Yeah. Where they have both of you you are recognized because if you will call that microphone is to little closer to you. Thank you mister chair the emergency rule that is proposed to you we've completed the packet and submitted it but fundamentally the issue is. There was some there's been some county clerks who were accepting electronically signed voter registration applications from third party groups people set out how you want to read short about that kind of stuff. There were other county clerks that were not accepting electronically signed applications and the state board had the issue come before the on because of a request for declaratory order because we have the enforcement authority registration in election laws the declaratory order came before the board through that the board directed staffed prepared emergency rule and to respond to the declaratory order request. The emergency rule was drafted in last tuesday the board adopted it and submitted it for prolocation the emergency rule is proposed it basically does what the constitution has says to do in what we've been doing for the last twenty years on how voter registration applications are submitted there's categories of voter registration agencies dmv state revenue offers public assistance agencies disability agencies national guard public library those are registration agencies of those five three are allowed to have computer processes that would be the disability agencies the public assistance agencies and d m v stuff d and v for example are simply required to include computers as part of their processing the other two are allowed to if their systems are up for that this rule does is it requires if you submit a voter registration application other than through the dmv or those that are allowed by computer processes is that a wet signature is needed on on the application form which is what we have been doing for the last twenty years. The purpose of the emergency rules because we had voters that were being treated the election administrators we had voters that were being treated differently and one county that in another county and undermining fifty one we have expressed authority to all probably get rules for the uniform application administration of amendment fifty one that's what this rule is under what will happen is if the emergency rule is adopted we will then work on proligating a permanent rule that will allow for public comment public hearing all that input they will respond to but right now we we just wanted everybody treated the same so that uh an application in one county is treated the same as an application in another county with that i'll be happy to answer any questions. State that you want to make first. No mister. Questions we are allowing question from non membership. Do you have questions reps in your springer you recognize requ. Good morning thank you mister chair I see the clerk for plaski county here maybe she would want to come and speak to this she has it additional information that may be helpful to also one of the persons here. This is a executive he will be for question from legislators i'm lying non members that we won't be hearing from the that will be in the public comment well okay well then i'll just ask the question all right so um it seems to me and and I want that I was wanting to get an opinion from a see what some of the close that are here would would you not agree that the rule that you are from the proposal to be promogated will keep folks from being able to progress and be able to vote as they see feared in that sort of thing and do you think there is gonna be a determined to voting not at all and why is there because basically the rule adopts what we have been doing for the last twenty years for voter registration applications which requires it it has required a wet signature it doesn't affect the ability to register through d m v which is quite frankly the largest area that we get registrations from this rule doesn't prevent a voter applicate from contacting a county clerk completing their application with the county clark this doesn't prohibit a application from filling it out pretty good and signing it and sending in then this is just so the voter applicants in each county or treated the same follow up mr chair but aren't you given special favor to certain groups though and it seems like to me though needs to be equally what would spectrum everyone that's rather than this process I think you indicated that you only allow people from the due to the dmv what was the other counter you name to others so under amendment fifty one everything that's that is in this rule is based on a limit fifty one I understand but name the categories you you give three groups of you'd give three groups of people the ability to do it electronically however united line other groups to do it so it to me that limits certain persons from being having that same capability is other so what name again the three groups that are limited in the process so what I said in my opening was there's. Five groups that identified as voter registration agencies under amendment fifty one of those fab three are permitted to use computer processes of those three the dmv is required to use computer processes but also all of them have the paper form available also as part of the rule so what the rule is doing is doing what the constitution says that those five entities are the registration agencies of those five three are allowed to use computers the three that are allowed these computers are dmv and state revenue. Public assistance agencies wake the those type things and disability agencies that receive funding of those the public assistance and disability agencies can use computers but are not required to all if it's part of their process the d and v is required to like if you go over to your driver's license they ask if you want replace your voter registration and you get to sign through there that system is set up what this rule does is keep the status quote. For fan of customers mr china i'm going up got five other membership if you get back in okay thank you. Uh committee member rebellion furniture new record thank you mr could you mention real plotation agencies are we talking about state reabilitation agencies or real replication agencies that are non profit. I'm trying to find it in a minute fifty one that answer your question. So it's under amendment fifty one section five subsection b. One through four b two says office of driver services state revenue officers under three it says all public assistance agencies shall provide federal state mail voter registration application form and with each recertification renewal change bad name relating to such assistance policies who provide voter registration applications. And public assistance as you should also provide forms of the people are declined so these are public assistance agencies that are all that terms to find anywhere not then the same thing for disability agencies it talks about those are providing. They have rather paper form in. Where is a combined computer process for their intake is one of the things that the. Public assistance agencies can do I don't know if they're specifically defined anywhere or not I don't know your one followed question regarding that mister chair I would deliver research and gathering contact with the authority general is offers in his opinion they don't define what that means either and that's why I was asking the question because you do have some known profitable organizations that do assess they do receive federal phones and state files and so I was wondering would they be allowed to use this process. So you can answer their questions though i'm not sure I can answer the question the approach to this on the emergency role is to maintain the status quo and the standard so if the agencies were doing that beforehand before in the last over the last twenty years and the receiving public funding is part of their assistance they may fall into that category if they have that as part of their computer processes that would be one of the issues to bring up through the permanent permanent rule prolification process and identify that is an area that needs clear to your definition you're one of the question mr chair then i'll get back in cuba forget another question that would with this prohibit individuals from using the electronic signature to the secretary state office. Yes. So it would prohibit an individual if an individual wanted to do it correct and in the reason is is undermining fifty wine. The signature of an applicant is more than just an affirmation that i'm qualified to be a voter it's also used for purposes of identification in the absentee voting process when you submit an application for an absentee ballot the clark is to compare the signature on the application to the signature on the voter registration application to satisfy himself for herself that the person that's requesting the ballot is that person in this comes from quite frankly we've done some investigations where those have been forged and fraud and where we called it was in the signatures and so it's more than just affirmation it's part of the electoral process and the fifty one talks about that as part of one of the requirements of the signature of mark as part the election process so in my district I have and this is a final I just want to make this coverage with my district I have some subsidized housing unit. So for these individuals who don't have proper transportation if they wanted to do electronic signature this room this room would proherit them from doing it right I believe they were prohibited before this role this role just clarifies that yes okay so you stand it they will prohibited before this rule if they're doing it themselves yes sir now if they are going through one of the three categories of entities that are allowed to use computer processes electronic signatures for example you have a disability agency they'd receive sight funding state recognize reabilitation services and they have that as part of their computer process and they would follow the secretary of state camp. They can't do it in fact there's an agi opinion from twenty twenty where they the secretary state requested that specific question and was told without changing the amendment fifty one the sector state could not set up its own online portal for people to log in and electronically sign their applicants applications. Hmm i'll get beginning thank you. Thank you and we're going to committee member center give more. Thank you miss chairman so I just to clarify basically this rules to clarify the practice that has been in place for a long time correct yes sir yes and so as I understand it you know clearly their state agencies that have the authorization to do this but these are agencies who are in the process of verifying identity anyway correct yes under okay so. I guess with that. The purposes I understand it would be for you know election integrity purposes to make sure that the people who were showing up to voter actually the people whose names appear you know the driver's license and verified with their signature and all of those things is that not correct yes enter that okay. Final question is to how many counties are not. Conforming to this rule as it's in place now because we're just clarified right. The. I don't know specifically I haven't surveyed the countries what I had seen in media reports where there were six or seven counties that were accepting electronic signatures which means there's no sixty something carries that are not and what the purpose of this rule that the board adopted was to create uniformity across the state which is what were mandatory to do and remember fifty one section five subjection e yeah to make sure that we have secure and safe and fair elections absolutely and and part of it is also senator is. The board nor us is election officials want registrants who are registering through this process to have problems when they go vote in november so part of the emergency rule is less put a stab to it we can go through the proligation process will come back before the legislator input that will get public comment input that but so that everybody's playing by the same set of rules and what we as election ministrators don't want our voters that have signed up this way to have problems when they go vote in november yes we're trying to what else good yeah because II mean and I agree because I think are at the end of the day we want more or cansons voting and I think that's the goal you know happy for any organizations trying to register more voters but we just have to make sure we're doing it in a proper incorrect way so thank you mister chair. Ribson mccollar here right thank you mister thank you mister chair can you tell me where exactly. Is that requires a whit signature. The. So the analysis that came about that is actually written out in the declaratory order that came along with the adoption of the rule when the board was proposed with the declarator where because our board has the authority to enforce voter registration and election laws that's one of the responsibilities we have. We have that since we do they have authority under the administration procedures act we have the responsibility to declare toy orders through that is where we developed the rule the declaratory order looked at it in the analysis quite frankly words. There's a statutory construction woolworth you say it in one place that you can do x but you don't say excellent another place then that means that it was prohibited in the other place and that was the analysis that the board adopted in determining that the signatures or marks of applicants has to be a wet signature and quite frankly that's how it's been for the last twenty years may have a follow up mr chair. So can voter submit updates to their voda registrations via email. Don't know the answer that I think you still have to I know in the poll when a person wants to change your address they fill out a new voter registration card and sign it i'm not sure if you can do that via email II have to get back to you on that I don't know th. I just want to follow up on there I don't know now what the answer is exactly but if the answers know that would seem to contradict a state law that governs how county clerk officers accept absentee applications if voters are allowed to mail email facts their absentee applications then why can't they email or affects their voter registration application to the clerk's office. It seems to be an inconsistency that could be resolved by accepting digital signatures which would not only be more convenient for voters but create some kind of consistency. For organic clerics then so II guess if you don't know the answer that was going to ask if you could explain the rationale behind the decision but but I can't say that I have actually seen absentee ballots that have been rejected because one the application that was submitted for the original voter registration are the for the application try the absolute the empty ballot application was not side okay but it was they were sent a ballot anyway that's where the clark failed to recognize that and they're supposed to check the signature. I've seen other absentee ballots that were rejected because when they did the application for the absentee ballot they did you done esim retack your name and it writes it cursively and pretty well then when they did their voter statement they signed it with an inkp well if I typed my aim in richard chris for madison that you can read it if I sign you can't read it in those two signatures did not compare and their absentee balls are rejected part of my maintaining this sequence of events is it a protects the voter from when they submit their application to be of a registered voter while they submit their application for an absentee ballot in when they submit their voter statement that all three of those signatures are by the hand and or comparable because that's one of the things that we do for the election administration process is to ensure that you're voting your ballot and you are the one that. Okay i'll get back in q thank you reps a head ribs in your garner she's off now ribs new scott thank you mr chair quick question about the number of rejections that were seen in bin county I think there are seventy five hundred they were rejected from the dmb and so I hear a lot of which your standards were trying to maintain the status quo and that we do want people to vote but if seventy five hundred have residents and bin county were rejected last year from the and be office to my knowledge what is me and done to correct because they're doing the information in the office to my understanding and sell what kind of things are being done to. Had to my understanding that's the highest county that seeing that number of rejections so i'm not familiar with that statistic or what is specific year referencing I know there was some media reports following the the twenty twenty of the twenty twenty two that related to absentee voting rejections and when we dug into it it was material that was reported to the national that you do for absentee boating and come to find out that the numbers were just wrong as far as voter registrations that seventy five hundred that's the first i've heard of that I know that we do have challenges with dm the registration it is often a matter of the night putting the right information in when they're submitting the application. But any of those can be cured by the voter filling out a new voter registration card and so if any voter has a question about their about a registration status contact or county clark and submit a new card with her new signature and that would resolve it i'll have to check into the seventy five h. And that was in beta county okay i'll check on that. Like you must share so there there was a question second to go about absentee. Uhm applications so if someone's. Filling out an absentee application or whatever the terminology is there aren't there already a registered voter correct. Yes there so their signatures already on file correct so they would be validating the signature on that absentee with the signature that's already on file correct thank you. Represent first and you recognize. Thank you mister chair won't find one question it's something that representative mccollapse again is something that you said about in returning general's opinion and twenty twenty. And i'm looking at a recent attorney general's opinion twenty twenty four percent of this year. It says while electronics signature mark is generally valid to are console law. The registration form must be created and distributed by the secretary of states office. Now the other part of that he says a third party organization can add created use a different form of his home to register voters I get that part but if electronics signature of mark. It's valid an arkansas state law. Then. If an individual want it to me and. Or make correction to their registration for with the arkansas secretary of states of office the effects or email. With this room says is the individual couldn't do it I get the part about the third party person but you say in under this room the individual couldn't do it. Where it appears that the turn in general is saying that electronic signature of mark is generally valid and harking some state law. That's different from the opinion in twenty twenty. So I think there's a couple of things that you said in your question sir. So first is the twenty twenty attorney general's opinion the question that was pose was whether the secretary of state had the authority to create an online portal where you could just go in and top in your stuff and again that opinion said no not without a min make a mending fifty one this recent opinion that you're discussing the attorney general was asked related to this the circumstance and the attorney general used a different statutory construction a moment ago I said there's a principle of statistical construction where if you say it in one place but you don't say that another that means it's excluded in the other the attorney general as I understand their opinion in the april one was they said because it didn't say anything here the question is not answered something you can go to excuse me then you can go to state law to answer that question that's a different statutory construction. Quite frankly under amendment fifty one the state board of election commissioners is delegated the responsibility for the uniform application of an administration of amendment fifty one. So the board under their analysis they took this statutory construction where if you say computer processes and shall use india but do you don't say it elsewhere that means you can't do it elsewhere. Which is somewhat different than what the analysis that the ag opinion was on it and quite frankly that's the analysis that the board took is what the analysis has been or what the process has been for the last twenty years. As far as the updating I don't know the email process. Partly because you should have the handwritten or the ink signature on file if you're updating your information which means you were al. In signature on on file whereas if you're just updating it I don't know if you can submit an original first time application via email II don't believe so but I don't know for certainty that I can e. So I think I understand what you're saying. In one case the terrain general reference of members fifty one which in another case he reference another part of the law. Different from amendment fifty one that that's correct sir yes. So in one case you're saying they turn in general earlier this might hey this is legal. But two years ago if you look at amendment fifty one you say. It's not. Directly is it. It said is it concerns that individual. That is the correct in my son I write. I think there were two separate questions posed to the attorney general the first was whether the secretary of state in its own authority had the ability to set up an online quarter portal so that a person could apply to register that in there the ag said no not without a minute amending fifty one. The recent opinion the question related to the signature application and in that case in the recent one the attorney general took the statutory construction it doesn't say therefore it's unanswered and then you go to state law to fill in the gap and that's where the attorney general went and said electronically signatures are generally accepted and could be used didn't say they had to be used. The state board when it had this issue come before it was a declaratory order which has the statutory authority to adopt rules of this went and said this is the way that this is to be applied and that's. How we got this rule is the board under their authority delegated to them under fifty one says we're going to apply this statutory construction to determine that electronic signature outside of those identified groups is not acceptable. Thank you. Ribbon in flowers you're recognized thank you mister chairman. Um so can you give us can you clarify for us who. Wood determine whether or not voter registration signatures are wet or not. The paper showing up to the county clark's office the county clark is the permanent registrar in is the one that is going to be receiving those if you submit it for example to the secretary states office secretary states office turns around it mails it to the specific clarks of unregistering in saline county in my application gets to secretary of state's office they have a time period they have to turn it around back to the county clerk and selling county and the clerk is the one that would be looking at the form and saying I have weddings in a drawn here as a selectronically created one it's that's the word the. First decision. So the county clerks are their other decision points. Not really I mean it's a used submit the application and if and as the declaratory order said the application is either legible and complete or not complete and it's either if it's eligible in complete then it's acceptable if it's not it's not they'd be much like if I submitted an application filled all the boxes and checked everything i'm supposed to but I don't sign it will the clark can't register me because it's the forms not complete and the clark can contact me as I hear you forgot to sign this you know similar to me from silence in bag those are kind of the analysis that the board went through this. Well in this this is why i'm wondering this so I know the aside from the secretary states printed official forms. One can go to the website and print off a cappy pdf. And if i'm mistaken it would be allowable for me to format that so that I could type in the answers to the questions rate. Now for me I all the time. Use adobe or even word and scan my signature and apply it to letters. So if i'm doing you know what if I did that to my own application that i'm downloading as the official downloadable form and using a computer generated you know text to answer the questions. And then I use my signature and apply it so it's not a wet signature but it's mom using my signature and i'm printing it off and I take it or I email that a facitor whatever the law may allow is that not allowable. Under the current rule no because the definition of a west signature is included in the rule they talks about moving apn across the piece of paper you know is that because the term wet signature has a specific meaning in the world and that's what the rule is and that's what the board adopted under their. Question is a perfectly legitimate question in something we absolutely can address the permanent rule proligation process is if I have a ipad pencil when I still assign it is that acceptable that's a question that can be resolved in the permanent rule what this rule right now is doing is trying to apply the way it has been died. So that we have uniformity while we work through the due process portion of resolving some of these ques. And and I guess in the understand that I just wanted to make sure of that. When I used that signature mark or that scan signature sometimes. People I mean I use it because you can't tell I use it because I can have take it and if it's clean I can apply it and it looks like I signed it. So what kind of training would be necessary for someone. For a county clerk. To be able to determine whether or not the signature is where I mean is would there be would they're be training to determine that to make sure that someone was not erroneously rejected because it looked like it wasn't wet but it is well. So yes I remember fifty one also the state board has responsibility to adopt the rules and regulations and documents related to this and that would be part of the process of determining whether a stylist created signature is sufficient for purposes of a wet signature and we don't know that once a week that question hasn't been answered at this point because we haven't gone through the or process the purpose of the rule. Adopted by the board is. This is the way we've been doing it was continue doing it the way we've been doing it let's go through the due process steps so we can answer those questions and determine whether or not whether it went the board adopts a permanent rule is an ipad pencil or a stylus signature sufficient the key ears. Is that you want the signature to be comparable for the voda through all the faces of the process because at certain points if those signatures are not comparable you lose your vote for example if I sign and then I signed within a type of signature on the voter statement it did a cursive writing that's legible. Then that my boat will be rejected because the signatures do not compare between the are scribble ceaseful and the richard christ for medicine that you so the purpose of this as I understand the board's position is let's make sure everybody is doing a wet signature in signed signature while we work through the rule and then we can absolutely take those that come in into effect and determine whether or not it's appropriate to allow stylus is that a wet signature right this is an area of wall that's not specifically clarified it would require more work but in the short term the emergency rules just an height list i'll keep doing what we've been doing and work through these these new ost issues finally mister chair for now. You know when many voters go to the polls they digitally sign to get their ballot and so if i'm required to sign with a wet signature as the standard but then i'm signing that signing with the wagons with signature wouldn't that be inconsistent and subject that person for their vote not being counted and what's what's the difference if you're you're not allowing it in one area but in the other so the signature when you vote when you show up to vote in person that signature is you're affirming that I am qualified to vote that's what you're doing the signature is never compared when you're voting in person so the signature on the stylist doesn't it's not compared to anything for purposes of counting your vote. Also when you check in the vote you show your id you said your name your address your date of art you have identified yourself to the poll worker during the checked process so the identification aspect of you voting is resolved by your invoting person presents the absentee process you're not there and so one of the ways of determining are you the voter whose requested the absentee ballot are you the voter whose vote of the apsti ballot is the comparison of the signature and we have had cases where they had forged the applications forge the voter statements and white cot the forgery what caught the criminal activity was the signatures were not comparable there is one signatures is really tiny compressed and the other one's very flowing and that flagged it to start looking into so the signature on the paperwork for voter registration application is part of your identification when you show up the vote in person you're identifying yourself the name address date of birth and show in your id the signature on the stylist pad has never looked at for purposes of counting your vote or not unlike absolutely voting where it's absolutely a step that's required to be able to counter that answer your question. Representative harder you recognize thank you mr chair I just have a quick question about if we if if the emergency rule is passed today what happened to the voters who have registered with e signatures and sixty some odd counties now. So as I understand that there's only been six or so counties that have accepted electronically signed registrations. It's as I from third party organizations as I understand i'm relying on media reports there were six or so counties that were accepting the electronically signed ones the sixty or so countings were not accepting the electronically sidewalks so though six years old counties aren't in our analysis the six counties that are the question is what frankly is can you identify who those registered. Whether or not it's a type to pretty cursive signature or is it is we go pull the card can you tell whether it's a wedding or not. And if you have a question about it any builder has a question about it they're more than welcome to submit a new voter registration card with a wedding signature and his solicitor and so that would be the step is if we identify those that could for example have a typed in signature that types remain pretty we identify that maybe you under the restriction card your site and that's here and we're one of the reasons we're wanting to do that the we is the board election ministrators as we need to resolve these issues now so they were not running up into the november election and trying to resolve these issues then and causing bothers problem it's my understanding that the six counties that were accepted were after the secretary of states but before that. There were sixty some mod counties. So II guess we just need clarification on that and and what happened I mean that's a lot of voter registers the first stress the first i've heard that there were that many counties that were accepting electronically signed things II don't know quite frankly the other the emergency rule at this point court to the board is here is a line let's all follow this rule and then we can solve the next problem which are okay what do we do for those that have submitted what we do going f. Committee member center urban new recognition. Thank you mister tere II appreciate the questions and I appreciate the clarification on the I know a lot of the county clarks that feel like they need clarification on this a majority of them across the state appreciate this emergency role to provide that level of clarification for them as they're doing a very difficult job. And so I just I know that there's other folks in the in the queue but I think everybody's been able to ask questions so i'll deferred at the chair but at. Yeah I would i'd like to go ahead and make a motion at the proper time to review the emergency role. If you are whole lot motion in fairness and i've got one person on here that hasn't as equation among the loud rips in college yes if you were on and i'll come back to your center. Thank you mister chair and thank you senator urban so I applied as if this has been answered indirectly but II don't think I quite am clear so II wanna ask you so I understand that this emergency rule in the case that only an authorized computer voter registration agency can use a computer process as part of the registration process okay so then when a person uses the secretary of states voter registration application does this mean that a person is prohibited for music using a computer to fail in any of the forms or is it just the signature part it's targeted to just the signature part of that so they can put their address type their address in using a computer process that's not restricted along as I as I understand the rule in the direction of the board is. Okay thank you. Back to us into urba. Sorry to borrow thank you actually appreciated the question representative columns appreciate that. So you could file that out printed and then sign it up perfect alright with with that I would just make a motion to approve the summer agency rule. Good good emotion and second to approve the emergency rule all in favor I opposed. Okay the proposed mercy rule is reviewed and approved in the review and approval shall be effective at twelve or one am saturday my fourth twenty twenty four thank you for the questions thank you gentlemen from being here. Next up we have. Some presenters. For audio visual and i'm gonna need to re. We're we're gonna we're going to take a five minute break to allow set up for presentation we'll be back in just a minute. Back activities. You have take your seats next they're on the audio visual proposals for. Big mac we first have c t r if you german to then if I yourself and will let you make your presentation thank you for being here. Okay my name's jonathan parker i'm the branch director for the local conference technology's office here in later. Richard malark is next to me he's our engineer. Oh we are from the talique and with the cta for the and project manager here and that with me. Yeah i'm done comes in the sales manager for a televic. The. So televisions one of the main technologies that were proposing we have a few other items here to show off. Terms seems to be a lot tight for us today so we'll try to keep it quick cti. Uh is a national company we have forty branches around the country uhm started nineteen eighty eight we have close to a thousand employees and. Lots of license jobs. We have large certifications and all the groups that matter for average. We're certified and all the major brands chress drawn harmon amex extra on cisco alicom. I don't know and we belong to the groups saw the groups of matter a I is a big one and n p i. Jumping right into the schedule I think it's kind of a a big topic of discussion here. So. The date that was proposed as that you'd like to have at least something up and running is august the knife. Uhm. We are kind of proposing too completion date so august the ninth we think we can we're going to propose that we'd have committee room a the production studio which supports that room and then the conference room behind. Committee room a and then a couple weeks after that we think we could complete committee room b conference room be and all the common spaces the common space is being the hallways in the lobby. What that looks like on a specific work breakdown structure is pretty hard to read on a slide I have printouts of that if anybody wants to kind of see the phases as we're seeing it back. The dates that are important are. Trying to get this thing started as soon as possible so this is an eighty day timeline based on starting on may the sixth which is monday uhm. The. Cti would need a few weeks to go through internal documentation with creation processes engineering site visits to look above ceiling to find cable paths basically identifying any challenges and obstructions. Uhm. On july twelfth we would actually begin demoing the existing equipment. Through the twenty ninth two august ninth we would focus our efforts on committee room a the production studio and conference from a. Get that room up and running and then over the next couple of weeks by the twenty third finish out to having everything completed the risks to that because that timeline is tight so the risks involved in that is monday is very soon to get a contract and start a project so that would be the first challenge to overcome. Another risk would be unknown obstructions that are going to occur so the conversation has come up about building a new rack relocating equipment different things like that because. That work has not been defined fully because there's not a contractor in place there's risk inherit to whose available what's that going to cost is it in budget is it feasible is it realistic so I knows around building new rackroom equipment availability is always a risk until we have a p o and we did do our due diligence we spoke with all the manufacturers involved and you know right now things are shipping again until they have a p o you never know that I mean we can submit a pia tomorrow and they received one the day before the completely lifestyle inventory so equipment availability is always a risk. Uh doing some high volted electrical work is part of this project so understanding their availability getting their scope of work to find getting them on board currently would be a risk because that has not been completed we don't have electoral contractor under contract to do the work so similar to equipment until the contract is in place or a p o is in hand that's hard to get anything guaranteed and then that all kind of ads up in my mind to the fact that there's just no margin of air in this timeline is an eighty day timeline starting monday and finishing when we would like to but there's there's really no safety factor in there there's no extra days for anything to go wrong eighty days would have to be everything happening pretty much. I think a thirty percent margin of air is typically a good number for that so that would extend the timeline to a hundred days. That would give time for the manufacturer to be a weaker to delayed on a product or a subcontractor to not be. A room. Jumping past schedule into the service so what we bring to the table after the system is installed and cti scout is something that I don't know if it's going to apply to this project it's a remote monitoring. Platform that basically if you have a devices that go offline we could be notified it's a separate thing it's it's not something that's guaranteed it's a service we offer. Our. Ah a dedicated support team so. All of the country we have uhm. Support personnel who answers the phone we have engineers who work for the sup. I'll talk about response times in the next slide and. The. So as far as. The service agreement goes. What's provided with the proposal as it stands is a one year service agreement would start at the date of substantial completion which for this situation would be the twenty third it would be when all of your br. Starting on the twenty third we finished on that day and a year later is how long that service contract would last uhm. There's some fine print down there about the duration er but has to do a substantial completion and then renewing the service agreement so. Uhm if you go year over a year with us if you just by one year of the service agreement which has already included and then one year later you renew and then here later you renew each time you renew there's a three to seven percent increase in the service agreement costs. Or you can purchase multiple years up front for the cost of year one I tried to. Show that on the slide is is not con. Response times so the phone will get answered twenty four seven and during business hours that's directly to ACT I employee after business hours that goes to a call center. You can get an engineer on the phone pretty much any time of the day to help troubleship something or if we need to be on sight guaranteed on sight next business day depending on what time the call comes in. Guarantee that but I can't guarantee next business. From a technology standpoint this is a slide that's mostly just sort of uh a reminder if we get into much of a technical discussion for all the different manufacturers that are involved. We can certainly. The. Is there any questions so far up to this point before we change. Yeah. Last year to recognize so own year equivalent minister of you if the contract was signed and you said you don't know time frame on delivery of equipment is there an average time frame is you are you kind of figuring on that or is it kind of fluctuate with the market how you could get equipment to say. Some things some things will have a pretty short time i'm usually thirty to forty five days most products are available we do have a couple of long lead time items in our project it is the display station that's in front of a when I was down there it is a ten week lead time but it's also a piece we've accounted for that like to wear it it will come in it's a piece that goes out in the room so we've accounted for that in our gap chart not being able to get that school already have a lot of work in time but generally thirty to forty five days is the typical okay so that that answer your question kind of thought I guess you know i've just i'm a building contractor so I don't how things don't don't always get there when you need him and it slows up the project so that was kind of my question you know you think we're going to be pretty good with that have you heading hiccups in the past with any of these being really like getting skilled the projector not so supply chain issues that plagued everyone certainly hit our industry very hard does seem to resolve. I don't know around a year ago I think then six then things have been back to normal you know you're right has been going to get better I just want to make sure that's question to that point we have a dedicated team in st lewis in our headquarters that has done nothing but basically stay on top of what's available and what's not so much they publish a list of here's all the equipment that you can get right now here's the stuff that we're waiting on so we're able to design systems and work within that those constraints pretty pretty well then we can okay thank you that's what I want to. Do you have any other projects currently that will would interfere with the timeline that we're talking about I understand need version leeway I don't know what we have I mean yes there's projects lots of big projects but luckily we have a lot of resources so c t rock has about fifteen fifteen to seventeen employees locally we also have a memphis branch northwest arkansas dallas houston on the city kansas city site with us nashville so and and further and we can pull resources from there we also have local temporary not necessarily. Properly that we can bring in uhm stay tuned unions or. So a lot of this is based around a fairly large crew to try and hit that deadline we we did plan on having an eight man crew pretty much on site from start to finish once we're on side so that's kind of critical to and how how long would the committee rooms be. From. Until the ninth. Yeah. Any other questions. Represent person you are recognized. Thank you miss chair yeah they asked answered my second question with my first question maybe I missed it I know you talked about it we had any problems with failures. Yeah I would be able to be on sight the next day. But now what about after hours. It also the next day if something happens ten o'clock. It made. Or maybe after five. Or in the evening. So I would think the next business day still applies then so if the call comes in after business hours is the next business day really the next business day or that day after that is that the question yeah if the call came in. Fab thirty. Right being as inexpensive next business though we if the call came in at four o'clock. Next week is still the next business day or that's I say that as what I can promise but the truth is we can in most cases depending on what's going on we have resources we have guys in town. Who would job and help. This is hard for me to promise th. That that does play into another critical point that c t I br. Right here where it says critical meeting so. Uhm with a little bit of notice the weaker to have noticed you can say hey we've got a big session coming the system has to be flawless. And what will do is we'll come out a day or two before that meeting health check the whole thing push all the buttons do everything we can to make sure it's totally stable and then the day of your meeting we can have a technician here all day or at least at the beginning whatever is needed so that their own site so that um so those meetings just to give a comfort you know that you don't have to hope nothing goes wrong because this meeting is important just go ahead and give us some heads up. Okay not seening any more questions anything else you'll give us the television here are going to talk briefly about that solution this is the basically what would be in front of every member with replacing all the microphones you're using now would be. Sure so again my name's dear and kimsey thank you for seeing us today i'm with televic so we have in front of you today we have our multimedia station and then we have our other station conflicts but in the weeds so what this station does in the natural kind of go through what it can possibly do and and everything like that in a second but you can see you guys see the screen I don't know. Yeah so so there's there's a bunch of product there so go ahead and click down where to go through these real quick so tell them just you know barom thirty five years everything we make is in either belgium or. Bulgaria so rta complaint in the aspect go ahead. So. We served many markets. Well I want it so it's not a sales picture can keep going so this is the what immediate unit it has a capability of of having a ton of features voting agenda processes it has built in web camera but in all those things can ask to be removed at the will and need of however you go so I i'm to my I apologize I don't know how you vote today but if you wanted to vote using this in the future then it's just a simple turn on the software and then you have a whole nether voting capability versus what you may be using today as far as same with the built in web camera you may never need that or it's a built in camera so I would camera built in camera you may never want that but if uh center gilmore want to see what center ferguson is actually speaking sometimes I don't know yourself yet monitors in front of you or if you all have to look up there it is but you'd be able to see that right here woke we. The instead of always turning around seeing what's going on rate so you'd have that capability next side please. And this is just where we have a bunch of them set up in different areas around different parts of the world one of the places that do does use tell the quite a bit is the un so and nato and the world bank but. Well but. Okay so we do have the keep only bringing in teams and zoom as well into the system so we can bring that in if that will be media here you can actually see that from that far distance on every screen you'll be able to see the zoom or team's person and. The audio reinforcement there is a speaker on it on these units as well welcome for audi reinforcement and you'd be able to hear that teams or zoom person from far away and obviously if you have questions for them then they would hear you through the microphone as well go ahead yet this just shows like I was talking about before with the two centers being was each other you be able to do that as well with multiple people at one time. And this is just a example of the intro american development bank they use our system as well that some of the built in units but you're a facility quite nice year I don't think you're probably going to want to draw holes into it but we have that capability as well if you wanted to do that. And then we are in several court systems as well and next. And then this is a network is saying that we can work in our television network and and work outside of television can bring any other audio video into the network of our system. Okay and in the last thing is these are the name plates that go with that and they work with either system so in these are a digital ink so as in the reason they're that's important is because as your publicising your meetings this is not driving anybody. Crazy with if you ever take a picture of like ATV screen or something or use your video care you can see the screen rolling if if it's not this type of money they would see that at home and that would not be that's not usually that that good or what respected but we're able to do that as well so this unit with either one so it's the tick cards and i'm assuming the state uses this. Chamber but then you probably have other committees that use this chamber as well so as they plug then there are cards it would change the name to an aids or or pre done so then when they sit down then their name changes so you don't do the tech cards like you have any more so. So that's it as far as the technology goes but I think when I was just going to do it could thing wise as we can see like on the ones the person that his income is and so we're here like here who's on this screen and was meeting agenda for today in the second there is a discussion tap the discussion is also swing that's who is currently speaking or who is in the request to speak and also side by there is a videos ongoing switch either is like a local enforcement or is like a team scores it can be also double tap and it can be a full screen so in some cases they want to see that's what's going on present is and white or the steam's corporate as one call is coming in so they can see will screen everything they can double tap and they can go back and other cabinets like to decide the agent don't have is the list of the enter agenda that's what's going on during the meeting that's which is another discussing if the agenda is linked with any documents and document is also appears here and when the click on that it will jump to the document in the document with loaded locally every member can see the document anytime in the moment when they want to see so that's a pretty easy for them another is delegately they can also see that the entire delicious invoice in this chamber and they can also have a reasonability about how many how many delegates is present how many members is available how many members you have not present so they have a list of the present and absolute information so it's pretty easy for them to identify how many people is already assigned on the seat or already joined on the meeting are they regarding the warning parts so they can chairperson can also start the voting from their own still in the every chap number or every person they can do the participant in the voting and the old result information dickens immediately on there on the side they can also control and stop the wooden part. That's a documentary so they can use their can see that the document is loaded in their own still they can also double tap go see the full school document and they can back to the document and the list of all documents which is for the entire meeting with the link with agenda so the hell list of all the document a remember can see and go any of the document anytime. There's a message here gap is also available so if these are want to send message to here there to inform something quick messenging something has happened or hospital the service from the operator a quick help something so they can site send a quick message internally so it's not a internet message is just internal it in a bit in a with meeting and it is once meeting is done the messages clean out. The service again is like her also that sorry we can use as a different operation so we can select the quick held for technician help or just to any capital your help so they can use this either the service in the different manner and then there is another document of the is like a configuration if there is another people with their different language so they can use against the lead the different terminal language instead of the english they can also select their own local language to see all the information or there. On the bottom side they can select their of you off there point size is a smaller or if somebody has like a high side problem they can have one hundred or the phone size small medium or larger they can change they can select their own headphone volume by themselves they have a lot of speaker word here and the might charperson can't control the entire discussion from his own distant. So that's all in one. In both the last two percent mention about. I'm calm buying a drow. You're saying. Each station is going to have individual value and drills if if they were a headphone if only if they were speaker it's present by whoever's operating you know we are not whoever's operating the system because traditionally if. The individual had access to pop up their own speaker then it became that bad with my I know this only with headphones and all all those features are customisable so they can be turned on and off basically to sue that your needs and we actually have somebody from television to be on sight during the commissioning bays working with the team make them sure that like you know set getting up the work to be what you want for you know to to meet your needs and then how we might expand it in the future and that kind of thing so. Ribs and closer. Curb I think you may have or he answered some of the part I were handled by deal was he talked about voting them to vote on that machine we do a lot of voice votes in in these committees but if we decided to use a boating part on that what type of security does that have to just keep somebody for walking up in voting your machine that you made out what to vote. So so one of the thank you for the question what are the security things is if we did have you could set this up with either a pin number. So you'd have to have a pin number or you can set up if you have your our fight you can't which. Some of your ideas probably already have that you might use the same card who knows but if you walk away from restation you can just take your card and then it would make it something could not go away make sure nine point go away okay second question I know you said about the sound you were just talking about does that will your hearing aids pay or two that. If a girl like me where's here and age can we pay or two that sound to pick that up without. I just wanted to do that he's an answer i'm just curious I know a lot of we can do that in our house chamber we compare sometimes with our house chamber but i'm just our system does that but I think I had something in the grand scheme of things okay yeah there would be an assisted listen system in the room there would be a right that we could pick up on it okay thank you. Somewhere. Not seen a more question to do you have hor. Thank you for your presentation we appreciate it thank you. The. The. Yeah. Okay thank you for being here in these recognize your so. Good morning or what I guess I should say good afternoon i'm chris with tfs broadcasts also known as the fill chop were in a process of rebranding so it's one in the same currently you mac bill chop in the first broadcast on different documents that's the reason for that okay. And also the representative from televic. Is joining us for this as well because we also expect you a delivery system. Thank you recognize present. Okay. We're basically own overview of our company where a local broadcast engineering service we are found in nineteen ninety. We provide you know we focus on you know high and broadcast systems high employee systems. With local and national clients. Earn the broadcast where we worked at all levels of the industry we worked at super. The different levels of technolo. The. Yeah over the last twenty years pro av and broadcast systems are starred to kind of hybrid eyes and so out of. Because of our high level competency and broadcast your allows us to. To directly translate that intav systems just. Our company were always focused on understanding the latest tech and you know proper implementation of that te. You know just kind of a project overview I think we're all pretty familiar with the scope and i'll just do a quick overview kind of our vision for for your project. You know the the overall ideas that there's audio video upgrades for b. And IP based backbone that's going to add flexibility. To the system. Upgrade of your interim meeting mikes. Upgrade of the enroom uh sound. You know eliminate issues like feedback ringing those kind of stuff with that you know flexible ip based system you know we're going to it allows have interrupt. Committee remain committee room be signals between the the two no problem same thing with your conference room same thing with the lobby those areas and in shuttling signals. All that kind of whole stuff. We're going to keep that work for consistent reliable functionality. This also includes a an upgrade of the broadcast production room so you know that whole system would be you know for your livestreaming getting the information out to the world. Would be upgraded. Two or four wip based backbone using ndi. New camera systems in those because of the ipads back on camera systems from either rumor. Yeah. Whatever. Network file storage basically you know as a community as a meetings happening and that can be recorded in archived and some form. And then anything on that file system could be. You're rarely available for. The consumer upgrades you know basically you know and i've redundant but you know we keep saying you know we're moving things to this ip back. The. In the conference rooms also we want that zoom and team support wireless presentation system your simple work flow auto tracking ptc all the stuff you expect in a modern conference room. Also with those rooms have access to committee. Another part of the project was video down to four floor. An interesting challenge but basically you know we propose you know shuttling that down there over s the eye using the existing fiber backbone and then do distributing it to the officers. An IP based infrastructure network infrastructure for that. You know the idea behind that is that you know each member has a. Receiver with a remote in their office and th. The. Kind of back to the whole idea of network and control in the systems that you know we're talking for IP back home. Ten gigabit ethernet over fibr. But the the idea behind that is that gives you an infrastructure that allows you for easy upgrades moving into the future so the next time. Ten years from now that a system upgrade has happened it's not a full terror you have an existing single model fiber infrastructure that can be upgraded. Without a fo. The. Basic idea of kind of signal work flow you know in an IP based system we want to be able to send signals to and fro here and there and every. This is just kind of gives you an overidea you know an overall idea that you know any signal from any room. Uh so just kind of an overall conclusion is you know we want to upgrade the system to the ip backbone new member microphones in every room that's going to you know I don't take a system that's going to allow you to have the features a very thankful for television they gave me a wonderful presentation you in the in the previous so you already have a good idea of what the television system. And you know with the upgrades of the new cameras in the room new audio in the room all the same kind of things. Project timeline that was a big young point of discussion it's actually interesting because we expect similar timeline to ct you know we were expected to be somewhere to an eighty to one hundred day project. You know that's definitely always the the hope in the goal but you know because the committee rooms are kind of the main priority that would be our focus. Window of the project that we would focus on having committee rooms. Usable. The. Commerce those kind of things. That said you know there's always logistical issues that we face of sourcing equipment things like that we've also checked with vendors as far as lead time for equipment right now everyone says everything's readily shipping so we don't anticipate that but. Um no one hundred percent guarantee that. So uhm. That's you know pretty much canada just to that if you have more questions we can elaborate you know where we're a small local business we got years of experience in the industry and we take a a very hands o. So do you have any systems similar to this that you're. Currently have up and running now. Televic is actually a new product for us but we have done many meeting rooms and discussions. Technology. When we've done. The counter the idea behind this is that you know it's. Pretty much the same technology that we work with. The. Two pretty good size rooms. Case of made your fair. You have an addition when he can be quicking beyond that we have yeah so we're here from state committee is not were not stolen better sound quality as you would say it can go down yeah I mean we're based right here you know five day minutes away uh so now you are pointing out percent of the time w. And definitely yeah we would have someone on s. Depending on the situation and and how critical it's not. Arkansas. Limitations to that if i'm physically. You know not around but I have you know other. Prepaid cousin thank mischief. Generally talk about working on room a which is the one beside us had bigger room and in this room would those be like they would be ready before b is at a possibility that you could do that get everything cored back to your main equipment room and have it ready I would we have to do both and then be ready no I think that that would be the the the ideal time item would be there we focus on a I think there's a lot of things that you know we would be working in both rooms at the same time the focus would be we get a going and I was pulling the wires and everything to that room is getting everything never that's the well used room that is used more often than this when this is kind of an extra room but they will use them both but that was my question thank you sir. Thank you. Do you think you'd like tell us that they appreciate you perhaps me and you know. Appreciate presentation and thank you for being here today yes thank you very much. We've got a research for a short period of time and we'll be back in. The. Okay we are back reps in first and don't you for a motion. Thank you mister chair. A move that we are for eyes the beer of legislative research area. Negotiations with ctr for an ev services and equipment agreement in cooperating the terms and conditions of the rf. And the consultants propose owned response with our p to be submitted you are sold legislative council policy make it subcommittee for review. With the alc have and final prover contract also. To authorize the cheers of policy making and alc to approve the bureau to enter into a contract. Only here. The new basis. Emergency basis thank you. For a promotion of second and he discussion. If not on favor post. It curious appreciate representatives being here today. Any other benefits that were the benefits we are adjourned.
