Bill 295. Senate Bill 295 is to promote the collection of labor market data to require employers to participate in surveys conducted by the Bureau of Labor Statistics of the United States Department of Labor and for other purposes. This bill will increase the availability of labor market data at the county and city level, will assist in the recruitment and retention efforts of employers by providing more detailed wage data, will provide educational entities with more detailed data to develop curriculums in line with Arkansas's economic development into the future. This bill is nothing new. There's 33 states that already does this type of surveys, and this would kind of align us with recouping statistical data on our employers. Bridges. Committee, I am happy and elated for another opportunity to bring this bill before you. And I wanted to do so because we did get so very close to the 11 votes that we needed. And since then, I've had wonderful conversations with other members on this committee and outside of the committee who have expressed support for this bill. And so I wanted to be able to not only bring it before you again, but just share a little bit of information that we didn't get to share last Thursday. I won't take up a lot of time. I just wanted to say on the front end in reminding you that there are 10 other states that do this, that the bill that is before you in 1771 is not only a template somewhat of what has been successful in 10 other states, but has an Arkansas distinction to it. And the distinction is that this bill does not place undue burden on anyone except, I won't say undue burden. It doesn't place undue burden on anyone and places only a one-cent burden on consumers. And the burden that we experience right now is already on consumers. And I would also add that bottlers, manufacturers already have demonstrated a willingness or demonstrated an ability to be able to participate and do this successfully with way more responsibility than this bill requires. Hi. First, I would like to point out the benefit of implementing a container deposit law has had on states with this type of legislation. By not implementing a container deposit law in our home state of Arkansas, we are neglecting our state and missing out on various economical, social, and environmental benefits. One-third of beverage containers are consumed on the go. I only know of one gas station in Arkansas that has a recycling bin. Container deposit laws encourage those who are not already recycle-minded to save their bottles and cans and to redeem them for a deposit. Fifty deposit programs exist worldwide. Nine of those were implemented in the past two years. These programs are gaining momentum as environmental concerns increase among constituents and communities. Implementing a container deposit law in Arkansas would put our state, the natural state, ahead of this curve. In Oregon, by the third quarter in 2018, a collective $1 million was raised for various fundraisers for their state via Bottle Drop Give. The Oregon Beverage Recycling Coalition alone employs 479 people. Michigan sees a savings of $8.3 million annually in litter cleanup and an estimated savings of $4.6 million from reduced farm damage. The state of Iowa recycles 92% of their glass bottles, 88% of aluminum cans, and 76% of peat number one plastics. $36 million of scrap value was salvaged from Iowa landfills, and their system supports 870 jobs. The advanced material fact sheet was quoted last Thursday, which portrays Arkansas having a 46% recycling rate. I found this astonishing when I first started using this data in 2017. The national recycling rate is 38%. So how could we in Arkansas have a higher one? After further research, which included reading each of the 18 solid waste districts 60 page documents that are called their needs assessments, we located this discrepancy. The percentage is based solely on information provided. There were multiple accounts where private waste haulers chose not to report the amount of material that they were sending to our state's landfills. Therefore, this current rate is incorrect. Fraud accounts for only 2 to 5 percent of the total 50 billion containers that are redeemed in the U.S. annually. If fraud were widespread, we would see a national redemption rate of 100%. Instead, it sits at an average of 80. Also, our bill has specific language to target the reduction of fraud. Fines for fraud are high, while the redemption centers are, if catching fraudulent returns get to keep half of those fines. A common argument against deposit systems that we see from the beverage industry is that cigarettes are the most common type of litter. This is a red herring fallacy for it tries to deter from the issue at hand, beverage container litter. In 2018, there was a global plastic litter audit titled branded. 10,000 volunteers orchestrated 239 cleanups in 42 counties. They collected 180,000 pieces of plastic litter. Wouldn't you know that the world's top polluting brands worldwide were In Order, Coca-Cola, PepsiCo, and Nestle, all beverage container brands. Educational stunts and piddly grants done by these companies will not address these issues like deposit legislation has proven to. So why do these companies continue to ignore the facts that support the benefits of deposit laws, spread arguments of fallacy, and refuse to take on any responsibility for their products? Thank you.
