to be led by Representative Lane Jean. Friends, let's pray together. Father, we thank you for a new day, a beautiful day. We thank you for the renewal that we sense with the break of a new day, the opportunities that are before us, the blessing of being able to do good work, the prospect of being back home among loved ones. And we just pray, Lord, that you'd continue to guide us, that we might endure, persevere,
to do what's best, not for ourselves, but for others. I do thank you for these men and women who give of themselves tirelessly for the good of not only their community, but for our district, but for our whole state. I pray your continued blessing upon each one. And Lord, we know what we're facing as a whole, but also as individuals. There are always challenges, there are needs, there are hopes, concerns. And I pray that you'll bless each person here today. Guide our speaker and the work that is before us today.
We pray in Jesus' name. Amen. and

Colleagues, I know this has been a trying time and trying to stay up with what's going on in budget committee has been a task, a huge task. I know that yesterday we were in budget committee and I'm rising to speak against this bill because I'm very concerned that in our funding for higher ed, we're completely negating the the productivity funding that was put into place. I know that the higher institutions have complained because they were losing some funding because we asked everybody in the state, due to the COVID virus, to take some cuts in funding. But yesterday in committee, we also learned that stimulus funding is going to the higher institutions
in our state in the tune of $80 million, $40 million to them, and I'm rounding off numbers, and $40 million to students that will be paid to the institutions paying the students bills. And that's the first wave when we get another wave coming in. So I believe that the higher ed institutions are completely getting back the money they were asked to cut due to the COVID virus that we're tackling now. And I'm concerned because the productivity funding to me is a way for our Kansans to see, the taxpayers in Arkansas to see that we're getting a bang for our buck, that we're making sure institutions are seeking the success of students and not just the success of the universities.
And I really am concerned that our focus is making sure our universities succeed, but not near so much. of making sure our students succeed and we have good paying jobs in our state and students ready to take their place in that. So in that, I'm voting against this really just in protest of us obliterating and negating the productivity funding. Thank you. Representative Bentley has spoken against the bill.

Colleagues, I rise to speak against this bill because containing this bill is funding for an office that we have in the country of China through the Commerce Department.
