Alright members we're gonna go ahead and get this meeting started Representative Davis is run just a few minutes late today. So if anybody wants to take your seats. All right first of all I'm in need of a motion to suspend the rules we got a supplement engine the item at a motion I got all in favor. Post. All right miss Kathy fuel.
Thank you Mr chairman and we'll start with methods of finance those supplemental agenda items will take those up when we get to those on the agenda so the first I a group of items are methods of finance beginning in section B. page one is the letter from DFA office of accounting submitting three that that the finances on today's agenda the first one is the right budget bill this is for the institute for integrative and innovative research programming they are planning to
construct a building or group of buildings to create flexible state of the art collaborative home that facilitates integration of research across disciplinary boundaries this will give forty to eighty faculty researchers searchers up place to work out of they know that this is a hundred million dollar project and fifty percent of this will be paid out of university reserves and fifty percent of it is the gift of that gift was from the Walton
family foundation and it's part of a hundred ninety four million dollars that they received I also want to point out on this that we're also going to have the alternative delivery method construction project over five million dollars which will be an item see and will also see the design contract on this which you'll be an item three of the second one is UAMS and this is for their surgical annex they are building a new facility on their main campus
to add twelve are surgery of facilities within a new center this is eight hundred sixty thousand dollars of the initial in my well to get the design work done on it the overall project they estimate to be somewhere around eighty million dollars they have a university reserves and revenues to fund and then. The third one is also you a message for deferred maintenance minor projects seven point five million dollars that too will be funded through the reserves and revenues of you a mass those are
that's not the finance on today's into any questions members not seeing any. Alright say no questions these items be considered review. Mister chairman the next item item to see is the alternative delivery construction project this too is for the institute of integrative an innovative research at the U. of a we talked about that this is going to be a new research facility they received for proposals they
interviewed all for who submitted proposals for the project they selected CD I contractors and the design professional that they selected is how off again this is a hundred million dollar project of when it's completion after each of the phases that they plan on working on and again it's the university reserves and gifts funding the project that is the only alternative delivery method the contract we on today's agenda. Any questions members.
All right saying none without objection is items consider reviewed. T. one of these are discretionary grants from the health department the first one is for primary care clinics that participate in the Arkansas clinical transformation of they receive subgraphs to employ strategies for clinic redesign and identifying manage high risk patients the number two in three days of the same type of grants they're providing amendments to
existing grant that they have two wheel for the Arkansas department health office of oral health for establishing school based see what project in primary schools were student population enrollment in the free or reduced meal program is a minimum of fifty percent in an effort to provide preventive oral health services to underserved children numbers of those so those are all the grants FOR the department of health DHS has grants beginning
in the two on the second page numbers one three forty four are all the same and these are for emergency shelter all emergency solution grants these are housing relocation to stabilization services and rental assistance and this is done for families at risk of homelessness to achieve stability and again that is numbers one through fourteen. And number fifteen of three
twenty five these are all going to be the same type of grant amendments these are going to be for the state opioid response for medication assisted a treatment to uninsured and underinsured diagnosed individuals with opioid use disorder that takes us through number twenty five and then there are two additional ones that I'll mention on page ten of the ages has con grant number twenty six there which is an amendment that they're doing for
state opioid response this subgraph four peers achieving collaborative treatment projects and the last one number twenty seven is to evaluate the state opioid response grants of progress and program outcomes and then all this supplemental agenda if you'll look at item be. And it's item B. one it's a black on the third page of the supplemental packet this was of grant that we got from.
From work for services ability. Yes and they have some tenant grant funds and it's for the Arkansas food bank is of a one point nearly seven million dollars from federal tainted funds and this subgraph provides ten of federal funding for the Arkansas at the bank the purpose is to collaborate with entities to provide additional food assistance to low income families with children being served by the USDA child feeding programs in school or at
community sites so those are all the grants from the three different agencies on today's agenda. members will go to questions I get C. eighty seven that you senator Ballenger. Should be on at I think I think I know the answer this question but if it on the two item to it's the it's the only one that doesn't have the same language and I just want to verify that it is for the same purposes of of transitional living you know emergency.
Air you know that it would basically what is the screen going to is that the same thing as everything else no so why the language different. Okay when is my from DHS come address the question please. In addition to to the committee in thank Mister mark quality just a short answer is yes by
the same grants same purposes okay thank you. Right. Any other questions. Third saying none without objection these items be consider reviewed. Mister chairman the next group of items have to do with services contracts packet II first thing is the letter from a list P. for Mister Armstrong any notes that there's a contract on page eighty eight it's contract
number two from the department of commerce workforce development and all this there's some question about if it was needed to be reviewed because of current law but the agency wanted to ratify of this contract which began in August our September of last year they wanted to bring it before this committee in order for you all to review it in the event it is ever dating to fall outside of the exemption so when we get to
that particular contract all pointed out to you all the other contracts we're deemed okay by the department of office of state procurement construction related contracts the first one is state police they have an amendment to an existing contract this is the contract they have for the for trooper headquarters sites around the state of architectural and engineering services at those four sites number two on the next page this is the design services contract for the up

Lindsey Williams I'm a major with state police so with the regulatory division right welcome Mister Williams represent war laws of their path made Williams of. Thanks for being here today on the warrant site I know this contract was for those for new sites that were built it's my understand you guys have a mold issue can you elaborate on that at the moment and I know we had a lot of trouble in you're not met multiple times during construction with different
things is this related to those problems and what what are we doing to fix that now with this new bill in. No for this is not related to those and I can elaborate on the the issue a warrant this the change that question was this is related to our head quarters at new port that we're building this is related to a change order for a commercial driver's license testing pay AD they were going to construct and that was decide upon after the construction of the building so
this was a change order for that to accommodate and that will allow our services to be to be close together at the at the Newport head quarters and not have to rely on facility that we're renting or leasing at a issue Newport campus so that but as far as the mole problem that Warren we think we have that resolved we've been in there several times over the last several weeks we've had the state mechanical inspectors down here we've had our architects we
fed the mechanical engineers there were the design professionals on a project in it seems like it was related to some control settings with the system does have been adjusted now about two weeks ago is when no four were adjusted we have a a report now from the mechanical inspectors that everything looks clear we've not seen you re growth of mold we even put a camera up into the
dock work last week wait before in the duct work is clean so we for places ceiling tiles that were molded clean the anything that had any any evidence of mold on it so we think the problem is resolved now thank you.
