Thank you Mr chairman the first item on our agenda is the Arkansas department of commerce Arkansas building finance authority and Arkansas transformation shared services division of building authority we have a memorandum of understanding where The building authority is purchasing from commerce finance authority a building here in little rock on commerce way for twenty seven million five hundred dollars five hundred thousand dollars in the building authority has inspected the property and is determined it suitable for state purposes that will continue to remain as a building for state offices Building authority has been managing the building and they are paying the amount is what ad but paid for it originally when they purchased it and uh and like law and other people representatives are here to provide additional detail that this is a review item for the committee. All right seeing none Saddam may consider reviewed the next group of items in the deep packet are are discretionary grants the first group comes from the health department number one is to coordinate infant child death reviews numbers two through seventeen are all the same they're for strengthening health care and services at local levels were charitable clinics and the number eighteen their last one is to provide comprehensive burn education and outreach those again or for the health department the next group of grants beginning on page seven are for the department of Human Services contract number one through twenty five these are all programs to provide educational programs and services to improve quality of life for persons and persons with disabilities there's a family to family health information center and some opioid response programs that are being funded through the department of Human Services then if you'll turn to page sixteen these are the grants that we've received from casa of these are all local casa programs they work to recruit train and supervise community volunteers to advocate for the best interest of the pews and neglected children in circuit court Gil divisions and how these funding sources provide allow local programs to pay for salaries related costs for program staff to do those programs there is one million seven hundred fifty thousand dollars in grants that are being disbursed the various casa groups throughout the state the next group of contracts begin on page nineteen of this I'm not grants I'm sorry begin on page nineteen these are from the university of Arkansas pine bluff of the minority initiatives sub recipient grant office these are all grants that they do each year there are eleven total that are being awarded for community for. Programs to provide various tobacco prevention they're all funded by the dollars from the master tobacco settlement funds and it's a total of six hundred and eighty five thousand dollars the next group of grants of start on page twenty three and these are for Arkansas historic preservation programs for heritage they are funded to the real estate transfer tax and these are different historic preservation and restoration grants that are being provided to of projects throughout the state you'll see the applicant the project name the location and the amount of each of these awards these total five hundred eight thousand nine hundred forty one dollars then on page twenty five you have the department of higher ed has a grant with our house this one is the there adding seventeen thousand four hundred twenty seven to this grant to expand their current americorps program with key partners the Clinton foundation and world central kitchen members are or will serve in response to code nineteen cost increase speed and security the packaging loading and distribution of males and then you have work for services Tanith grant and this is the purpose of this is to research support and restore hope one hundred families initiative by serving individuals who are ex offenders and the reunification of family units and this also works to lower the recidivism rate here in Arkansas does it discretionary grants on today's agenda. So we are continuing to see the virus I do think the mask work. With our staff the number of positive is greatly reduced. When I visit the units the staff are wearing their masking wearing them correctly. The inmates when they're out of the Berrics are wearing them but in the barracks where there may be fifty of them and they're they're not really where and when they're and they're together sub one person in there comes out positive they were gonna see that spread. We have learned a lot since Commons and so we're able to respond more quickly now. And so that's kind of where we are right with the virus and with the budget and less miss Williams wants to add anything. What a. U. a system It just seems to my recollection that we're talking around three million dollars for that but this says that the five million dollar deal. Could you go into a little bit more detail on on how much it actually is going to cost and are we done with that. four three million or we still expecting more to be it expended yes Sir the original amount of the contract the initial build was three million dollars we wrote the A. R. their outline agreement for five million so that's why you're saying five million in your package because of at the time that the contract was written we expected some ongoing maintenance some potential additional development and maintenance and operations through the end of the P. U. a program which lasts until December twenty seventh the twenty seventh of twenty twenty however we design the a to go through June of twenty twenty one in case the federal government extended the program so we wanted to be proactive and make sure that we you know built that contract to where we would have to scramble at the last minute again to get services in place. So so you're not entirely sure exactly how much it's going to end up costing the and currently we are in negotiations about on going operations for the P. U. a system which would last six months starting in July through the end of the program and those estimates we have estimates on what it would cost it's around three point six million dollars additional to go for twelve additional months so if you cut that in half we're looking at about one point seven one point eight million dollars to get us through the end of the year which would get us to that five million dollar mark that that's on top of three million dollars original bill that's correct and those are just estimates right now again we're in negotiations about what that is maintenance and operations is going to cost going forward have they given us any discount for messing up. A no Sir we're still evaluating that piece the the initial build is still under way we have two more modules that we're working on that have to be completed in the next month or so and then we're going to get into those conversations. Refresh my memory could keep a straight is this is this the program that allowed us to to pay out unemployment to the to the self employed or is that what we're talking about yes Sir that's correct okay so we purchasing just the software or we purchasing the rights or what exactly are we purchasing with the contract this is a software as a service contract which means we're paying for a service that allows us to use the software. As far as the operation of it though that's going to be by our employees or by employees of your division. Yes Sir it's a when you say operations you mean the the eligibility determination workers right the actual yes Sir we it's a combination we have state staff DWS staff and the debate or excuse me DFA staff that are working the software yes on the operation side okay and I know we hope this never happens again that we've got to repeat this but it's going to be a lot of valuable software and data so long term maintenance are they looking at maybe lower the price of this you know if they don't extended we get out from underneath the air that we're in right now would there would the cost to maintain the software keep it current so in the event three four years down the road something like this happen again we wouldn't have to reach reinvent the wheel a re started up. Yes Sir that's the expectation the the idea is that once the software stabilized and there's minimal changes in the future that the software licensing will cost less. Thank you.
