Chair sees a quorum. We're going to go ahead and start with Senate Bill 602. Representative Davis, if you would have a seat down there and please explain the bill to us. If I don't have

to sit down, I'll do it like this. This is a mirror image of the other small cell bill we heard.

Any questions from committee? Seeing none. Got a motion? Got a motion to pass. Anybody here to speak against the bill or the bill? Seeing none. Representative Davis, you closed for the bill? Closed. All right. Motion to the committee is a motion to pass. All in favor say aye. Aye. Any opposed? No. Congratulations. You passed your bill. Thank you, Mr. Chairman. Thank you, committee. Good thing you didn't recall that. All right. So we're going to move to House Bill 1970. I'm going to turn it over to Representative Whitaker real quick. Representative Meeks, you are recognized to present House Bill 1970. All right, colleagues, all this does is right now the Department of Information Services has a sole source contract for the folks that manage the state's websites. They want to move it from sole source to competitive bid. That's all it does. And with that, I'll take any questions. Any questions from the

committee? Does anybody in the audience like to speak for or against the bill? And we have a motion to do pass. All in favor, say aye. Aye. All opposed? Congratulations. You

passed your bill. All right. So, Senator English, which bill do you want to start with? 589. So, colleagues, this will be Senate Bill 589 to amend the duties of the data and transparency panel.

Chair Unverified 2:05
And, Senator, you're recognized. Thank you. And I have Jennifer Davis with me from the Department of Information Systems. And this does two things. One is it increases by two agencies the transparency panel. And then it also works to develop a longitudinal system that links the existing siloed agency information. This is to pull our workforce development programs together and begin to figure out what we're spending our money for and where we have duplication of services and how do

we do a better job. Okay. Committee, any questions? Okay. Seeing none, it's a will of the committee. Okay. We've got a motion to do pass. I'm here to speak against the motion or against the bill, for the bill. With that, Senator English, we'll close for the bill. I'm closed. All in favor, say aye. Aye. Any opposed? Okay. Congratulations. That one's passed. I guess now we're going to move to Senate Bill 656. We're going to do this slightly out of order. Okay, Senator, you're recognized.

Chair Unverified 3:09
Okay, thank you. This basically sets up a legislative task force to begin to look at working with the Department of Information Systems, looking at basically how we use all the data that we have here in state government to make much better decisions we will have appropriated about 27 billion dollars during this legislative session which is state and federal dollars and we have absolutely no idea what we spent it for or what the results are so hopefully this task force will be able to help us begin to figure out how look at

these things okay all right colleagues any questions on this okay

Representative Jim Dotson Unverified 3:55
representative Dotson thank you mr. chair sender English this task force is this being set up similarly in organization to like the previous task force like the tax relief and reform task force and yeah but it's very short so it's sorry so it and it lasts uh till the end of next year i'm saying okay this year end of this year end of this year okay so it won't be as big in scope no

Representative Frances Cavenaugh Unverified 4:32

of estimate of what it might cost for this task force? No, we don't. The staffing is going to be by the Bureau of Legislation. Our Bureau will be doing that.

committee? Seeing none, is there anyone here to speak against the bill, for the bill? Seeing none, Senator, would you like to close for the bill? I'm closed for the bill. Okay. Committee? Okay, I've got a motion due pass. Any discussion on the motion? Seeing none, all in favor say aye. Aye. Any opposed? Okay, congratulations. That bill has passed. Thank you very much. And last bill, and I wanted to save this one for last because this one's a, I think will be of greater interest to the committee, but this is going to be Senate Bill 632 to create a cyber alliance here in the state. And Senator, you're recognized to present. Thank you very much. Oh, I'm sorry. There's an amendment for this bill, and essentially what the amendment does is add me as a co-sponsor. It makes a slight change, and it should be on the tablets. I want to review that for a moment. Okay, I got a motion to adopt the amendment. All in favor say aye. Aye. Okay, Senator, it's not on your amendment tab. Are you ready? Okay, you good, Representative? Yes. Okay. All right, Senator, go ahead

Chair Unverified 6:06
and present the bill as amended. Thank you very much. So this is a tremendous opportunity here for us. This is creating a cyber alliance with the Department of Economic Development, and I have these wonderful gentlemen here with me to talk about it. And here's Lee Watson and Sergeant Anderson and Rob Ader with the Department of Economic Development, who's the military, kind of military affairs person there. So we have a great opportunity here in the state of Arkansas to begin to look at cybersecurity and all of the things that are out there, the things that could possibly be here in the state. So I will turn it over quickly to Lee Watson. Okay, Mr. Watson,

if you would just introduce yourself to the committee and then

you'll recognize her. Sure. Lee Watson, previous founder and CEO of the Venture Center and Innovation Program here in Little Rock, where the state of Arkansas and FIS is a big partner, and now the CEO of Forge Institute, putting together a public-private partnership to address significant cybersecurity issues. For the last year, we've been working to build this public-private collaboration to look at the more significant cybersecurity threats that critical infrastructure owners are faced with. We know that private sector companies operate over 90% of this critical infrastructure. So this is the power grid, the financial services system, the food supply chain, and others. We launched in December. We had 130 chief information security officers, great participation from the state, from Adam and DIS, as well as the governor and the Arkansas National Guard. We're working this summer through a grant that's forthcoming from AEDC to build an analytics capability to support public and private partners in the state to identify if there are significant foreign threats inside their networks. Because of this collaboration, we've been able to spark a lot of really great interest from folks in Washington, D.C., from the Department of Defense, Homeland Security, as well as the intelligence community. There are many, many great opportunities that our state can go after, and we see it really starting with this piece of legislation. The legislation, when it passes, will allow us to pull folks together in the state and begin to look at the talent workforce issue, K-12 through college, and information sharing between companies in the state to, again, look at where the more significant threats are.

Ready for questions? Colleagues, any questions on this?

Representative Jim Dotson Unverified 8:53
Thank you, Mr. Chair. Do you have a cost analysis on what, is there a fiscal impact on
▶ Play Suggest a correction Report an error
Chair Unverified 9:01
this? No, we don't have a cost analysis. Right now, there really is kind of just everybody working together, but nobody's getting paid right now. We don't have any funding.
▶ Play Suggest a correction Report an error
Representative Jim Dotson Unverified 9:14
Where would funding come from? Well, hopefully if they're in
▶ Play Suggest a correction Report an error
Chair Unverified 9:18
the next fiscal session, if we can show a need and putting a funding proposal together, that might come during the fiscal session. And it's my understanding, too, that there could be federal dollars
▶ Play Suggest a correction Report an error
Representative Stephen Meeks Chair Unverified 9:33
also to help with this problem. Is that a correct understanding? There are lots of
▶ Play Suggest a correction Report an error
Speaker 42 9:40
federal funding opportunities, and I think we need to show as a state that we're coming together to address this issue. There are any number of different departments or agencies looking to try out new capabilities, and we're hoping to show that Arkansas is a place to do that. Any other questions? Representative Kavanaugh. Thank you,
▶ Play Suggest a correction Report an error
Representative Frances Cavenaugh Unverified 10:03
Mr. Chair. So this is basically setting up the framework, and if we can find the funds, whether it's in state or federal or private, this will give us the opportunity to move
▶ Play Suggest a correction Report an error
Chair Unverified 10:14
forward. We have a great opportunity for doing something new and different here in the state, kind of like what do we want to be, not what we are, but what do we want to be, and it'd be too bad not to take advantage of this opportunity with people who really understand it and hope we can build something great for the
▶ Play Suggest a correction Report an error
Representative Stephen Meeks Chair Unverified 10:36
state any other questions okay uh saying none uh is there anyone here in the audience who would like to speak against the most the bill for the bill okay seeing none i'm closed you're closed and we got a motion do pass all in favor please
