House Bill 1984 is to amend the Constitution for an economic development project. What it is is we actually have an opportunity to build a project in Jacksonville
that would help all of the central Arkansas area. It's a pretty big project, so we've worked on this to where we'll be able to do bonding and have the economic development designation for it. So you'll see on page two of it where we're adding sports complexes is designed to host local, state, regional, and national competitions, including, without limitations, baseball, softball, and other sports tournaments. We're hoping to bring a facility to Jacksonville called Smash It Sports.
They'll actually bring their manufacturing division from New York. Along with the complex, it'll probably be the country's largest softball complex. It's about a $35 million, $40 million project. okay members

All right. Members, House Bill 1985 is about the state water plan. The 2014 Arkansas State Water Plan described the vital importance of water in our state's prosperity and agriculture and the need to utilize water in a sustainable manner.
The plan indicated that critical groundwater areas in East Arkansas continue to experience declining groundwater levels and estimated a groundwater gap as large as 7 million acre-feet by the year 2050. The Water Resource Conservation and Development Credit is a great existing tool to help incentivize people in agriculture and farmers to make improvements to their land to better utilize surface water rather than groundwater. What House Bill 1985 does is it improves this existing incentive program by making the credits transferable.
This is a core recommendation of the 2014 State Water Plan. It's supported by ANRC, which is the agency that regulates these credits. There's no known opposition. Supported by Farm Bureau, Arkansas Ag Council, Arkansas Rice, Arkansas Soybean Farmers, and Arkansas Association of Conservation Districts. I'd be happy to take any questions. The bottom line is if you don't have any tax liability, then there's really no incentive for you to make improvements to your land and get this credit because you don't have any tax liability to use it against. This would make it so that you could sell that credit if you don't have any liability or transfer it to somebody else. So that will help incentivize a farmer to make improvements to their ground,
better utilize surface water, and still get a benefit from that. I don't think it has anything to do with individual water districts, but, yeah, I'm being told no. Thank you. Thank you, Mr. Chair. Representative

the help the representative out sure Andrew Grubmire with the Agricultural Council of Arkansas so the way the way the credits work now at ANRC is is you you apply for the credit
You're issued the credit if you meet all the eligibility requirements. And then you have most of them are three years in which you can claim the credit. So, for instance, you may get a $27,000 credit value, and you will have three years to do it. The maximum amount you can claim each year is $9,000. Okay. Thanks. Seriously, this bill provides for if, let's say, like a deer is killed on a road or something like that, it can be donated to a food bank or something like that with no liability transferring back to the person that actually accidentally killed the deer or the cow or whatever like that.
Very simple bill and just removes liability from the person, and that way the animal won't lay there and rot and can be used for something. I'd be glad to answer any questions
