All right welcome this meeting is called the order thank you all for being here today we're gonna go ahead and start with item beam ever tony robinson thank you chairman I don't be as a request from the public defender commission for six growth pool positions the agency is requesting five public definite positions in one per legal position for new criminal court a part time criminal court becoming full time and are recently established drug court all in the six judicial district the request is not include any new judge positions the requested positions will operate under existing judges who have taken on new duties and cases. Opm is recommended the request of positions and estimates the cost to be seven hundred and sixty thousand dollars from general revenue the request will grow the agency by six positions and the costing template can be found on page three. Greg parish director of the archaeological defender commission directly to my right is mr david sort of chief deputy prosecutor for the six judicial district consisting of policy and perry counties I think thank the chair and thank you missed peers I guess the question that I have some concerns you know the figures and everything that you provided the council in the number of criminal cases that are pending in the six judicial district how is that in comparison to better in washington county area I can tell you right now because mister south and I were talking as of so far this year there have been over forty five hundred new felony filings just here and alaska. That does not include period. The number that i've seen last in better and or washington county is somewhere in the. Made to have two thousand I believe. Ah. The the other difference geographically is the number of courts that are covered for as district courts as well from up there to down here the special records as well we have more here than they do up there as well okay that the number of public defenders that you have in northwest arkansas dune off top your head what is the case load for public defenders in in that area versus public defenders and plasky county should our estimates here right now is on and i'm talking about the felony side are filling public defenders should clearing anywhere from two seventy five to two money each. In washington county. They are carrying roughly I think the last time I spoke with the managers about one forty but there needs to be an astris attached to that because they do there. Procedure different meaning today's wednesday they had arrangements this morning at the jail seven forty five they would be setting trials out at that point. For roughly four five months so there's a quicker rotation up there in that area and I know that because I used to be in that public fenders up there. Bent in county is a little bit differently because they will do the right point on hearings the speaker with mister I think the average case load and i'm speculating for better and county based on their numbers. Probably in an area to seventy five but they're all still needs to take and consideration that washington county and better colleague likewise budget for. Additional public defender positions so I guess a prior to the full council meeting on friday can you provide me with the numbers essentially the same thing that you have provided here for the northwest arkansas i'll be glad to and those numbers came from judge wattley herself but I can get you those numbers for better the fourth discrete day in the nineteenth district in any other district you'd like ok that'd be great and thank you manager. Opposed no motion carries thank you manager thank you members alright item see but i'm chairman item see one on page seven is requesting the department of human services division of aging adult and behavior whole services they want to add the director of pharmacy classification to their existing on called differential rotation the director position is being added to ensure the current employee should not exceed the forty eight hour on call limitation in a seven day period and alleviate issues when staff take annual sick leave. The uncalled differential is fifteen percent in opium expects the cost to add this customer to be about seven seventy seven hundred dollars this year the funding is ninety two percent general revenue and eight percent other i'm an op is wreck recommended the requested addition. Emotion and a second any discussion others in favorably say I opposed no motion carries item d mentioned we have items see to north items they too is on page eleven is request for the military department to increase on call differential for two skilled trades in two security system classifications this is for eleven different positions they're requesting to go from a ten percent to a twenty percent base pay differential for these employees opinion estimates the cost to be a hundred and fifty five thousand dollars in federal funding each year assuming all of the positions remain filled and the employees are utilized during non working hours as needed. Any discussion are those in favorably say I all oppose no motion carries adam d m and item d is on page fifteen this is also a request from the military department this request is to pay an employee a salary over the maximum of the grade the agency recently promoted an employee from a skilled tradesman position into a skill trade supervisor typically when an employers promoted their receiving ten percent salary increase with the promotion however the employee in this case cannot receive the entire time person increased without prior approval by the legislature because it will cause him to exceed the grade maximum. With approval the agency will be able to provide the additional fifteen hundred and eighty seven dollars in federal funds to the employee for a total salary of fifty four thousand and eleven dollars op has recommended the salary above the maximum in benefit in this is an approval item not a review item. The department of inspector general completed a reduction in force effective november seventeenth that resulted in the termination of five employees two of the employees were in the office of medicaid inspector general in three were in digs shared services division the agency states in their letter to alc on page twenty that this follows their plan to reorganize and restructure their positions and that they have no intention of filling these five positions each terminate employee will receive a severance payment uh somewhere from eight hundred dollars to sixteen hundred dollars based on their tenure with a total cost of sixty four hundred dollars the agency states that the reduction force will provide cost savings of three hundred and seventeen thousand dollars to the agency with a hundred ninety three thousand dollars of it coming from general revenue.
