So, this morning we have a couple of pages for Senator Bond, I think, with us over here. And you want to
tell us who you are? Carson Palmer. Carson Palmer. Carson Palmer. All right. Good to
Speaker 5

I don't know how these will go, but we have a sign-up sheet over there if anybody wants to speak for or against. And the first bill that we have, this one's been on here a while, SB 613. Don't see Senator Irvin, so that's probably going to be off the agenda after today, House Bill 1623. That's dead. That's dead, okay.
House Bill 1557. Anybody here to run that? I don't see.
Chair

Okay. All right. House Bill 1557. Senator Hill is going to run that for him.
Speaker 5

You're, good morning, you're recognized, Senator Hill, and when you get ready, you're recognized. Senator

Rickey Hill, District 29, here with HB 1557, and I'm going to turn this over and let them discuss it. Sure. Good morning.

My name is Brian Bowen. I'm a Deputy Attorney General with the Attorney General's Office.
1557 is actually our bill. It is solving a problem that we are having with FOIAs on medical marijuana dispensaries and cultivators. People are FOIA-ing their security plans and blueprints. It is a security issue for us, and we'd ask that you pass the bill. Okay. Thank
Chair

you. I remember I did one for power companies, municipal power companies a few years ago. Senator
Pitch, do you have something?
Senator Mathew Pitsch

bills. It's kind of my state standard question. Do we go to the FOI committee and they're good with
Brian Bowen

this? Representative House did go to the FOI committee and they are okay with the bill.
Speaker 5
2:47
All right. Anyone else? Anybody in the audience want to weigh in on it? Seeing none, so what's the will of the committee? On that, I'll

Second. All in favor say aye. Aye. Any opposed? Motion's carried. Passed House Bill

Okay, the next bill will be House Bill 1920, and I believe that we have the sponsor of this bill or somebody to present this bill on his way so we will

you, Mr. Chairman. And in getting asked to prevent this bill, he gave a close friend of mine who was the chair of the board up until just recently. He's been in support of this bill. And so with that, I'm going to let him prevent the nuts

Senator Pitch. My name is Brad Henry. I'm the vice president of development finance for the Arkansas Development Finance Authority. The bill in front of you is House Bill 1920.
Really, we're just trying to do a little clean up here. Over the last few years, several programs, both state and federal, have been created. And they were to do very specific things, but it's cumbersome to manage and cumbersome for the public to understand. And we want to consolidate those down to two programs so that we can run it more efficiently, essentially. We're not asking for any new money. We're not asking for any new programs.
The existing programs don't get any general revenue, so it doesn't affect the budget in any way. We're just trying to do a little cleanup here. Happy to answer any questions. Our governor's office is supportive of this. We run it through the governor's office through their procedures, and they're in favor of us doing a little cleanup. Happy to answer any questions. Okay. Any questions from the
Speaker 5
6:18
committee? Seeing none, we have somebody here signed up, I think, for this.
Speaker 24
6:29
That's my boss, Cheryl. Oh, okay. All right. I don't need to speak. You don't need to speak for it? Okay. Okay. So we have a motion. You're closed, I
Chair

Senator Mathew Pitsch

that I do now remember this bill, having talked because we have another person from Fort Smith that's on the board that I had talked with as well about this. So I knew

about this. So you're making a new pass and I see a second from Senator Johnson
and all in favor say aye. Aye.
Speaker 24
