Being an RN for 14 years and having the opportunity to work at Children's and seeing what an awesome job they do with education across the state. I really became familiar with SIDS working there and also working at UAMS with the NICU there, visited with those folks there, and realized working with them on breastfeeding awareness and a couple of things. Every year in September, they do a whole month of SIDS Awareness Day. So I wanted to bring this forth as a resolution for all of you to be aware of that so when September gets here, you can be involved and be a part. We're hoping with the rule that we passed, which I'm in Senate Public Health today with on the Maternity and Mortality Infant Review Committee, one of the things that we really will be discussing is SIDS. So it all ties in together. I just want you guys to be aware. It's just a way for us to bring awareness to it. The more that we can educate people, the more we'll make an effect on that. So it's really what this is all about, having you and our constituents aware of SIDS and what we can do to change those numbers. and thank you madam chair committee um this this was senator ervin called me this morning asked me to come down here and run this for her oops um and this is to uh designate may 2019 as cystic fibrosis awareness month um and i could go through and read the whole thing but uh she sent me some really delightful pictures of a young man they brought in to the senate the other day and uh he's suffering from this disease one thing that stuck out to me was um like the median range for these folks to live um is age 40 and i had a really really good friend when i was a teenager that he had cystic fibrosis and he was just a delightful young man and he passed away and it's been quite a while ago but he was always near and dear to my heart so um it would just be an honor if i could get a due pass on this resolution are there any questions current

you. I just want to quickly say how good it is to be back in aging children. We are bringing a bill today that would really establish something that doesn't exist in the country, but do it in a way that helps us generate more dollars for tourism, particularly in the Delta. Um, you all may not know it, but Arkansas boasts the largest number of music highways in the country. All of those music highways are contained in the Delta region of our beautiful state and, um, including the rock and roll, uh, music highway. And what we've been doing is working with the arts and tourism community to bring together a bill that could help us with a very small investment, uh, create scale art along those highways, uh, to promote the arts, to promote our music history and our music heritage and to promote tourism. We miss out on a great deal of tourist dollars, particularly international dollars. People come from Europe and Asia and they miss Arkansas. They head over to Mississippi, they head over to Louisiana, they head over to Tennessee and Memphis, but they miss Arkansas. And so what we want to do is tap into the heritage and the history and the many awesome figures who have come from Arkansas and, uh, made such an incredible contribution to blues, uh, rock and roll and other genres highlighted by our music highways. And the, um, we've met with the governor's office who, um, they're definitely not against it. They've actually, uh, they were supportive in helping us find, um, a way to do this in our initial, uh, amount in the bill was 2.5 million. But what we did was scaled it down at their request to $250,000, uh, as a pilot so that we could, um, through a commission to create the parameters for the tax incentive that would be beneficial for land holder, land holders, but would not include any capital improvement, but would only at $25,000 a project, um, and that would not pay for it. That would create again, a tax incentive would enable us, uh, to create, uh, up to 10, uh, uh, scale art projects as a pilot over the next couple of years. The goal, of course, would be to proliferate that area with scale art so that we could boast the largest mural park in the country. So that's what the goal is. And we've also talked with the Department of Heritage about exactly how we could best do this. And with that, I would like to turn this over to Representative Chet. Thank you. This is kind of a larger scale of what Clarksdale, Mississippi has, and it's a very cool and unique environment down there. And Representative Flowers brought this idea to me. And like she said, there's a lot of highways up and down the Delta. And actually, Rock and Roll Highway 67 Highway comes to my district, where Donny Cash is, and Elvis Presley, and so on and so forth. for us. So anyway, long story short, um, um, been down through Clarksdale, Clarksdale, Mississippi several times and, um, see what they've done down, down there. And then she has this idea about bringing this up all up and down the Delta. And I just think it was a worthwhile idea. So I just wanted to support it a hundred percent when you guys know I support it a hundred percent. So when we visit with the governor's office, he's not committed the funding yet, but, uh, they're taking a very serious look at it for us.
