you're getting there really wasn't an answer to there about specifics it was just it's going to be a basic is going to provide their there was talk but I didn't hear specifics about what we're going to get for this money so my question is what you're going to get under this contract. The specifics. Would it cost the less. To put that out and give they app from another service provider then the process they that you're going through by use in the existing maybe the easier path by not having to put it out for. So II think the decision was made to go through this payout from a standpoint of a cost from it from an rf standpoint I can't see where. Effectively we would save money back on to the rf because we have we didn't just take a list of price we started negotiating with these vendors from the get go so there was not less price that we just talk and accepted so we went through a pretty intense negotiation cut process with them II do think I need to explain to you or explain to this body exactly what. What is being performed through the car attractive if that was unclear apologize so essentially what we're doing is we're moving off the main frame so we are only legacy main brain system right now that it's very costly to the state. And so we are moving off the main frame into a dot that environment. That datnet environment will give us foundation for then asked you put further modern applications and services on top of their we chose that net because that is largely accepted in the in the technology world today easier for us to get resources easier for us to manage from a stamp or what a working with in the resources that we have both internally and that we can we can use externally in a cost effective way so as we migrate to this lightnet environment that'll take twelve to fifteen months. We have run in our away on the car savings we feel like month thirty is the tipping point to wear the state began to save money at that point with the state starts to save roughly hundred and fifty thousand two hundred thousand a month over what we've been paying so over a five year period we're looking at a ten ten million dollars savings so we felt like that that oral wire was effective enough for us to move forward with this contract follow up that that that's a lot clearer explanation than what we had before so I thank you for that the other question I asked before and this was when hurting was at commerce and there was a concern or an issue about the disaster recovery testing it dwas has that been completed and if so how did that how did that work because at the time my understand what it was scheduled to happen but for some reason the department. And and their interaction with the vision if my successed services that that did not work out and pan out according to scheduled so has that been completed owned disaster recovery of these systems in that main form I will have to get back with you on exactly if it's been completed for date of us I know that we know we have run a number of dr tests or are main frame. The work arkansas pbs procures services related to work that we do for the arkansas department and education but they do have oversight of our budget do you have to sign up that you completed everything in the contract are you just send to bay on their payment. We actually pay the bill for any contracts that we are party to and every year we file a. Comprehensive report with the arkansas department of education related to the ideas program which is teacher professional development. And if. It at the before each fiscal year we also have a detailed budget that we submit to the arkansas department of education for approval and if anything needs to be changed during the year related to that budget we have to seek their approval before doing it. Do you get periodic payments from the department of education for work they do do for them. We do yes okay that and that's what i'm asking and and the department is with can maybe add to there but from your aspect. You're saying you give a year and review. And I don't think you can really look at the individual contracts maybe to be seen. If you're getting everything that's all there if you wait to a year and I don't have any contracts that is but i'm guessing quite a few. And you should give some career you're in. I would review that i'm open for their department to tell me what your process is. Is the one that has overset over the contract with atm and what they're delivering for what but the contracted to do. Want one more comment whenever we make a payment request. Two arkansas department of education for the ideas program were required to submit receipts and supporting documentation before they issued payment okay by terrible thank you. Take in a can educate department damage going introduced up for the record then you can challenge cargo primation there's an appropriation that we do that require by law to provide the ideas by a professional online fish melon with for teachers to eighteen would do that to the grant that we issue to atm I think the special language allows a two three and a half ninety dollars to be used for a professional development with atm there required to go through our grants management system that they develop a budget they are send that budget to us and there's she stated previously that they do periodically send reimbursement space off that budget request to us as far as contract we don't do oversight of contracts with them that that's we give them a grant I think this year's grants around two point seven million dollars provide there until we say here's the grand providing ideas portal to offer online plus month for teachers we do have a committee that does review the stuff that's put out there for the teacher development professional development that is a committee that is reviewed with us and atm before it's put out there so they do go with the review c the quality of professional amount that is put out on that is portable but we don't have direct oversight of their contracts they may need as their processing the as they're going to the air process and what needs to be on the portal okay and I appreciate that and and i'm not just focusing on this ideas there. For the ed and con can you get me a total either one of you. A total dollar figure that the state of arkansas taxpayer dollars pays to aten for all services. And again we're going back to some of the things have been an article recently. With the question of. Beating right under the. The. Minimum that you have before test. The. Go into another process. I want to know and I think taxpayers want to know is somebody. Reviewing and have overshot over these contracts or uters giving a money and say do the job and in. They say we did the job it had I can't do. Bad in marvin as I have to be continually looking at it make sure i'm getting water paying for and again the assets not always the same with intangible things but. I would be a lot better there was you you've made the statement you didn't have oversight and then I hope you say something back you had a committee that overseas that's what i'm looking for as if you can. It is actually for the ready for life work force development program this is year three the final year of the program this is. Cares act money that. Arkansas pbs first received under the governor's emergency education refund and it provides job skills training for our cansons through an a linked and portal with content that is curated by linked in so it's. Training. Material and content that are cancelled skin. You realize. And through this portal so we're we. Own the contract with linked in but we don't administer the portal or run any reporter anything like that on the data as far as who access is it understood so but as it says here there's so the five hundred ninety seven thousand five hundred dollar amendment four is the only. Open contract with linked and water amendments six five three two and one or those with a different contractor. No those were earlier. Looking at item number thirty which is the extension and amendment to the contract with guide house obviously we're looking at a very large contract here. We've continually amended this and added more funding and added more funding and now we're lasting for an additional three point two million can you give us an idea of really what what the scope of this contract is for what they're doing in wages within the last year we've needed to increase this almost seven million dollars. The. Yes sir thank you i'll start and then miller circuit add on so this contract serves several of our divisions at dhs primarily division of medical services division of aging an adult services and behavioral health services also with the hdcs in DDS and then some of our arpa funding specifically in those divisions they provide project minimum management support financial expertise we have to do some quarterly filing with cms every quarter for the CMS sixty four they do handle that with some of our staff internally at dms in addition to arm sniff right analysis if family planning matching in managed care support. Is some of the pieces for dms in addition to daba we do some policy review work with them also to manage care and some best policy work with them and then we did add some separate funding in this amendment for the medicate review that we are conducting this year and then i'll let me look at speak to the other two so in regards to that what what are we looking for. What what I mean this is. This looks like one start shopping there were using a consultant for various things with within dhs. Are what are we utilizing them for what what are we looking for them to provide us they are providing us some policy and financial expertise with our different programs between fee for service and our skilled nursing facilities but also the cms sixty four. Quarterly reporting is where we file what we have spent with the federal government and then reconcile back to the state in the federal share we are also provide this to the auditors every year for them to test and audit assign so we do use them for various items in various expertise so in the course of the procurement of this service. Did we give them some type of ballpark number that we're looking for as far as efficiency and savings that we would did we say we want we want to save a hundred million dollars out of our budget no sir I did not give them about parking lot the medicaid review we asked them to create a scope of work that we have added in expanded and contracted on with the medicaid review looking at all of our programs we do not have a specific dollar amount because we put everything on the table to look at all the programs so we did not give them a target okay thank you melissa you had some comments only if you want them certainly which is they'd on the two that am have large totals the art offending falls under my pervie so this is that funding that the that cms gave states. Erm medicaid agencies direct so this is federal funding this is the funding where i've come and talked about we gave out fifteen million dollars of there's two providers so they could do the high i'm sorry hundred and fifteen million dollars so they could do their recruitment and retention bonuses and this is also the funding that we are building out fourteen other programs that are senared around aging and i'll actually disabled and behavioral health so it is a very large amount of money that we have been given by the federal government and so guide house came in and started doing work for us in twenty twenty one to coordinate all of that funding all of the fiscal reporting we have to do to cms on it they reckon so that with the cms sixty four a hitchy and it is talking about and make sure that we are pulling the right federal funding they also I mean at some point they just provide subject matter expertise for things that we just don't have one staff and ray in terms of people that have set out programs in other states so that that is why you're seeing such a large amount the projects been going on like I said since september of twenty one and each quarter were actually given more federal funding and so which is great we keep being able to add some projects that are going to to really help our specialty populations but the work just keeps continuing that I need help with and the funding will and I march thirty first of twenty twenty five so there is an end in sight I have everything has to be spent instead of that that just for your part of this or is that for everything this is for that big section that's the orpha funding erm and then. On the htc so this was in twenty twenty one the general assembly sponsored by sender hammer passed legislation that mandated that we do a special type of employee survey at the bottom human development centers to try to get a handle on our revolving door rate of people just being disgrantled in having low moral and not staying with this are turnover has been so hard so that price tag they came in and were on site with us for almost a year in today i'm asking for two hundred and fifty thousand more and the reason being as I have a real fear that we've done all this work and we're seeing really good results because I have more direct care staff than I have had employed the last five years except for nurses that's a different exception but for the rest of them and we are back up to normal staffing levels and what we're going to spend this money on is them transitioning this to my staff said that we don't put all this effort into something and then they pull out. And we quit you know we quit doing everything that we've been doing that's actually making this work so right now they're building this mattrexs and these teams so everybody even if we have turnover knows what your responsible for to keep this going in in misman you have this individual programs that are. You're getting information from god house. How often do they give you quarterly reports do you meet with them monthly weekly how often are you consulting with them on these programs that that they're assisting the state with they are working weekly I actually meet with them every week individually on to check on the status of the project and then they are working with the end of it the multiple teams within the division without me i'll through the course of the thank you appreciate your assistance to these questions thank you. Certainly there are others that could do this work they guide houses been on contract with us at dh since twenty sixteen using the qualified vendor list which is a conglomerate of different vendors given certain areas of expertise and we can go you out to the vendor list and put out bids or scopes of work and ask for bids to come back given where they have qualified in that vendor list my understanding is this contract originated in twenty one using their qualified vendor list in so when we began this work earlier in the spring. Or late spring right after session we looked internally to the current vendors and we're actually using more than one for the medicaid review work we're using god house as stated today but we're also using melbourne who who are actuaries on contract with us they're doing some work in the hospital space so we did try to look at who we had on contract and due to timing we did not put out another fee it just seems like this is a pretty large consulting contract and that in the time that i've been in the legislature the legislatures engaged a number of consultants for various issues whether it be procurement or ebd and none of those came that even close the something to this amount of money so i'd have you been able to identify any efficiencies or unable to say he'd any money in the program we have begun working on we started with the baseline then we based on being services and actual expenditures for the past five years we're comparing expenditures and service states which are very different and most program problems look at the service date of how many services were delivered during the year while accountants like me and others will look at how much was actually paid during the year and try to reconcile those to look for trends in addition to that piece of work we have also looked at best practices across from other states and now we are doing some of the harder work after unwinding has finished to work and look at the different options within each of the programs to then have discussions on what can be done so it's it's ongoing work. Awarded this contract too frost through an rf and they actually needed to do one more year of the physical audit and in order to complete the term that they had originally requested in the rfp so uh office of state recurrment on page seven has given permission for this special procurement for finishing out this audit with a frost for one additional year number three is going to be for a department of commerce this is the state insurance department and this is a contract they have for providing support to individuals wanting to know more about medicare program and an enrollment issues and assistance number four and five or both going to be for a department of corrections and this is for the division of community corrections and these are going to be far providing comprehensive community based services number six is department of education this is contract they have predent oral services. Number seven department vegetation this is a contract that they have with tankers bodes for a food storage in distribution services this is a contract is not adding any additional dollars but they are noting that there is a pricing increase in the storage and delivery services. At number eight is a department of education and this is for armed security guard services number nine is department of energy and environment all and gas commission for well plugging services on the next page page thirty five you have the f a racing commission this is a contract amendment for education program and treatment providers for gambling number eleven is department finance revenue services for janitorial services number twelve department of how this is for continuing to work with support of hospitals protesting in the arkansas stroke registry program number thirteen is department of health this is a contract with arkansas children's hospital supporting the home visiting services this one is also done as a cell source justification there are several pages eight through thirteen that deal with this and your yellow packet basically what they determine is they've looked into this and children's hospital as who does this and are considered a soap provider of this service for the state number fourteen is department of health and this is an amendment to an existing contract for their star limbs lab information management system on the next page page thirty seven department of health arkansas state board of nursing there are two contracts original contracts there for providing investigators as needed for the board of nursing number seventeen dhs this is an amendment to an existing contract for highly qualified skilled nursing and other medical person no personnel for positions number eighteen on page thirty eight is DHS for medical detaw service. So the six hundred thousand dollars that has been added is for fmc to support adoption packet so in order to move children to permanency through adoption we have to put together what's called an adoption disclosure packet which is a complete medical psychological it's a complete history for that specific child and so we are working with them and they are putting together those pack it's for a dcfs in order to move those children to permanency this is for the state wide it's for three hundred packets but it's date wired in a child state wide is not just specific area for any child's date oh yes me and you have statement and in it was not part of the original amendment that we did this is a new services above what was in the original contract.
