On House Bill, what is that House Bill, number 1854, Representative Hillman, you'll recognize to present the amendment. We may need some explanation on this. Thank you, Mr. Chairman. When this

bill came through the Ag Committee before, it was, it's a straight cleanup bill

to make sure that the plant board was doing what had the people on the board

Representative David Hillman Unverified 0:32
that they thought would be on there. It got over to the Senate, and they put an amendment on the bill over there, and what the amendment does, instead of

Speaker 4 0:46
having someone, the original, the way the legislation is now, there's one position on there for the Feed Dealers Association. Feed Manufacturers Association. Feed Manufacturers Association, that's right. And that association either never existed or it hasn't been in existence for a long time, and that position had been traditionally filled by the Poultry Federation and their feed manufacturers over there. That's the way

it was. The other one was cotton oil market. Well, the other change that was proposed in the original bill was giving

the Department, I mean, the Division of Agriculture of the University of Arkansas, the vice president, the ability to appoint two non-voting members to the board rather than have those designated in the legislation.

Representative David Hillman Unverified 1:43
In the Senate, that got changed. They now have a person on there from the Oil Marketers Association. And when I heard about that, the first thing I thought was why. But after some discussion

Speaker 4 1:57
and things like that, it's logical to have those people on there because the Division of

Weights and Measures is part of the state plant board. And when there's a problem with some of the things they do, they check every scale in the state, whether it's in a grocery store or truck scale or whatever. and they go by and they check the the pumps at the gas stations to make sure that they're going in that that they're accurate and everything and a problem they've been having is they've been finding water in the gasoline and they've been shutting the filling stations down until they got them fixed rather than just giving them a warning and giving them a certain amount of time to get it out and stuff like that. So that was the logic behind putting the Oil Marketers Association on the plant board. It will give the Division of Weights and Measures, who is part of the plant board, they feel like they're a stepchild. They'll at least have someone that they can go to and someone that can kind of look over them and guide them in that direction. The other one was, there's one person on the board for fertilizer and cotton oil mills. There's only one cotton oil mill left in Arkansas, and so they took the cotton oil mill off and

Speaker 4 3:32
gave that to the Plant Food Society, which are the people that do the fertilizer. And that's about the

best that I can tell you. Senator Caldwell chose not to be here this morning. I'm sure there was a good reason for that. But with

that. Okay, any questions from the membership?
▶ Play Suggest a correction Report an error
Representative Rick Beck Unverified 3:55
Representative Beck, you got a question? I'm having trouble with the amendment. This is on line 31. I don't understand. And are we just deleting the cotton oil mills? The way the amendment reads, it doesn't look like it's right, if you go back to the bill. Like I said

Speaker 11 4:21
before. I might not be reading it right
▶ Play Suggest a correction Report an error
Representative David Hillman Unverified 4:24
or something. Okay, like I said before, there's only one cotton oil mill left in Arkansas. So if you have a cotton oil mill representative on there, it's going to be a

Speaker 4 4:37
representative of that one company. And, quite frankly, I don't know how much longer that cotton mill is

Representative Rick Beck Unverified 4:46
going to be in existence. Okay. All right. No, I'm fine with that. I'm just curious as to the way the amendment

was written in. Okay. And, Representative Hillman, some of them came in a little bit late here in the members, so we'll kind of go back. The contention is on the last part of the amendment here where we've stricken a feed manufacturer actively engaged to be elected by the Arkansas Feed Manufacturers Association. That association does not exist anymore, and that position has been being filled by the plant board or the poultry federation, correct? That's correct. Okay. And now the Senate has stricken that and put in a member of the Oil Marketers Association, and they feel that is, help me walk through this, they feel like the Oil Marketers Association is germane or should have a seat on the plant board because the service stations, retail service stations, are regulated in a degree by the plant board through the Division of Weights and Measures.

Speaker 4 6:03
Is that correct? That's correct. Now that I've got my glasses, I can actually read the

bill instead of having to stumble through it with my memory, Dan. I thought you was going by memory, and that's kind of shaky there. But anyway, members, are there any more questions on this? You know, Representative Hillman, the Poultry Federation, where they've had a seat, to your knowledge, are there any rules or regulations that the plant board does that, I know the poultry industry utilizes a tremendous amount of soybean meal and corn and grain and stuff that the plant board's over to also regulate scales and that type of stuff. They do regulate scales and things
▶ Play Suggest a correction Report an error
Representative David Hillman Unverified 6:54
like that, but the poultry feed itself is not regulated in any way by the plant board. Okay.

All right. Members, any other questions? Can anybody in the audience speak against the bill, for the bill? Representative Hillman, are you closed for

your bill? I'm closed for the bill, sir.

Thank you. Do pass. Okay. Members, we'll have a motion to do pass. All those in favor, signify on the amendment. All those in favor, signify by saying aye. Aye. Opposed, nay. Nay. Your amendment's passed, Representative Hillman. Okay. Now we do pass on the whole thing? Are we through? That's it. Okay. That's it. We just concurred and sent an amendment. Okay. All right. That's it, folks. Meeting adjourned.
