you, Mr. Chair. Representative Cameron Cooper, District 57. My resolution is for the Mount Vernon Enola Warhawks Ladies Basketball Team. Mount Vernon Enola is a rural district in my district. It's partly in Faulkner County partly in White County the senior girls basketball team won the state championship this
year as well as last year so they're back-to-back champs so got this resolution to honor them and whatever day we can run this on the house floor next week assuming you approve it today we'll have the team down here to honor them in the house
gallery I see they went 43 and 0 and their head coach's last name is Carlton which I think is fabulous so all right any questions by the

up. Okay. Good afternoon. Thank you, Mr. Chair.
Members, I'm here to present House Resolution 1027 in recognition of Parliamentary Law Month April is being recognized across the nation as Parliamentary Month, and so I'm here today to ask your indulgence to allow that to take place here in Arkansas. I don't know if you all are aware, but more than 200 years ago, parliamentary law came into play, and Robert Martin was one of the first to,
Well, Thomas Jefferson, first of all, in 1800, Thomas Jefferson made the first manual of parliamentary law. Then after that, it was Robert Martin. And then subsequently to that, about 50 or 60 years later, the California legislature decided that they wanted to make law for their legislature. So that's where we get our Manson law from. So the Manson law is the one that has been adopted by Arkansas. So that is the one that we have here. So I personally am a member of the Arkansas Association of Parliamentarians,
and so I would like for this committee of the House to recognize April as Arkansas Parliamentary Month and recognize not only the National Association of Parliamentarians, but the Arkansas Association of Parliamentarians and the Pink Diamond Association of Parliamentarians, which I am a member. Thank you for your indulgence. I would appreciate a good vote. Very good. All right. Yeah,
Speaker 7
3:13
well, we've got the House of Parliamentarians sitting right next to me,
I'm sure. Yeah, he's in supportive of that.
You know, it's really what separates us from other nations is our adherence to order and rules so we can all present the best ideas. Deliberate assemblies is
deal. All right. Any questions by a member of the committee? Representative. So do we

not, I heard you say that we use Mason's manual. Mason's Manual. We don't use Robert's? No, we do not. At all? No. Mason's

If I may. Yeah. Yeah. Recognize. Thank you, committee and Mr. Chairman. In doing some work and without
stepping on the sponsors, Bill, and Toes, we've always used Masons. Masons is geared more towards governmental entities, and most, and I have the stats upstairs, There's 99 legislative bodies across the state because Nebraska has the one body. They only have one legislative body. And roughly 70% use Masons because it's geared more to that.
Roberts typically is geared more to business, nonprofits, for-profit organizations. And then you have the Jeffersonian Manual, which kind of, I guess you'd say, without starting an argument, birthed all of the subsequent ones. and it's used from time to time in D.C., but now presently the House and the U.S. House uses Roberts, but we've always, as far back as I can tell, the Arkansas House and Senate have referred to Masons.
Thank you. I was just curious. Thanks. I've got a little civics lesson in here today. This is wonderful. All right. What's

You are recognized. Thank you, Mr. Chair. Thank you, committee. Keith Brooks, State Representative, District 78. I will say I appreciate the civics lesson. I'm glad to know that we have a parliamentarian on the floor to keep watch on Mr. Vines. So it makes me feel much better. So thank you, Representative Springer. So House Resolution 1029 is to recognize the Central Arkansas Christian Mustangs 3A State Championship basketball team, won a 3A State Championship back in March in Hot Springs as their first boys' basketball state championship.
And we look forward to honoring the team in that outstanding achievement. and I would appreciate a motion to

they be? Let's see, Representative McNair was there sitting next to me rooting for the other team. Might have been Harrison? No, it wasn't Harrison. Was it Bergman? There you go. I knew it started with a B, Bergman. Because Bergman's boys and girls were both there.
And Bergman, by the way, Bergman was outstanding. Using that Mason's rules right there. That's good.

1033 is to honor the Harding University Bison Football National Championship. Won the NCAA Division II National Championship back in December.
Represented our state very well. I know that Chairman Wing has some pretty strong connections, as do I, with Harding University. And so we look forward to honoring Coach Simmons as well as all the young men and the other people involved with that here with their national championship. We don't have a lot of national championships outside of track and field. Obviously, we are flush with constant national championships in Arkansas due to our friends in northwest Arkansas always bringing those home. But we haven't had a football national championship at Arkansas since 1991. UCA won the NAIA championship that year, I believe.
So Harding brought us our first one in quite some time. And I'd appreciate a motion to do pass.
All right. As a Harding grad as well. That's good. All right. Any questions by the committee? What's the will of the committee? Got a motion to do pass. All in favor say aye. All right. Thank you, Representative Brooks. Thank you, Mr. Chair. Thank you, committee. Okay. We are going to move up to item number four on the agenda, House Concurrent Resolution 1002. Representative Garner, you are recognized.

And this is a familiar topic. It is a very familiar topic, and I am so excited to be here to explain why we're doing two. But this resolution is exactly the one we talked about for National Museum for Women in the Arts, the Arkansas chapter. and we did a House resolution and a Senate resolution and we also did a concurrent resolution which is what this one is so that we can send it to D.C. and it will be on the wall of the gallery at the National Museum for Women in the Arts. All right. Any questions by the committee?
