And Representative Gates, identify yourself and explain your bill. Thank you, Mr. Chair, committee. When I presented this bill, this was the bill that had to do with tags for surviving spouses of the Purple Heart, Congressional Medal, Honor, and the Silver Star. I said then we would be amending it on the Senate end to include a decal and add a Senate sponsor. And that's what this is. It just adds what we promised we would do when we presented the bill.
I'd appreciate a due pass. Entertain any questions. Any

your bill thank you mr chairman so committee
i was here previously and i ran
this bill it got out but then we ran into some trouble because what we did was we redefined in the original bill what an atv is and that started causing complications people started questioning where they'd be able to ride so we just took out that and now we are not redefining what an atv is that's completely struck and the amendment it's engrossed in the bill now all this bill does is allow employees of the department of parks and tourism to cross the highways to cross the streets only in furtherance of their employee activities
and only while riding a department-owned ATV. So, frankly, it's probably happening now. This is just legalizing it for them. There's no opposition, and, again, I just had to amend it because of taking out the definition of an ATV. So I'll be glad to take any questions. Any questions from committee? Anyone in the audience to speak
Speaker 3
2:40
against the bill or for the bill? Are you closed for the bill?

Speaker 19
4:33
you can present your bill have anyone coming to the table with you thank you Mr. Chair all the same guys
Speaker 24
4:55
that joined me last time come up if you don't mind identify yourself and who you're with all right so those of you that were here uh was it yesterday the day before we ran an electric scooter bill and we have introduced this new bill it's a bit of a stripped down version
with the changes that the committee brought to my attention last time so I think we have a good bill now that everyone can can live with I'll let Speaker Stovall walk y'all through some of the changes that we've made identify yourself Mr.
Speaker 25
5:24
Chair members of the committee Bill Stovall with WSG consulting representing bird scooters okay good the 1982 I thought the gentleman yesterday kind of made a lot of sense to me that spoke against 1619 talking about the definitions
talking about the insurance requirements those things that are beneficial so we drafted a bill with with those elements in it in 1982 in addition to the data sharing in the regulatory part working with the municipal league uh there's a couple of lines they would like to have in it i told them that we would agree to put them in in the senate uh they they said that was okay then i had a thought come to me that we could take 1619 make it look like 1982 with their amendment
bring it before you this morning hopefully in just a few minutes and if there is a supplemental calendar this afternoon like there was yesterday it can be amended on under motions to amend this afternoon and it can be the bill that runs clean to the senate tomorrow and it'll still have an opportunity to get through so i'm just trying to keep the keep mechanic at it to keep us all the changes but so we'll have a amendment shortly for 1619 that makes it look like 1982 with the
Muni League's changes. Okay. Representative Whitaker, do you have
Representative David Whitaker

7:01
a question? Thank you, Mr. Chair. Speaker Stovall, just very quickly, could you just summarize the gist
of what the Municipal League has asked for? Because I haven't seen that yet.
Speaker 25
7:12
Yes, sir. It's on my phone
And I think there's a rule against it Can I walk away and then come back and read it That's at
Representative David Whitaker
Unverified
7:19
the discretion of the chair Yeah Go ahead That's the information that he needs Yeah You can do it Yeah I think
committees were a little more liberal Than the floor There's a rule specifically against
Speaker 24
7:37
this He knows the rules too yeah we're going to do a little show and tell for y'all too we have one of those lime scooters if the chair doesn't mind mr paschal bring it
Speaker 21
7:47
out here so i'm sure a lot of you have seen
these around towns they've been out for a while now in little rock but
Speaker 40
7:59
we've got one of the lime scooters here you scared to ride it
Speaker 24
8:24
I wish we could say we'd give you all a free ride if you
Speaker 25
8:31
vote for this, but I don't think we're allowed to do that. Thank you. Thank you, Mr. Chair. Mr. Whitaker, page 3, line 3, delete that line and replace, except as otherwise provided by law, a local authority may establish reasonable standards, rules, or regulations provided for, one, the safe operation of electric motorized scooters, and two, the presence of electric motorized scooters on public property.
and B, a local authority may require a scooter share operator to provide, and that's where we get into the data sharing. Okay, thank you. Yes, sir, thank you. Anyone else? Mr. Chair, I might also say if you all have a few minutes after, I think the young lady from Lime will show you how the mobile application works and all of those things, and we'll go over some safety issues with you as well. After committee? Yes, sir. Okay. Anyone have any other questions?
Senator Kim Hammer
Unverified
9:24
At the first of the bill, it's defining a scooter as one that doesn't go over 20 miles an hour, but you've got the 15 miles further down in the bill. Was that just to kind of cover things in case at a later date? Well, I'll let Bill touch on this
Speaker 24
9:47
too, but I believe that we did make a small change to the definition of scooters from what I ran a couple days ago and it is 20 miles per hour now in the definition because I
think that's the industry standard definition for an electric scooter but still by law if we pass this the max speed will be 15 miles per hour and I think the applications and the technology will limit the scooters to 15 miles an hour for max speed. All
Speaker 13
10:17
right. Thank you. Anyone else in the committee? Anybody in the audience will speak against this
Speaker 4
10:23

opportunity to come and present a bill.
This is a Gold Star bill. It's going to be designating Gold Star Family Highways, and those highways specifically honor our fallen service members and their family that have served and died overseas. These routes are the ones that would be considered becoming Gold Star. It's Highway 163 North from its intersection with Highway 42 to its intersection with Highway 310, and then also the Wilbur Mills Freeway, which is Interstate 630.
Just be sure to clarify this. It would not replace the Wilbur Mills Freeway. the gold star fan the gold star designation would be underneath that particular sign just like if you drive interstate 49 you'll see the john hammersmith highway and then it has the purple heart designation below that and i would ask for a good vote anybody in committee have a question
