See presentation of recommendation draft legislation so. The stub importance bill. I'm just a bill of the bureau of legislative research. And I'm shall Devin for with the bureau of legislative research thing to we've been asked by the chairs of the committee
subcommittee to explain or present this legislation they based on the recommendations however we want to make sure that everyone understands that the bureau of legislative research is the general assembly's nonpartisan impartial staff services agency and therefore anything that we say should not be interpreted as advocating FOR OR against any of these piece of legislation. Or any issues presented in the bill.
The first bill is in your packet is JMB sixteen this is based on a recommendation from Representative Cozart. To require evaluation restructuring of the licensure fees related to the practice of physical therapy. M. it is done in the DO not codify section because the licensure fees for physical therapy are not in the Arkansas code. And it just says of as directed as determined by the board.
And and we're talking with Representative Cozart he wanted it to the board to determine how that restructuring needed to be so the way this. The way this legislation has it set out is that the board has to do not valuation they have to report on the findings to a or two A. L. C. or to the subcommittee. And then once I make that report. And if they have any recommendations based on the
report that require rule changes they have to do it by certain time. Okay that makes sense are there any questions. Okay. Give question Representative Payton you're recognized. Thank you madam chair so can you give us a little perspective on what. Is the current regulation on the licensure the fees for physical therapy. And I know that we had a discussion about that in
October. On the. The last major fees. Well my memory doesn't go that far. Representation I can look at I'll try to look that up for you. In your binder. It would be and here.
I think it's in August Senate. Well madam chair if I could ask maybe you're or other members of the committee. this requirement to evaluate. We expect that to result in the higher or lower fear. A higher fee structure lower fee structure more broken down fee structure what what is the goal here.
I've I've speaking forever and it's hard for me to speak for Representative Cozart that I believe it was I'm trying to pull it up and to have it. So the state board of pharmacy we heard this August twentieth.
Terry are okay. I believe represent of Cozart issues was or with the fees and the penalties because of I'm I'm I'm I don't want to miss speak
But I believe it was a structure for it and I think that they agreed that there there needed to be a change to it to lower it based on and press the product so that it would not okay and I remember now so so basically that is somebody who is coming as a rich reciprocity would be at the same as they would have to pay you have similar to somebody who was in state I think that with the issue. And and I think there needed to be some leveling out of that and
I think that was the discussion that was had during that meeting with the physical therapy board okay forget that one follow up to the attorneys. So does this insert or or create any legislative oversight that doesn't currently exist as far as them bringing the review before us for approval or rule change. It doesn't change the role process they would still have to come before the General Assembly this just requires and as.
Evaluation a study to be done that that has to be brought to the General Assembly. Okay as well thank you thank you madam chair. Yes Sir are there any other questions. All right. Seeing none. We take an action on. Okay so members of the committee if you want this to be included in the final packet there are some recommendations that
you can make that have been printed off for you if you would like this legislation to be included in the final packet for consideration. Representative Payton. Recognized madam chair a moved that the draft legislation concerning the recommendations. On a the state board of physical therapy be included in the final packet for consideration at the proper motion is there a second second all those in favor say aye.
Posed ayes have it and we will include this legislation and our final packets thank you all right second the second piece of legislation. Before you you will find in the L. D. zero zero six and this bill is an act to amend the agricultural lining materials act this piece of legislation removes the requirement for a vendors license ACT for applicators license and vendors license the vendor is left at a
registration on money so the that does not change the heading had some unusual language there when it reference a license when it was always a registrations with clean that up if you are selling the line materials you still have to register if you are just an applicator you no longer have to go through that registration process great. Are there any questions. Right seeing none for pleasure of the committee. Okay Representative Johnson may have set the drop legislation
concerning this recommendation. to amend the Arkansas agricultural liming materials acted to eliminate the lime applicator license be included in the final packet for consideration is there a second. As a second all those in favor say aye. And opposed ayes have it the legislation be included our final packet thank you all right is there any other business to come before this committee.
