John has served a great career here with the Senate as a great example of what it's like to be a public servant both to the public but also to us which is not an easy thing to do, and so anybody that hangs around as long as he did here deserves some recognition, and we're proud to have his family with him, and want to recognize Senator Hester for the comments he has, and then Madam Governor, we would have Secretary Reed the resolution, please.

He served a year for every member in here, and that was quite an accomplishment, and he took us from radio addresses to social media expectations and transitions and 35 members won 35 different things all the time and that was a very very difficult time and you over 30 with all the different changes in in the world and we are so grateful for your service so grateful for your time so grateful for your smiling wife always to be around here as well anyway we're glad to have this time it was a much-deserved honor. Thank you. You know, when I met people outside of this body, outside the Capitol, who asked me what I do for a living, my stock response for 35 years was I had the easiest job in the world, which was to make the Arkansas Senate look good. Because, I mean, it truly is an honor and a privilege, always has been, to work for, number one, this institution on the south end of the building, which I always called the business end of this building. But then the individuals, and there's been a lot of y'all because of term limits, something about getting elected to the Senate brings out the best in y'all. Madam President. And members, this is a special time and I'll tell you more about it, but I'd like to ask for leave for my friend Justin Tate and his family. All right. Come here, Justin. so members uh justin and and i'm gonna have the the secretary read the resolution but but just a little bit about justin he's from elkins arkansas he is an accomplished special olympian the guy can run justin and i justin boyd and i have uh decided we're never going to ask him to join us he's that good of a runner. But in 2026, the Special Olympics is about to kick off here in June in Minneapolis, Minnesota. And he was chosen, one of eight Special Olympians chosen, to carry the torch in the law enforcement torch run across the country. We're starting in one part and ending in the other. And he will also be one of the ones that gets to run into the stadium. Just like they do in the regular Olympics every four years, he will be able to carry that and hopefully he'll be the one that's chosen to actually represent Arkansas and carry the torch in. But the final leg program is a program that was added several years after they had started that. But law enforcement is the largest grassroots fundraiser for Special Olympics. And so I wanted to honor him today. And so, Madam Secretary, if you would read the resolution.

and athlete. Whereas the 2026 Special Olympics USA Games are set to begin on June 20th, 2026 in Minneapolis, Minnesota. And whereas since its founding in 1981 by Kansas Police Chief Richard LaMunnion, the Law Enforcement Torch Run has grown to be the largest grassroots fundraiser for Special Olympics. And whereas since 1987, as part of the final leg program of the Law Enforcement Torch Run, law enforcement officers and Special Olympians from around the world have been chosen to represent their country, state, and carry the Special Olympics torch known as the Flame of Hope to the opening ceremonies of the Special Olympics World Games and Special Olympics USA Games. And whereas the final leg of the law enforcement torch run is the culmination of long periods of training, fundraising, awareness efforts, and preparation for the Special Olympics, and is the final torch relay of the Special Olympics in which the guardians of the flame bring the flame of hope to light and cauldron at opening ceremony of the Special Olympics Games and symbolizes the official start of the competition. And whereas there may only be up to eight Special Olympians chosen as Guardians of the Flame for a specific Special Olympics. And whereas Mr. Tate was chosen to participate as a Guardian of the Flame in the final leg. And whereas Mr. Tate was chosen to be a Guardian of the Flame due to his dedication and passion to supporting Special Olympics Arkansas as well as his conditioning and ability to run up to five miles per day and whereas his role as guardian of the flame mr tate will carry the flame of hope to the opening ceremonies of the special olympics usa games and whereas the duties of the guardian of the flame will begin for mr tate on may 30th 2026 and mr tate will run across the united states until the beginning of the opening ceremonies at the special olympics usa games on june 20th 2026 in minneapolis now therefore be it resolved by the senate of the 95th general Assembly of the state of Arkansas that the Senate congratulate Mr. Justin Tate for his selection as a guardian of the flame of the final leg of the law enforcement torch run and laud Mr. Justin Tate for his dedication and passion to supporting Special Olympics Arkansas. Senator Dismayne, you're recognized. Thank you, members. We had an amendment in special language to Senate Bill 77. That was the AETN-PBS matching fund. Originally, it had a transfer of GAD. the amendment was to remove that, so there is no funding tied to that from the state. I mean, we didn't anticipate if there's a successful fundraise that eventually the governor's office would make a request for restricted reserve transfer, which will be coming before us in ALC. But we're way ahead of that in that conversation. But anyway, to be able to move things along, I'd like to make a motion to suspend the rules to adopt Amendment 1 to Senate Bill
