Introduce yourself in tell us who you are for the record. The. My name is ricky quite a bomb on the director of the office of internal audit. Going drown deputy director office of internal audit. Thank you mister chair so just got a short presentation for your mic. So we have a short presentation to summarize the work that we performed in their annual project review. The first lie. If we get this to work there again the first slide you see. Insurance working. Is there someone from staff that can help us get this running. The. Yeah. So this slide is simply a a timeline of the instead of occurred since the passage of act two ninety eight of two thousand nineteen and of course that was the act that required the efficiency study of our diet that was conducted by god house. Section two of their act required the office of internal audit to prepare an au project review. With the first report beyond due by october the first two thousand twenty one. There was subsequently amended by act six seventy one two thousand twenty one which pushed the day for the first presentation to october first two thousand twenty three so that's the report you have in front of you today then two thousand twenty two because of the broad language in the act we came before this committee with a proposal that the engagement included both an insurance and a consulting compound and went to the this committee approved. So there as I mentioned the scope of the engagement is a two file scope includes an insurance component in a consulting component the insurance component was to provide an independent assessment of the status of our dark supplementation at the god house recommendations in the consulting component was a review and our dots internal control design for a selected number of our doctor visions and it's important to know that this this part of the project was carried out in collaboration with our dots internal audit division. The. Yeah. The. As you know are not are they have ninety action items that's in the former rules that they devise in order to implement the thirteen got house recommendations in this slide summer rises the status of that implementation as of may two thousand twenty three and as you can see they make significant progress and implementing their rules with forty of the rules already complete. Thirty one in progress to ongoing and seventeen yet to be started. To summarize the assurance. Component of the review again we were to review the documentation and perform necessary testing in order to provide in a on the adequacy of our dot simple limitation of their rules. And are conclusion is that we we agree with the report it's status on eighty five of those ninety rules with testing that yet to be conducted for fabric the rules and we will conduct testing in the next reporting cycle for those five rules and those fabrics are outlined on page eighty six and the report. I think it's important to know that although we can occur with the important limitations status of the eighty five rules further testing in future reporting cycles may be necessary to ensure that anticipated results are achieved. The. This. Yeah. For the consulting portion of the engagement again we were to review the internal control design for a selected number of divisions within our night and then we compared those controls that we reviewed to the department's two thousand twenty two control self assessment. So I control self assessment is an extra size it's conducted. My management once every two years it utilizes employee feedback from employees are entrenched in the business processes of the agency. And then in it allows management to review those controls in those activities that's in place to prevent a tanker mitigate impact of a wrist that aren't in a fine. And then obviously the implement changes are correct of action plans as needed. No internal control and our seasoning the risk assessment is one of the five components of internal control so the fact that our diet has a formalized process for reviewing their controls and their risk. I think it speaks a lot to the commitment that are not has to an instrument internal control environment. And they are to be applied for a side. The snack slide is simply a view of what the control self assessment tool looks like. And it contains many pieces I am formation such as the activity this mean reviewed the manager responsible for the activity. The specific specific objective there's been analyzed in the risk to achieve in that was object that objective. And then at the bottom you'll see that those are the internal controls in place to prevent the risk are to mitigate the risk along with that and includes the individuals within the agency that are responsible for those controls. The. The. So on a left column in this slide you can see the divisions that we reviewed during this cycle out on the twenty six total divisions we selected for divisions and in multiple sections within those divisions. And the summary of our work was that obviously again we were to review the internal control design. And it was done in collaboration with our dutch internal audit team so we prepare narrow terms and flow charts compared them to each other make sure we had a complete understanding of the key business processes within those divisions. Then we submitted that information back to the division management to make sure that we we had a good understanding of their business processes then we went in in and looked at the controls built into those business processes and and then obviously made some recommendations. And this slide summarizes the recommendations that were made. So overall i'd like to say that for those divisions we reviewed are not as a really strong internal control design. We did make eighty eight recommendations for including new controls new rescue and some corrective action plans and to add those into the control self assessment. We also made sixty one recommendations for just adding clarifying language to the control self assessment or reorganizing certain risk controls to the activities that is more appropriate. But think more important to note from this slide is that during our review of the business processes we know that a hundred and sixty six controls they were in place and functioning within the department they just had not been added to the control self assessment so we recommended that those controls be added to this assessment so that management will have an opportunity to evaluate those controls when they go in in two thousand twenty four and then perform their control self assessment and finally as I mention this portion of the engagement was conducted and collaboration with ardos internal audit division. That chief article that's responsible for the internal audit division she's a former employee of the office of internal audit long term employee who has a wealth have internal control knowledge and specifically the csa process in the csa tool has made a fact she played the lead row and developing the tool that's currently the years state wide for the control self assessment process and she also has three dedicated staff to administer the control self assessment process that are not on a continual basis. And because of that we do believe that there's a duplication of efforts between white we performed in are engagement to the continuous implementation of the control self assessment at our diet. Therefore we would ask this committee to consider eliminating the consulting component of our engagement for the future project evaluations as we go forward. And I can close my presentation we glad to answer any questions two members for my staff here who worked on the project and in there's a members from our die thank you. Any questions remember. Yes sir is simply because we think it's a duplication of efforts and it would also allow us to utilize our resources more effectively into just zero in the end on the rules that are died is implementing and to try to stay on top of those and again do some additional testing as the rules are implemented they control self assessment portion is is very time consuming and and you have a very adequate staff and our doctors currently performing that and on a continual base or so we just think it's probably duplication of effort for us to come in. Just as just to verify what it made up at four sixteen and they're funding comes from three sources motor fuel tax which equates to three point two cents per gallon on gas and sixteenth per gallon on disall one road diesel there is a annual registration fees on electric vehicles and plug in hybrids there's also the casino revenue that makes this money there is used for these projects it's about ninety eight million dollars a year that we receive that we put back into system preservation projects which are bridges in pavements. Some of the more notable changes since the last time we minute recommending recommendation number three under the portfolio planning category was published the status of construction projects and maintenance activities in august the proposed contract with garver llc was reviewed by this subcommittee in the contract was executed in september so that work is under way recommendation number six under the procurement category implement construction contractor performance measurements we have identified metrics the defined quality and desired performance of the prime contractor seven projects have been selected for a pilot application in the contractors were informed of the process in agreed to participate in this pilot all seven jobs are expected to be completed by spring of twenty twenty four and we'll be able to move forward with these with this contractor a performance measurement recommendation in finally recommendation number four under the portfolio planning category was to implement a platform that tracks all stakeholder enquiries to resolution on september twenty second twenty twenty three a coming soon video was posted on our social media platform announcing that a new communication tracking tool would soon be available for public use in a week later it was made official it met this system was made officially available to the public. The understand from directitude that we didn't have it in this one yet well we are well we have a security a bind and we pay contractors for work performed but then there's liquidated damages and this disincentive pay if you're looking page nineteen of your report it's let's get to that the highway construction projects ten million or more. So today we have with twelve point five million dollars and payments to their contractor because they are in overtime and that's significant and there is very high on this jar because so many people are affected it's a huge amount of traffic that flows through there and so once they went into albert time and that was part of the terms of the contract that we would help with hold road user costs daily until the project was complete and that's an incentive to get it done as quickly as possible so there is not the clawback i'm not sure it's not really a clawback it's with whole payment cell so you just now go paid going forward rather than taking it back later right in I guess i'm concerned because i've been on that role too many times when they're accidents and as we as we traverse that because my home is and hope and then my interest is in hot sporting so i'm always interested in us getting that done any more timely fashion did you say what month in twenty twenty four. I think right now november twenty twenty four is the month that sound there. There are a critical pass schedule that the required to do and keep that data. And. Yeah. Albeit i'm a little hesitant because we know there's a claim and there are claims and so i'm sure you need to leave I need to leave them okay though. So when we have our public meetings are always showing them where to get to ask our dod if they want to use that forum right now we have a online way to pick your comments in on a project that are specific for that project but this is so new I don't know if we are being if we'll need to go to those public meetings if we're doing that as well I don't know if that might confuse the attendees to those meetings because we need them to just be specific about car meaning on that project net project alone in that from that public meeting so we can look into that we launched as star dot october second. It and since then in my notes we've had two hundred and seventy five takers so that's pretty good and we're still getting a message out and I will say when we started at internal beta testing where we just had our dad implease entering into the system back and I think a in the spring or are early summer we had six thousand entries into the system based on those phone calls and texts and things that come in and in our employees rural turn entering them in so we are kind of trying to track them even though the public was an entering of so i'm gonna suggest that we're going to expect about I don't know a thousand increase in mind into that because we get a tremendous amount of phone calls texts and enquiries to the department over all kinds of different issues and thank you.
