an applications programmer with the bureau and so today we will demonstrate the portal that the agencies will use to submit their data for occupational authorization all the occupational entities have been assigned logins with usernames and passwords and they will be provided a link to this portal and their credentials once this is approved for today's demonstration we will log in as the motor vehicle commission just to see what that looks like when they log in this is the act 600 report screen it has the instructions at the top which contains a link to the act 600 that authorized the committee and the data collection as well as the entity contact information this is the primary contact person for the agency and this is the person and Maddie will be talking to to can you

closer okay thank you and then below is the list of occupational authorizations that we have preloaded based upon the 2017 department of workforce services report in addition to some items that have been collected by committee staff through outreach to individual agencies regarding what might have been new or deleted since then. On the navigation, if we continue, the next item is the subcommittee rules. It's a PDF of the rules you passed last meeting. That's for reference for the agency just to see that they can see the process that they're going to be required to follow. And then a contact page with the committee staff's contact information and the bureau's contact information should they have any questions. So the meat of the subject is the occupational authorizations if they have something new that we do not have pre listed for them they can obviously add a new one it'll be the same information that's collected in the edit screen for one that's already listed so we'll look at an edit to see the details of one at the top is the general information regarding the authorization the first item is the section or division of the entity since these are not necessarily at the cabinet level but actually at the agency or entity level if they have things like the plant board has seed divisions and warehouse divisions that they can actually put that in there if they want to group their authorizations by those subdivisions within their agency the next is the name of the actual occupational authorization or the licensure the next item is the authorization type and that can be a certification a licensure a permit or registration and they will select the one that's appropriate for that one the next is the scope of practice description this just just describes what the licensure is and what the occupation does the next is the statement regarding the required state or federal law that authorizes them to issue the licensure this will usually contain a code citation either in state or federal code or description describing how they are authorized to issue the licensure the next item is the number of individuals that are regulated by the authorization usually the number of licensures or the certificates and that will be the general information then we come down to the next three sections contains the fees and other documents that need to be collected with the authorization a fee can be anything like a one-time fee for for exams. It can be the actual renewal. There are a variety of things like notary public licenses and things like that. So they would hit add and type in the fee description. So we can do exam online. They would select the fee type because they're either a fee or a penalty. Most of them will be fees but some do have penalties. The penalty would be something like a late charge or a late renewal fee and then we type in the amount and the frequency and the frequency can vary from a one-time fee to all the way up to ten years the notary public is a ten-year license so that will describe how often the fees is applied to the licensee so for an exam it's typically a once that gets entered into the system they can delete anything and edit it as they go along this will be important as we pass the six-year cycle so they can this information will be in their portal and they can as things change they can come and change it in their system next section is the related administrative rules this is where they will upload the appropriate administrative rules that apply to the authorization they can give it a title and they would select a file from their local computer and then add the document and then that will be added to our system if they want to see what was uploaded they can click the link and it will show a obviously a test document but they will show the file that they uploaded and they can edit it if they need to replace the document associated with that or they can change the description that they've given us they can also delete it and this in a similar manner they can do the evidence documents and this is the items that were specifically referenced in the rules under 3D1F if we look at that there are nine items starting here and so they would select the category that falls in one of those not actually ten items because one has two parts they would select which one that is appropriate again select a file from their local computer and upload it and likewise they can view that document as well and then once they're done they can hit update occupational authorization actually need to add their information up here and it obviously will not let them continue if they have not provided everything so once they have added it the information will be shown at the front page the certain types will fill in the fees these are flags to show that they actually have added fees rules or evidence and the last column is the hearing date so once the committee staff has assigned that specific authorization to a hearing it shows the date of that hearing once it's assigned to a hearing it can no longer be deleted that's to ensure that we don't lose that information because the committee is expecting to see it and then once the 15-day period of the month prior has passed they will not be able to edit the authorization because committee staff will be preparing documents for the next hearing committee staff can't override that for them should an entity need to get back in and edit something before the hearing um committee staff can can open that specific one up for them and then it'll close and then once the hearing is completed the edit function will reopen for them the morning of the next day after the hearing and so once they've completed all their authorizations they can click the submit report button and that will let committee staff know that they are complete with the report and ready for the

is a better way to frame my question we have done internal testing on this and based on the emails that Maddie has sent out hopefully the agencies are aware today the committee will set the schedule for the following year of when agencies are going to be expected to present their information and so again they were aware that this was going to be happening today. So we have follow-up emails to all the agencies once it's approved today, the schedule. We'll be sending them out information on when they're expected to submit their information by.

Along the lines of what Senator Garner mentioned, just the functionality of the portal, I've had experience where we have done some of these things internally and they go out for utilization and we find grave errors And it's frustrating to the user, to those that has to use it to make sure or to ensure. So I want to ensure that it's going to be able to do what we want it to do as a committee and what you're aiming for it to do so that we can get proper input. So I guess a little bit more along those testing that we've truly tested this. We know that it works and it will produce and allow the user to use

representative we're not to that quite yet we'll get there in a minute thank you all right any other questions or comment by members we'll need a motion and a second to uh to adopt using this entity report submission form can i have please got a motion in the second all those in favor say aye all opposed no all right we'll consider that adopted thank you members following our last meeting the Bureau of Legislative Research realized that the list of occupational entities that had been provided was not comprehensive and there were changes that were brought about through the transformation act that affected that list and so staff began to confirm the accuracy of the licensing directory that had been used by the red tape reduction working group and in conducting that survey several corrections and additions were made to the previous list the bureaus provided us with a corrected listing for group one that's a d1 i think in your pack there and so we will need to vote to adopt this group one since we had voted to adopt the other and there's been three minor changes i think all right we have a motion we have a second we have a second all those in favor say aye all opposed no all right that will stand adopted uh okay thank you the uh item let's look at item d2 that is the uh timeline for the different groups i guess that actually was changed also for the same reasons so i guess we'll need a motion to, uh, to swap this one out, you know, update it, I guess. Um, we had a meeting this last week with NCSL, NGA, which is the National Governor's Association and the Council of State Governments that we had started a little over two years ago with on working with the Occupational Licensing Research Consortium. We had Senator Cooper and I and then some of the staff from the House and the Governor's Office was at this meeting. and it was a continuation and a finalization of some grant money that was put across the U.S. There was 15 states there talking about the same thing. Richard was at one of the first meetings and Senator Garner also that we went to. Arkansas is way ahead of the game than most other states. We are really doing a great job. They are amazed at where we're at and they're all trying to get there. there are some states that are right there with us but they were kind of already a little ahead of us when we started so we're doing some we came up with some new ideas at some point madam chair and mr. chairman we would like to make a report on that at one of the meetings in the future when the other people that were there Gary Isom with the Realtors Board was also there and And Gary's been a very valuable asset. He oversees the OLAG board that actually is all of these groups of licensees. So we would like to do a report probably maybe in either October or November, whenever it is convenient for you all. But we had a great time, and that will be the closeout of that. But we do have – they will still be on board to help us with anything we need for the next – until June of next year. So thank you all.
