On page sixteen number eighteen and nineteen are both going to be grants adding funds for supportive services for children and families eighteen in nineteen number twenty is for a credit family crisis stabilization services twenty one is a grant for providing services to harmless and preventing homelessness number twenty two is a grant for the arkansas alliance for our boys and girls clubs for you development services in nineteen counties and arkansas number twenty three is were proud protects and empowers mothers fighting for survival. Number twenty four is a grant for engaging qualifying young people in stam education entrepreneurships community involvement and civic education opportunities number twenty five is the funding for the arkansas disability coalition project delivery of chronic care and number twenty six is for the family to family health information center a grant for that d three are going to be grants that come to us from hire education these are for americorps grants these engage arkansas is providing community based partnerships additional public or private funding is provided on most of these americorps has twelve programs this is federal funding therefore things like adult literacy tutoring after school ute programs tutoring and monitoring at risk re school students. And under resourced preschool students school readiness programs food pantries in gardens disaster relief improving public language placement services and job support. And on page thirty two we have grants from the arkansas historic preservation program these are funded by the real estate transfer tax there are fourteen projects these are various repair projects on historic buildings like roofs water damage replacing staying glass repairing beams replacing h back units and restoring windows. That takes us over to uap b grants this is actually for the minority initiative sub recipient grant office these are funded through the tobacco funds from the master settlement agreement and there are nine grants these are for tobacco prevention for minority in his bank communities tobacco prevention for you smoke free pilots promoting bell programs sessation programs hispanic in martially is outreach and peer to peer education and those are all the grants on today's agenda. Good morning i'm mary franklin director of the division of county operations with department of human service senator hammer human restating your question yes or I haven't stated it yet but so the money that is allocated for this is specifically directed to the arkansas for boys and girls clubs does that mean that other organizations are excluded from participation's money say like ymca down a hot springs or now what is the brand new the association in brian or they excluded because this is here mark specifically for the boys and girls club yet this grain is specifically for the boys and girls club. Is that because of the source of the funding or because of the decision that the department has made. Well at this time this this grant is funded by tanner which as you know transferred to dhs and this is a continuous kent continuation of a brant that was in place. I. Bright youth association is broken from the boys and girls club lights of america because of their outposition on supportile bt and other things such as not allowing sixteen year olds to work and other things are having to direct financial impact upon their building to operate effectively efficiently and in discussions that i've had over the last six months to a year I was under the understanding that they would have equal access to money just as any other club and i'm not i'm not against the boys and girls club lines of arkansas at all but yet at the same time if you got a group that is broken because they can't align will what the national organization is pushing down and now we're gonna say you can't get the money i've got a problem with that so with that much chairman want to put a hold on this one and see if we work out some between now on friday thank you senator hammer would you restate which contract the desert or grant twenty two. And senator petty you're recognized i'd just like to follow up in with i'll do respect senator hammer I do want to take exception to one thing that you did say and and I think we've made it clear in past discussions like this that that the boys and girls club national organization is not pushing anything now they they truly manage from a local level and and organizations like the the branch use association they can make decisions on how they want to run their organization just like any club that is a member of the organization and so I just wanted to clarify that and while they do try to serve all the youth that come through the doors they don't turn any of the youth away I just think it's it's a it's distinction that needs to be made that it is truly local control local boards like myself I don't know if you've been on a board or not that make those decisions whether they participate or not in in organic a meeting any of the organizations initiatives that they have and and so I think that's important II hate to see s hold something for a reason such as that I understand where you're coming from with the use and I want those used to continue to be served I hated to see those youth leave the the boys and girls call move and I think they have a lot offer to all the use but just a clarification question. Who was the application in the past open to others through this tanner. Yes so and I would just like to add that we are not I was just asking director franklin we're not aware that brian requested any money that was declined just for the record. Okay thank you if I can add to this this was a renewal if i'm not mistaken right to this is this is something that was put out in the past and I think is definitely secretary man stated you know we're looking at the tan of program overall we're looking at all these grants we have non renewed some and we're going to continue to look at these going forward to make sure that they meet those four pillars of what tanner requires I think on this grant what we looked at is it is state wide and so we wanted to keep it going forward for now but there will be opportunities in the near future for us to put out more our face more solicitations for tanner for grants and I think to your point senator hammer we want to make sure that the organization that you want to be involved that they have that information so I am happy to have an awful line discussion on this but just want to make you aware that we didn't receive anything but we're happy to be open to it in the future. Have an impart of this is geared around the fact that there's some financial restrictions being put on them my main goal here is that if an organization like to bring youth association that has chosen to break away and are doing rather well to be honest with you at this time. That they are not denied access to this funding should they choose to apply for it if i've got your reassurance that this money that they because they not bear that brand anymore that they have access to apply for this funny that's here I won't hold it I just want that verbal acknowledgment yes are I can give you that verbal assurance because one of the reasons we want to do the request for application is to solicit new organizations different organizations across the state to best use this this money that is awarded to the state of arkansas so yes you have that assurance thank you I will hold a damage chairman thank you I won't we get that noted a representative of battery you recognize a lot I was going to respectfully ask for the center to do just what he had done and I respect this position but I want it is to restate something what center petty had said the impact on these organizations in south arkansas in cross it the union county it makes a a bass impact in in on the lives of the of the youth there sometimes it's the only organization that outside of the classroom were these these children can have the leadership and and tutoring and other activities in in the county and in the city so I want to thank the senator for not place for removing his hold on this and acknowledge in the importance that these organizations play in the lives of our youth thank you thank you representative speaker shepherd you recognize and and I would just say the same I would agree with representative with sinner petty and representative baby I know that the issue related to the national organization has come up I serve on the local board in in elderly and you can county and the demand to mine knowledge and I think it's sooner petty talked about the local board still ultimately have the autonomy to be able to make decisions in the to my knowledge of that. Not aware of anything that is necessarily been mandated on those local clubs but appreciate the senator being willing to pull pull back his request thank you thank you mister speaker senator urban you recognized thank you I just have a quick question on number twenty three. Just the one right and without a very familiar really really love that work if arkansas baptist children's family home and family and the idea behind this grant I was just wondering if we have other grants like this in other areas of the state of arkansas. Or opportunity to apply for yes yes senator irvin we do have some with restore hope and other organizations across the state the goal is to get state wide with all of these programs or at least different areas of the state to be all represented okay and so does this also include like any type of if you're to your knowledge like any type of counseling if they may have like a substance abused problem or issue or. Is it and I believe there's a screening process and then there would be a referral of work for counseling service okay okay but focusing on reunification with their children yet and specifically for women there I can't speak specifically if this is only for women but we do coordinate this in other grants with our specialized women services which is a smaller program that we are trying to grow for substance abuse with women in their children do we get this information out to our family courts and judges iron grants that may be available to partner with organizations in their areas to play for these types of night yeah i'm not sure how we get that information out let me get with the team and get a answer I think that would like if if we down and i'd love to see that happen because a lot of your judges are probably going to be more familiar maybe with their area and the different types of organizations that may exist and their community or area and then we can help direct them to help us you know a had to help them apply for these federal team of grants certainly I think that might just be a good resource for us to tap into cause i'd like to see the type of programming grow I think it would just be really important and beneficial. See none all these other will stand review takes us to adam e mister chairman the next group of is our contract and e page one is the letter from office of state with current jessica patterson noting that these are the contracts that have been resaved for a legislated review this month and none of the contracts presented appear to have been procured in violation of arkansas procurement law will start with the construction related contracts fires that's on e one starting on page two the first one is arkansas tech this is an uncalled architectural contract for them two and three are both for the department of energy and environment division of environmental quality these are for design professional services and this is related to underground storage tanks and a certain above ground trolley and storage tanks. Numbers for through thirteen these are all going to be for state park projects these are all funded by minute seventy five there. Various projects in the state parks number four through thirteen and each contract provides detail on which state park in the projects that are being worked down that it takes us over to the end of construction related contracts. Members any questions are the announcement. I don't see none without objections items will stand reviewed that takes us to e two e two our intergovernmental contracts starting on page t and the first one is department of commerce arkansas rehab services this is with the ua fayette bill on its for a program a value number two department of education instead of cances to administer the dynamic learning map assessments number three department of health with ua and this this is for a medical director for the arkansas department of health the office of health information technology and the state help alliance for records exchange number four also department of held with ua amazes for a phd scientist who will offer expertise to program such as their cancer registry tobacco prevention assessation program chronic disease family health and other center for health advancement programs next or dhs contracts the first one with UAMS and that is to provide clinical education services for the state hospital number six on page twelve is with ua fayette bill for management of the arkansas partnership for public child welfare number seven DHS with you a ms for child abuse and they like training services were helping professionals number eight is a contract amendment for guidelines education and learning systems and stroke assistance through virtual amounts of seat support. Number nine is and yet with the hs with you ams for division of medical services for positions regarding collaborative program development and integrated advocacy of public policy issues. Number t is dhs with for performing health related data analysis number eleven again DHS with UAMS to provide behavioral health insight get casualtation services to DMS and number twelve is DHS with art for this is where youth services are an alan line education program to be provided to the five dys facilities those are all the intergovernmental contracts on today's agenda. In the application and implementation that the carrying out of this contract that that whatever service is being provided that there is no policy making decision making things that are taking place in the state of kansas that this is strictly some type of technical contract that that is can be objectively. I remember is any other questions in on these understand reviewed catty thanks great the next group of contracts mister chairman begin on page fifteen these with the outer state contracts the first one is arkansas public employees retirement system for banking services number two is also for them and this one is not is with castle are they're not adding any money but they were updating the fee schedule number three of arkansas teacher retirement and this one is far and new contract for bond investment manager number four new contract for a department of commerce arkansas development finance authority this is the program at minister administrator for the student long authority number five is commerce arkansas economic development commission and this is for lethy unbattery value change strategy proposal number six is commerce economic development this one is for production of final feed federal grant award proposals for broadband number seven department of commerce arkansas rehab services for armed security guard services number eight commerce work for services are this is for it staff augmentation services for unemployment insurance on the next page number nine were on page eighteen this is commerce work for services or staff augmentation services or cost allocation system bar grants management system and provide technical assistance to the ui moderatization project number ten is the department of corrections this is far senator sentencing commission and you'll go god lines compliance analysis and report a prison population project. Number eleven department of corrections this is with well payout. Number thirty five the number thirty eight beginning on page twenty nine these are all going to be for comprehensive residential treatment services and this is for youth under the age of twenty one that takes us over to the contract number thirty nine number thirty nine in number forty or both for intensive in home services amendments to those contracts number forty one is a new contract for janitorial services where the miller county office number forty two is a new contract with for the dental hard gentist at the conway human development center number forty three is a new contract it's a special procurement again in the golden rod packet pages twelve through fifteen pertaining to this particular contract it's a medicaid third pot party liability cost avoidant services are required federal regulation service and DHS in the produce in the process of a new procurement however centers for medical services cms has not provided written approval and it's required and so they need. This current vendor through the end of the year osp has approved this special procurement number forty four again DHS another special procurement this one is on pages sixteen through nineteen in the golden rod packet this one is for arkansas health insurance premium payment services are the current contract is ending they are a soliciting seeking to precure a new contract the special procurement the utilized bridge any time lines to cover the transition and transfers from the current vendor in the new ospree excuse me osp approved this were up to six months and the special special curement to continue this service as needed. Calendar year twenty two we were pretty close to what we thought was a final rf to get us into a new contract as you know that was whenever the new administration came in and we had a few issues wrapping up that rfp we tried to do a baffle best best and final offer and i'm i'm sure it's patternson can tell us more about that I don't know the specific and it wound up were all of the vendors came back with the higher price for their batho and the intent of a bathroom you to ultimately get a lower price. So we had to go back to square one so at that point we entered into a one year special procurement with our existing vendor and that is coming to a close at the end of june this year so that's kind of how we got to where we are. Yeah it took great with a role I remember there being some concerns and discussions frankly some very heated discussions with the board corrections as related to the baffo and they're not wanting to do that because they're select committee of three members had picked this vendor is that correct. So we were unfamiliar and even I was and familiar with the bathroom but in conversations with the office of state procurement we kind of all decided that was where we needed to go because the uh anticipated contract amounts all came in pretty high and the board of corrections was concerned about it yes there they they weren't sure that that was the right path to go. So the the contract annually was going to be ninety nine million dollars eight million two hundred fifty thousand a month this three month extension you're asking for thirty may which is ten million a month. It is at just for like a a pair shooter why the extra money so whenever we requested a three year extension dollar figure from well path and there is a representative here from well path you have any specific questions about that but the three month extension is substantially the same services plus we have a new facility the white river correctional center which is coming online in the next couple of minutes and so that included start up costs for the white river facility plus any services that they may offer during that time frame for new offenders as well as inflation costs of four point eight percent that was where ultimately rounded out their total. So so those are some up front loaded cost that. That if it was a year long contract that those are there's been front loading cost for the for the upstart of the white river facility yesterday okay thank you. Um thank you mister senator gilmore so this is just to continuation of the process that began well over ten years ago before I was in this role and most of us were here so it was a traditional process at that point this also with the new contract that will be bringing back to you all and a couple of months was also the traditional process there was a member of the border corrections on this selection panel and there was in previous years as well and have have any members of the word correction sit on those panels this iteration one i'm not certain about the last one I don't know the answer is that could we get the answer to that thank you. Thank you senator senator hammer was your question for department question. All right you recognized thank you and are just allow me a little attitude here why trigger a mind around this but is. This uh this contract is it written exclusively. Or the history of how it was written in is at written exclusively to wear no arkansas vendors could have bid on it or how did they play out in the bidding process. Heather may be a better person to into this out so we just per the option out there that would wanted to have comprehensive medical services for all of our doc facilities that's corrections that's community corrections in anybody can bid on it whether or not someone exists in the state of arkansas that can provide those services I don't know the answer to and heather feel free to add anything else other billy cheap requirement officer for department of corrections for this new contract that will be bringing back to you we had five vendors three of them have arkansas llcs but they all of them had headquarters at a state. There's very few vendors and six total in the country that do comprehensive medical services for correctional institutions. So the. This is a renewal of the ten year contractors that correct. Extension is an extension of a ten year contract correct no sir check round cheap financial officer no sir this ten year contract will be up at the end of this fiscal year and then so we requested three month extension to get through this process we can start a new ten year contract with a selected vendor okay and maybe the answer is given while ago I guess one trying to get my mind round is it's a ten year contract with now we're having to have a three month extension with the amount of money that we're having to extend why why was the process not started sooner so we didn't have to get into the suscept into the situation where we're in the extension I think we have been ongoing with this process since we figured out we were not going to be able to enter into the last rfp was a long process we've also had a lot of turnover miss bailey's relatively new mr brown's pretty name i'm new to this role and mr hodge also took my spirit so we've been working on it it's just a long process and we wanted to make sure we did everything right so we didn't have to go down this route again. From the learning experience you're getting now do you say that this won't happen again in the future as long as you'll or employed their absolutely sir or thank you thank you senator senator patent is your question for this department you're recognized thank you mister chair how many inmates come under this umbrella being served. Our average daily population is around eighteen thousand that includes all of our division of correction facilities we've got some votes uhm fenders that work through a little arkansas state police we have a new facility coming online which I said was the white river correctional facility and community correction facilities hold about eighteen hundred. So this is basically five fifty five hundred seventy five dollars a month for in may actually have that information our our current this extension that we're going to go through is for our our current i'm sorry our current contract is four hundred and eighty dollars a month per inmate per month and we're only billed for the amount of inmates that we have so if our population what alex you wait then that amount goes ever down for the three month extension it goes up to five hundred and ten dollars per month if I could continue mister chair so what are when when you say services provided by this vendor. Actually these services are provided by arkansas physicians and arkansas clinics and argues all hospitals they are licensed in arkansas of them are required to have licenses and arkansas okay so this provider the that were entering a contract with is just managing. The payment of the providers in arkansas so I can imagine why you don't have three or four. That are qualified to bid this and they're all out of state. Uh vendors are told instead workers doing the work. Yes though I don't know the answer to that. Okay well i'd like to seek out in state services one weekend thank you mister. Thank you senator. The. Okay you recognized thank you just following up on what center painted said yes I mean you do employee it's difficult sometimes to find professionals that can work in our prison systems and and just full disclosure my my husband did for the north central arkansas unit because they needed somebody desperately and to go in there and work and so I think this is just as senator payment was saying it's a management to provide comprehensive services but it is different because of the the level of regulations is that correct that are required it's it's a it's a little bit different and it's a a difficult to find. Healthcare professionals that will go into our prisons yes ma'am that's one of the reasons why in this new iteration of the contract we we provide currently mental health services through the state employees and we can not keep staff so we have added that to the new hopeful new contract comprehensive contract so that we can have better success and what such with my services yes yeah all right well no I just wanted to to say that and and I think it's an important role and you know proud that my husband was able to serve the state in that capacity for for several years even though it was challenging that times but thank you. The purchase of a new firewall arses outdated and it leaves the opportunity for some cyber attack possibilities so that's why this one time purchase so this is a an actual physical piece of hardware redundant hardware what is the go ahead of sir yes sir that is correct so so what is the process by which the department help it goes through to determine the correct sizing for a new firewall environment is there standards out there that you guys are using who are you consulting with I just curious. Yes these are these are standards that are set within the state we follow the disaster and we we try to mirror it as we go forward so dis establishes the standards provides those two and then you're required to adhere to those it is there are audit process that happens once the once the hardware specifically specifically security related hardware are implemented after the contract is complete. Yes sir we work with the is on both parts on one on the standards of the second with the cyber security folks to make sure that those standards are also set okay so the security operation center at the is his responsible for yes validated okay thank you very much. Thank you mister chair this is on contract number forty five with nt data state health consulting llc for looks like a hundred and fifty three million dollars for three years all i've got is a one sentence discussion here on this can you elaborate a little bit more on what this contract. The. Consultation services for for the. Services that you provide and who's providing this. The server the service to the state right now that were replacing with this contract sure and i'll get some folks that speak our t better than I do to help explain it. The. Good morning elizabeth pittman director for medical services. Jifteen dhco. So this contract is for project management and program management services and it covers four major areas so are medicaid enterprise so the claims system and everything to all around the medicaid payments so they help manage that program. So we also have a pm assigned to the integrated eligibility system. And there's a team currently engaged helping with our new child welfare system implementation. And then we have what we call the it PM o which takes care of all the the smaller projects that we have going on so who is who's providing this coordinated services right now. So this is just a new contract with them that is replacing existing yes we released an rfp to replace an rp that it expired our actually on a special procurement right now which expires at the end of this month I was that we released a new rfp and we're looking award those services to to continue yes so nt is the one that is our current vendor even during the special equivalent as well and what what's their what was the old contract worth on an annual basis. Last year the cost was forty eight million dollars and and ninety eight thousand so this contract you're one is forty seven million dollars in five hundred thousand dollars and change so it's actually a little less than what you're paying previously okay and then it just increases a little bit each year it to get to the six hundred and fifty three that the bid on it originally was already about three percent less than what we were paying before on the hourly rates so and they had asked for a two point five inflation area lift you to year over the seven year period and we were able to negotiate that down to one and a half percent increase and then i'm assuming this has her annual renewal for up to seven years on that this initial period is a three year renewal and then after that it's an annual come back every year. But this is unrelated to that my question is going to be about the contract with after can you just gimme just give me up you where we are with them are they current how far behind the up to date in turning out the assessments and everything covered into this contract. The only bit again I was with pitment with dms they are up to dates and a turn. Okay. And the full amount of funding that they're being authorized is that in terms paid it that they're going to use all the funding amount based on the folks that have been dropped off and you know we're coming out of copied and all that or think it's paid use that full amount. Yes so the contract prices based on the price per independent assessment in our estimated population so we will pay per assessment so we may not be exactly right but we do base it on historic utilization so we do anticipate using the majority of that funding okay thank you. Can mr chairman this starts on page forty one of your e packet the first one is for the arkansas employees retirement system it is a contract amendment that is not adding any money but expanding the scope of services number two arkansas public service commission this is for consulting services to the commission number three as you for financial advisory services for the issue system number four asub for janitorial services number five also a genetorial services contract for a issue baby number six asu three rivers for grounds maintenance and then number seven also for three rivers cleaning services for the selling county career and technical sitter number eight arkansas teacher retirement for legal services number nine on page forty four black river technical college and this is for custodial services number t and department of agri this is for public relations services number eleven department of corrections to establish nutrition goals and medical staff for the with medical staff and offenders number twelve department corrections division of a community crash and excuse me for our transitional housing number thirteen department of education arkansas school for the day of this is for occupational therapist number fourteen is dfa child support enforcement this is for their shredding services state wide number fifteen dfa revenue services this is for network work managers for our star online motor vehicle tag renewal registration. Number sixteen dhs this is for therapeutic counseling services number seventeen also for DHS community middle health center of this is for middle health services. Number is eighteen and nineteen or dhs and these are going to be for providing highly qualified skills nursing and other medical personnel for there the civilities. A numbers twenty three forty three are all going to be for the division of aging out there or eleven contracts that this period that are for their petite counseling there are ten contract amendments for middle health services with the middle health providers there are there is a physical and occupational there be at arkansas state hospital that contract number twenty nine and then there are two counseling services contracts that's going to take us over to page sixty seven. And on page sixty seven starting with a contract number forty four or children and family services forty four though ninety four all going to be for our children and family that division there are nine that are contracts that for their putin foster care five contract amendments for specialized in private license placement agency services eleven or qualified residential treatment there are thirteen comprehensive residential treatment services and if you want specifics I have the number of each of these there are four for counseling services three for emergency shelter services contract number sixty eight is for supervised independent living there are two for death services to developmental disability there are contract number seventy five is for a sexual have a residential treatment service common track number seventy seven is for a substance abuse services and contract number ninety three for home studies that takes its over to page ninety one. On page ninety one starting at the bottom of the page contracts for still DHS these this is the development of this overall division this is a contract for physical therapy services at the conway human development center number ninety six is for utilization review and retrospective for views and medical review services number ninety seven and we're on page ninety three DHS with a f m c this is a special procurement on pages twenty and twenty one of the golden ride packet it notes that DHS is currently developing a new solicitation but will need a special con procurement contract to continue with the current provider for one year in order to finalize the solicitation post and negotiate a new at new contract osp has approved that number ninety eight also for DHS with a f m c another special procurement this is on pages twenty two through twenty five dhs is currently developing a new solicitation but will need this special procurement contract to continue with the current provider for one year again in order to finalize the solicitation post and negotiate a new contract and again osp has approved that special procurement number ninety nine own page ninety three is dhs this is for their predict counseling services and number one hundred also DHS is more the other arkansas medicaid enterprise medicaid management information course system. Number eleven is department of parks heritage in tourism for continuing marketing and communication services or arkansas hair to number one oh two again for parks heritage and tourism for unarmed security guards services at various locations number one oh three is continuing their male services and. To package and distribute tourism literature to potential customers across the united states number one oh four is the department of military for distribution distribution services. Numbers one oh five through one oh eight these are day department of transformation and shared services building authority these are going to be for janitorial services at the various buildings their responsible for and on page ninety seven the last one is number one oh nine for department of vectors affairs. Providing occupational physical and speech therapy services for the residents of the north little rock as well as the failed veteran some those are all of the instate contracts on today's agenda members we have a couple of folks on it for some questions senator hammer thank you dhs please. Someone from dhs please it's going to be on you know which contract is your questioning yet wells can be multiple time the community metal health center community mental health area. The. The. Metro ours cheapest after hs. Polyson director of office have substance abuse in mental health dhs. All right senator hammer you're recognized thank you good morning open air conversation about these contraction about the money that sent him and this is probably no surprise you so just want to hear your response in a public format that the concern he has that we are adding the we are adding to the responsibility of the community mental health centers and the question is sufficient funding for them to be able to fulfill the expectations of that contract for the time of which the contract is expected and if they are not able to because financially they can't afford to then what liability will they hold in fulfilment of the contract expectations and let's start there. This is year five of this contracts that there's been no additions added to the contract um I think the reference may be to acute care funds. If if i'm to guess what's happening there so we have the community more health in our contracts laid out for the last five years in a couple of different ways so we pay fee for service make make fee for service payments so for our forensic population so when there's a. Forensic valuation done then we pay them directly for that forensic evaluation we also have a portion of the contract that is a total amount that they get and divided into one twelfth payments of that total amount that they get they are able to do budget that within different buckets of areas that they have the performance indicators that they have to meet. So the only place that they have a payment that is going out as when they pay hospitals for a bed day for a cute care funds so this last year we were able to secure additional funding and because that's a amount of acute car funds that were needed was higher. But we're looking at a couple of different ways to make sure that if somebody needs a bad day who's uninsured then and this is only for uninsured individuals to revenue psychotic crisis that we have those funds and the community might have centers also can move money from the other buckets and bucketed areas back to that carefun and so more than willing to work with them and have made this very clear that we are willing to work with them on those other bucketed areas to see if there are things that we could do less other those areas to make sure we have enough funding for a crisis beds this is. You're five of seven year contract credit card so any additional expectations from the original contract that there were in the middle of won't take effect until the next cycle. Yes we would do a we would need to rebed thus contracts okay so this is this allowing any additional money into the current contract or this is just what was expected to be put in there under the current contract this is nothing has changed in the five years of the contract other than we had to add it we did have to have money right we did and money this last year specifically for a cute care crisis bed purchases. But in this amount there's no additional funding built in if we had to add money before but we're not any money now why would we not think we're going to have to have money in the future to find shelters to your contract so we had the projections last year so each community center is able to project what their budget needs are going to be based on the previous years expenditures and sell while we do know that they are we are tracking this and while we do know that the expenditures for crisis best dead are increased over the last year. From what we can see in our current state it looks like it's leveling out so we want to make sure that that it does level out before we put funding towards something that might not need to be expensive okay last question how many staff members would you say are tied up in the writing of the procurement of the contracts. The and i've just limited to you how many how may people homage manpower. Are tied up in the writing the contracts that you have any authorit. That's a difficult question senator hammer so we have an entire procurement division shared services division. And after type of my head i'm not sure how many employees are in that division. But they all work on these contracts and then of course they work with our subject matter as experts in our division I mean we could have anywhere between. You know five and and ten employees work on a on a procurement okay and that's just a rough estimate or on it or move long last thing then would be this where do the providers get involved in the discussion of the writing of these contracts so that you have outside input from the provider groups of which are going to have to live with these contracts that were were putting out now stopped their link mister usually the providers come in after we have written a contract and put it out there for a solicitation we we open it up for comments. Where they can they can make comments we can adjust the the procurement the solicitation as needed based on those comments there are usually discussions to with all the groups together because we don't want to be biased about anybody that we talked to of trying to pull in information before we develop a solicitation as well so we we try to have those conversations with providers to make sure that we're capturing everything that we need to and that that's not necessarily unique just to DHS I think they do that at all departments. The. Senator urban thanks quick question on the miss gainwell technology contract. Um I know that you know recently decision made to to go to for the dental to go back right so is that contract going to be including. Dad or do we have to do any revision of that contract in order to accommodate that move back for the dental you know you know what i'm saying talking about yes so the move back to fee for service on our dental so that can affect that game while technologies mmi as contract or are they going to be able to absorb that end at elizabeth pittman director for division of medical services and we currently have a spirit small fee for service and all program it serves about five thousand people and so we plan to explain the existing people service capabilities of our system of to the entire population and gain well as going well the same vendor is the same better that does this okay thank I just wanted to have that clarified for me thanks so much. Is there a panic question with the same group you recognized yes thank you michigan I went back up to senator hammer's questions obviously there's been a lot of discussion around not just DHS b mental health in its it's a personal matter to me based on you know family matters that I just want to be clear I wasn't sure that I was clear that her understood clearly when we talk about these contracts and we talk about the cost in included I understand from from various conversations that the funding levels for these contracts versus the the the cost of administering they don't necessarily match it are you were you saying that that other than the acute care or whatever you were talking about that everything was was you weren't hearing the same discussions around the funding levels being adequate. When we've had a we've had a a period of inflation and and and other things have have affected costs and i'm just curious is I mean if we know in two years we're going to have increases and we need to plan for those now but I just want to kind of make sure I understand the the the conversation around cost on these contracts. So the community middle hasn't our contracts are used to provide services for those individuals who are uninsured or underinsured so most individuals that have particularly medicaid medicate is by far in a way the highest payer of middle hall services in our state and commercial insurance comes in second and then we make sure these contracts were there as as the safety net for people who are uninsured and. And so commute all the community mill helsteners are also medicaid providers in the provide medicate services and be reimbursed directly from medicaid and they can also provide services for those who are commercially insured and and get reimbursed from that the bulk of that funding at the bulk of their budgets coming from medicaid and so what we try to do on these contracts is to make sure that we have enough money to then pay for services for individuals who are uninsured or under insured. It as I mentioned before a lot of that comes from our forensic evaluations in our forensic contracts so those individuals who are in jail have been arrested for a minimum health condition so we're using our funds to pay for that the other pieces that were paying for is to pay for services for individuals again who may need some mental health services more extensive minimal health services we have a different set of contracts to pay for just cancelling services and. But these are a paper that was a assessments of people who may not be known to us that are just entering the system and then the pack make these payments for this particular service and said that's to go out and evaluate someone who's in crisis who is uninsured it may not be able to obtain the services so there's two things that they do is they provide that mobile crisis and they provide that assessment to make sure that those individuals need that. And then if the individual needs to be hospitalized due to their issue and their mental health condition at that time then they are using those funds to also pay for purchasing a a day said they're paying hospital directly to purchase a bed day for that so you know it's one of the things is they can ship that money around within that does different parts of money that they're using to do all of those things but what we're trying to assess as we did see that increase in the need for a purchase of a bad day said the way they had that those contracts budgeted since they're allowed to budget those then those needs increased over the last year what we're seeing is a leveling out of those needs and we would continue to assess that to see. Two things one if they can move money from another contracted area or two if there's additional funds that need to be used to pay for those bed days or if there's another way to pay for those bed days so for instance if there's a way that those individuals could get enrolled in arkansas medicaid while in the hospital then their son instances where they can retro bill the hospital can retro bill medicaid for the services. Thank you mister chairman e five m in may at the alc meeting there were four contracts that were held and referred back to this committee for the department of parks and tourism state parks and tourist and division and your eye packet i'd like to explain to you what you're looking at i've prepared a page for each of the four contracts to show what was held from the meeting in may and then parks intourism has revised their contracts and so below you will see revised contract for each of the changes include changing the start date to begin july one and to go through years as opposed to the original contracts were at one year and are they have also provided the detail that we requested was requested concerning each contract a description and again there are four contracts one dealing with the first one on the first page which is page ninety eight deals with website design and development. The second contract deals with a building innovative state national international public relations campaigns that promote the state the third contract on page one hundred this is the contract that deals with. Promoting and marketing the nationals a natural state arkansas tourism and finally the fourth one is. I'm sorry i. Media services I believe is what the fourth one is for so again these were held from the may meeting for department parks insurance and I believe we have people here to make a presentations. We're gonna share briefly just some things about our company the work we do and most importantly the results that we've had. We have provided a marketing of view to you we will night reference every item in this packet but we will provide a comprehensive overview of services. Left it again one out talk about a little bit about our company on pages two and three. Thanks catherine as katherine said we have sixty three employees at cgrw and fifty four of those are working every day on the tourism and parks accounts and they spend more than twenty five hours each year working on an average of about three thousand projects and jobs to manage both of those accounts. Twenty five thousand hours three thousand jobs verified that i'm at the bottom of page four you can see an overview of the annual marketing budget for both tourism and parks combined in the annual budget is provided to us by the department each year and it's based on the previous fiscal years tourism tax collections and so the annual budget for FY twenty four was twenty two million and eighty one percent of that was passed through and paid direct to external vendors and then on page five is an overview of the marketing allocation break out for tourism in parks comband and you can see there that getting the messaging out through paid media represents the majority of the allocation at a sixty seven percent. Is that about catherine will come back and how out some of the work and results we've had on the account thank you joe we've listed several work highlights from fy twenty four will just hit a couple of those here i'm never wine we work laboratively with the department every year to develop marketing plans for arkansas in arkansas state parks those plans are presented to the state parks recreation and travel commission for budget approval and we report on campaign performance at public commission meetings throughout the year. This year replaced fifteen million and media and we were able to negotiate five point nine million and added value no costs media to the state. We also managed a cooperative marketing program that provides cost effective advertising opportunities for industry partners destinations and attractions representing r seventy five counties of the state of arkansas. Every decision we make is driven by research and every dollar is tracked for maximum impact in rain page eight you'll see a sampling of our media research tools that we used to develop high impact media plans. We measure media performance using r o I monitoring tools including the adorable platform which tracks hotel and flight searches bookings and revenue directly generated by arkansas tourism digital ads we also built a custom dashboard for arkansas state parks which measures reservations in buggings impacted by or digital ads. We've included two k studies using these platforms in the results section of this packet for your later review. On page eleven let's talk about results we have supported the industry and the department and nearly doubling the two percent tax over the past decade. Within the current contract period between the years of twenty seventeen and twenty twenty three there has been a fifty nine point six percent increase in two percent tourism tax collections visitation to the state has also ground with a more than sixty three percent increase and state visitors during that site same time period. I also want to call out or creative work were proud of it we've earned. Six forty six creative national and international awards on behalf of our work for jurism and state parks since twenty seventeen enclosing and just want to take a quick moment to talk about the future. The directive we've been given is to help the state double two percent tax collections by the year thirty twenty thirty four and tell the story of the natural state to the world and that's what we intend to do. No sir I think one of the questions that I would like to know is in I may already know but you if you can explain to me why the contract will revise and though they were held at alc last month and now they're revised can you just kind of share some wide on that there was a human error that was made entering the data points into the portal of versus a wet in most contracts or a one year period I initially and then can be reviewed up to seven years it was a entered incorrectly and so we had to revise those also through discussion at the last meeting we took the the descriptions that were in there were also updated as well per the committee's discussion. Okay thank you for that representative of painter you recognize for a question mr chairman secretary louis thank you for being here today in kind of want to piggy back off of the chairman's cloud of questioning kind of straight in the record out a little bit I think in the previous testimony that you said I think I understand that you were impressed with miles partnership as a candidate but mainly came down to accessibility and proximity with cgr is that correct. It it came down to a few factors eh we. When we entered into discussions with miles partnership I thought that they were going to be r at agency of record they they presented very well had good information but what happened was when we entered into discussions we got into the details specifically about the contract and one of the key indicators are key components of that was the staff structure where. In the proposals with through the presentations we sold kind of a general high level overview of what was presented and most of that made good sansom in was workable but when you kind of got into the weeds specifically about how they were going to set up the office who we were going to have access to what the with them. The team and leadership approach was going to be for us that's where we started having concerns about our ability to contract with them there were also concerns about the implementation plan specifically about how this would kind of roll out how we would transition we couldn't get the granular details that we were looking for specific to that to find comfort to make sure that the state was getting the best contract possible we had issues just kind of with the transition period as specifically access to top talent tower as well as how arkansas was going to stand out specifically in this large company they have a good reputation they're they're well known across the nation and around the world but we wanted to make sure that arkansas was at the forefront of the priorities for them and so when they were represent other states in many other brands. We wanted to insure that arkansas and the work that we're doing was their number one priority and couldn't quite I didn't get the responses to those questions that we would hope for one more one follow up with your. Thank you and I appreciate that so I just want to make sure that you said that you know miles partnership is reputable and distinguished company but at the end of the day the same thing can be said about c j r w and it better and it's a better fit cgrious better fit for parks and heritage they are they were able to meet the requirements of the proposal that I had a higher level okay well I appreciate that and thank you mister secretary for clearing the record I appreciate that most year that's all for me thank you representative senator to urban you recognize. Thank you question when you internet to discussions with a miles partnership did you do it per the contract. Or did you bundle them altogether we went in two discussions in an each contract each component of discussions was handled separately I have to say that the first discussion that we went into for for overall media and. Creative services was the longest of those because a lot of the questions that were answered related in that discussion over you know kind of carry over to the other three contract or other two contracts that we were in discussions with them. Did you enter into any negotiations or discussions with cj r w on the one contract that they actually win through the rfp scoring process we did not initially we started with miles and then wanted to. Have those discussions and then what's going to carry those throughout. Thank you some of our questions were related to about the working relationships of working with another subcontractor. And so but what so why did you enter into negotiations on the three contracts with miles partnership that they win through the roof peace scoring process but not with cjrw on the one contract that they did when through the scoring process it was just it was just more of a time in process just an efficiency of having miles partnership come into town be there in present and into those discussions. N and me with it but okay but again like so but they they are here they live here right our so why wouldn't you so is it customary to enter into negotiations on every contract and why didn't you enter into cannot negotiations with the contract with cjrw on the public relations contract that they actually were the winners in the scores while when you do that on just that specific. Um contract you just didn't we just start again it was just a matter of timing and efficiency of that just bringing miles partnership in an initially for those the intent would have been a immediately following that to meet with cgrw for the public relations contract specifically but. Just just the order of operations. Okay and then when you talk about like the staffing and the the. The staffing I mean to be fair c j r w is here they have the opportunity to present you know which is great and another work but miles partnership I mean I understand that they have contacted I know I have gotten information from them trying to defend themselves I think in this process a little bit that they had you know presented everything that they thought you had asked for and then it was a surprise to them. You know when they received the email and and they have obviously a name and a reputation just like they're here to defend their name and reputation miles partnership said that they were able to offer an incredible level level of staffing. So I mean they do you have I mean II think my response to that would be is that what we saw through them was a willingness to do things but not a plan that was well organized in presented as to the approach to it II we would hear in discussions we would hear things specific like will provide you what you need. Well you know when we're when we're contract when contracting something that this size in this value in an important star state I have to know specifics about how they're going to set up what they're going to do and what they're going to provide specifically do you think that as you review this process. To me it was a little messy but do you think that you could have revised the scoring process differently or would you have if would you have written the rfp process differently or the scoring methodology differently because that that didn't match up with your end result what. And I think at the end of the day that's one of my biggest concerns is I want to make sure that companies. White to bid on contracts here in the state of arkansas and so they want to we want to make sure we have a very clear accurate rfp process that rfpeats are written in a way that they can be judged and scored fairly and receive kind of fair due diligence across the board do you feel like there were areas and that rfp where because I still just can't square up the fact that they really want you know miles partnership one on this recontracts then was awarded it wasn't awarded to them so is there something that that didn't work there. I feel like we use the process as is available to us in a very fair and equitable way i'm proud of the work that the department has done to make sure that we followed it to a t if there's any one thing that you know I would change is what I mention that the committee last time was specific to scoring when you're scoring technical packets and and the option is zero five and ten is scoring options is the only thing I would recommend changing okay i'll get back in the I have followed alright. It did with the miles protest this at all. No protest will receive over the forty four no press no protest was received process okay thank you send your hammer you recognize what thank you let me just be very transparent i've been approached about this contract and when I ask you some questions because I think you got the right turn give open air comments in responder some of the concerns that make spreadsheets so we give you that platform first volunteer when it comes to the alteration of the contract it's been referenced the due in the alteration of the contract go back to miles with those alterations in order to give them an opportunity to rebid because it changed from the original contract as it was issued. You mentioned human errors while go maybe you know maybe a little more details on that yeah and I think maybe a little bit of background on our process would be beneficial so and the office of state procurement uses what's called the map method of rf's and and the matt method stands for the most advantageous proposal ospers been using the map method since twenty twenty and sents and in the past four years we have a diane approximately I think seventy per minute with the mouth method. The map method is a little bit different than the traditional method that is using the past and in that method in the traditional method is still used by some state agencies and it is different because it's a little bit of a simplified approach on the front end so so the drafting of the rf is a little bit higher level it doesn't their arts with various specific details that are that are set forth on the front end but the objective of that is to simplify the approach to allow more vendors to be able to participate and then to allow more times more time and discussions and the discussion time is really when the the details are born out so and that's what happened here so it this is this is how this process works this is how this process is designed to work I know and it and again we've we've done over I would think overs I think over seventy in this mayor I think this is it maybe it's been seen as a typical because one vendor was taken into discussions but it's it's really night a typical of the map method and and during the discussions phase that's really like I said when when the details are born out that's when and the agency receives the detailed plan and scheduled to but to finalise discussions in the contract and the contract documents that's when the scope of work is really flushed out and that's when there is a detailed risk plan that's provided that's when the pricing terms and conditions are are formalised and then that's when like a progress report all those things happen during the discussion space so the so again under the map method on the front end when there is scoring that that's more of a high level analysis it's not the details the details are then our are whoever is taken to the discussion space and at that point you're talking about all the the nitty gritty details of what you want. And and again as happened here you know if you don't think that you're going to get the most adminitageous contract for the benefit of the state that is when um it is appropriate to take to move to the second rate vendor and that's what happened here. So in those discussions in the need to get greater details as you mentioned miles partnership was not involved in any of that or they were involved in that. Miles partners mall's partnership was taken to discussions on on three of the four contracts and so they were and so they went with the agency through that process and through that process is when eighty pht realized that they were not the vendor for them they were not going to give them the most advantageous contract for the benefit of the state and at that point they moved to the same second rate vendor or them we moved quickly d miles have miles partnership has contract with other states as I understand it doing business with other states why would you in your decision not think that they were able to step up and meet the needs of arkansas they've met the needs and other states and if you ever done aside by side comparison between the data that's been given by c j r w as far as you know successfully raising the income as opposed to maybe some of the other vendors to see how they performed in that area. No we have not done a aside by side comparison of how successful let's say the state of kentucky is with miles partnership versus what we have seen through up. Cgr as far as specific to that comparison I think how I would describe that is that. That. They build specific teams around each state. I contract that they have in in that when you have when you have that and you have that distribution of the the work load in the service across all of their employees we just felt that incompetition with those other states it just created a little bit of friction there and we we just wanted to ensure that arkansas was the number one priority through through that they also have specific relationship ships with an association known as travel south and represent brand usa in in in those kind of regional or national type platforms some of the approaches that they take aren't necessarily the priorities that we would have in that and we didn't want anything to happen where there was like a conflict or or issues arrives where we're have having to you know choose. The best path forward for the state of arkansas in those partnerships that they also represent that were members of impart of as well we want to make sure that the priorities for the state of arkansas first k large question and chrw. Arkansas your only. Customer that you do this for you with any other states like you do it's arkansas that correct that's correct okay but within I think eh sector lose you rash the other day about did c j r w have any other contract with any other state entertains. C j r w does have contract with other state entities outside of this one is that correct. We do not have contracts with other at a state entities related to terrorism but I mean state ends date yes we do okay and so you have also contraction you know like I think with oakland was one of the ones that i've heard and and others that you do business for i'm just curious how do you do the work round as far as any conflict of interest that may come up representing you know representing parts and tourism but then having these other contracts and you know like say hot springs versus an old pick some other town you know rogers had how you guys manage all of that in you know within the system so it's not to show favoritism toward one or the other thank mister. So we internally we also have teams set up that work on different clients and different accounts internally all supporting the tourism industry in arkansas. Okay if I may respond as well II would also say that you know in the state of arkansas the tourism industry looks at communities and and other. Attractions as partners so you know their success is the state success you know again we have priorities we have direction that we want to establish but at the same time we we view those partners as a review those contracts in many cases as partners. Sender has to your recognize. Yeah you've. You've used word we allowed and some transfer what what we is when when you're when you're doing these evaluations was it was it partial tourism employees was this at the board was as a subsection of the board who who was the wii. That's a good question in a complicated question at that so often when I say we are primarily speaking about the department specifically but within the department we have a three contracts that are being report contracts being represented here by three different divisions or two two divisions and and an additional partner I keep arkansas beautiful arkansas tourism in arkansas state parks so each of those groups kind of work slightly different in their approach across that of course we also work with the state park recreation travel commission that helps guide our ship in the direction that we're going as well as the industry in general we represent the industry of tourism across the state and they we collect data points from them receive their input towards how we promote the state and work closely with them as well. So on this on this particular contract when like on the risk section somebody wrote zero five or ten who's that somebody. I would have to. Oh for the committee itself yet who whose the committee so the committee was a lead to petro who's our deputy chief for communications haling griffith who is the ceo and president of a visit bentville also a state park and reparation travel commissioner in myself okay that was our committee. I think so to two you are employees and then. Calendar year. In do you know as it was I guess it's just an overall scoring it's not like you take a boat at the end you all just fill in scores and at the end it was what it was am we filling the scores individually and then at the end we just discussed the process and then. Once we saw the scorers we follow those strictly as presented and went into discussions with miles partnership okay no so I think I think that you know that it brings me some comfort I mean ultimately I mean i'm heard even say that you you went in those discussions assuming it would be someone else right so like if if there was a concern that someone that's had a contract for forty years is automatically going to get it. That wasn't your perception when you walked into the and into the discussions are just ended up that way with who you or at least that team of three felt like was the right right pick agreed agree thank you. Thank you senator senator rice you recognize. Thank you mister chair procurement processes concerned me from a long time not just this process that at eight in a which struggling we made glad to make some changes alleged lately and all it's never going to be a perfect thing that one thing that I don't want to do to her tourism industry and for crjw something it was brought up in a previous committee about what this would affect roughly how far out is most established you're working on is it very six months to year if you got any canaba there because I won't I want to come in in people to understand you can't use turn to switch own and all can you give us some idea about. Some consistency that that to require yes as you stated obviously you just can't turn it up and on we are right now like we are planning and talking six months into the future already so you know then it was how far about six months we're working on annual planning already for fun twenty five because it's a continual process it's not like you have something that does completely answer the new restaurant. I know to get to. To get good program g you have to do that in what what I have keeping up with an retail industry where we're saying so i'm reading some national articles on the consumer right now is not stop spending with their stepping down. A little bit in maybe they're spending in the retail part in a pouched similar tourism industry and in their term mates a little more challenging this year in in you know we're trying again for the dollars that are being spared. So i've heard they they are asking for consistency in what done for the state arkansas attract the tourism you know the parked deal and all i'm not as much focused on right now you know it uh is a big part of it and we ask for all our them in state providers you consist here our committees say that so i'm that way too I like some dollars turned over can you tell us. In in the work that c RJ w is doing is is there some. Things that you see that is going to change in the near future like you you've been doing they have a good job in listing we've heard a few things that some one part of the state won't mower or whatever again this is not c RJ degrees decision this is parts and tourism is there anything that. That either want to be all here that you thanks. You won't be able to change that will address some of the concerns that that you've heard and not necessarily this meeting better passed me more nice direct to share if you address that. At at what we're seeing based on two percent tax collections were not seen any slowdown in in the economy or the tourism industry for the last twenty five years outside of one year during the covered where we stopped advertising and kind of held back just a little bit to see what was going to take place we did see it a downturn in in the two is two percent tourism tax are doing that period but we're seeing record revenues within architect state parks were seen the two percent tax collections are continued to grow so II don't have any indication of that I hope it continues at that rate we have seen visitation levels within stay parks plateau some post covered as since we hit those record highs but are twenty twenty two numbers showed that we were on a record setting pace and continue and that's great little different i'm hearing for some terrorism saying may may just be a certain sector that it's try it but I i'm seeing it in retail and i'm done you would it that inflation is hitting people talk to here's the deal they're going to travel as long as they travel actually and have not taken vacation myself but have seen people take vacation wonder how they're doing it because they're they're telling me that there's strapped on the food their strapped over prescription to you know a lot of the things but it's like grab in our cars will go have a vehicle in the long as we can have one and may not be able to forward it some time but that they're that's why I don't see the truism industry in arkansas her own keep it going in ube you've got to have some consistency and if that was c r jw doing it right now i'm a band with their if they're they're doing the job that parts of the reason feel i've been conduct. Again I just them a colleagues you can donate sweet john in off it expect expect the good outcome so i'm open to anybody's concerns but I hope we can move this. Thank you senator senator johnson. Thank you mister chair. Ah mrperiod secretary the weeks ago you and I had a little discussion about this issue. I have a lot of problems probably let more even then soon arise about the procurement process. If we're going to have rules and we have a process we need to follow it and I think I told you that time if you want to sell sources thing be honest with us and will set up with sole source. I'm concerned about some of the things you said that time which especially a response to a believe senator hammer asked this and he can revisit it at a moment ago you were asked if you knew of other. Organizations companies that are cgrwe represented in arkansas said you didn't know. That really bothered me I felt you were not being forthcoming with this committee because even I knew and I don't follow this industry that closely but I knew they represent it for example oakland park. They represent city of hot springs advertising promotion efforts and rather wrong with doing that except that to some of us we see it as a possibility of the conflict of interest sooner urban even mentioned few weeks ago and hurt statement that she heads can stage once a hurry in north central arkansas tourism officials ahead felt like they were cannot left out a lot of these things and what there was more favoritism to other areas of the stay. And if if that's the case course of your sitting in one perspective you think well they're getting more than we do and I can expect that whether that's true or not people sometimes feel that way but i'm really concerned when you're not forthcoming with this like he were about the question about their other work the the other thing is I felt you weren't forthcoming about as a subsequently learned. That miles partnership has been providing the website services through cjrw two arkansas parks and tourism for six years. I didn't know that when we had that hearing before and there's nothing wrong with the folks from cgrador we planning good relevant partners to go out in subcontract with i'm not bothered there but I like to know about it I like to know if we're paying you know company a in this company be really doing the work in company as just making their their mark upon it so to speak. So again there's two issues that really have right now one is. We had a procurement there were four contracts. Miles one three of them. And cjrw one one of them and I would like to know if. The state of arkansas can count on this process being followed or is it just going to be one of these things which I hear from people that well you know it's the same old thing if the one they wanted to get you don't get it then we got to go back and throw that out and go back and do it again in this case in the negotiation how would you respond my constituents that say this to me okay just to address a couple of other issues the question from previous before the way I address that response was not to be. Secret ever anything like that or hold back information I took that question as weather are not sejered r w had a another state tourism account and I was not aware of any there's always a chance that they could contract with someone out of state that that someone I might not be aware of I was aware of very aware that they have that they represent oakland and some other entities within the state just declare for that clarify that I will go back and in watch it again just for our own information but my at least what I inferred from it was that it was about other arkansas entities okay we'll go back and determine the one of us is right in one of his wrong and and I we're hearing aid sometimes so I need to hear it again to make sure I got it right but the fact that you didn't mention the website work were you happy with this website work that you've had the last six years we have had complications with with working with the partner specific with the website but one thing again we were we were very careful through the rfp process to not let we were letting the process work as it is intended to be worked. That we didn't bring into preconceive notions about anybody into this like I said we've had some difficulties with the website we've had to work through those difficulties with miles partnership and c j r w specifically to get a direct refresh that was done earlier this year in a time we matter but we were able to work through those things so when we were going into the rfp process I didn't want something like that we were looking at the proposals that were in front of us to be as fair and buy the book as possible with this process. And and so we didn't take that into consideration it was not there was not questions about that it came up during the discussion phase some but that was not part of our our decision making process in this specifically okay if I could have a quick question for the office of procurement mister chairman thank you. This new process you mentioned I forget the acronym could you repeat that so i'll have it sure the acronym is map and it stands for most advantageous proposal okay and i'm worried about that because. You know we go through what we set up to be. An objective evaluation of the proposals. And my new throw map in. To me it sounds like well after we've looked at this objectively. Then we're gonna look at it subjectively because we're looking for a specific clothes to what what most advantages I mean that's it's hard to score that you know I mean I whether you're you're picking the person you're going to ask to prom or you picking up a company is going to you know do the drawer work in your house or all their there's some variables there and I appreciate that but to me. The public expects us to. A get the best deal for the money and I know there might be some intangible should have a little bit of thing but mostly they want to know about. Price in performance and I feel like putting there in it's almost like a caveat it's like what we were going to do this by the rules until we don't like what the rules tell us so i'm again mister chairman thank you for allowing me to ask it because I think it's important procurement matters that we. We. Go back to the concerns that many members is committee have expressed central chesterfield center he keep the last being talked about a lot of of these things that they've tried to help clean up and I hate to see it's retrogressing in there thank you miss chairman thank you witnesses thank you senator urban you recognize thank you quickly just did the three scores were the three scores and ones that went into the decade and negotiations are discussions. Or where the different people it was the the committee plus once you enter into discussions you're allowed to explain expand at the team to anyone else who would work closely with them or perhaps you could cover that when when you go it was an expenditure subject matter experts again but that three scorers are involved in all levels of the discussions as well so they ask they have that opportunity okay were included okay but. The ultimately are there's the three people that make the decision at the end of the discussion or. Is that the whole group of people that makes decisions ultimately it's the committee ultimately it's okay and then thank you for the clarification and then this is just an osp issue new expiration dates and that it's left off of several of our contracts that we've looked at today and just wondering it's added an issue with the portal. I don't know the entire to that but I can find out and go back can you find that out because of several contracts where there's no expiration date listed and that II think it's important because that was one of my confusion things for me when you went from you know one point nine million to five point eight million with no expiration date then there's no real explanation as to why it it increased in money what were we have no information as to why okay so we need an expiration dates need to be on every single contract and it needs to be printed for that purpose because we don't know if these are one your contract to your contract seven your contracts that's really important information I think and then lastly thank you for the indulgence mr chair I did express concerns about tourism and the entire state of arkansas and i'll let cjr respond to that because that is something that I hear in the secretary from my constituents you know we are a very diverse state and were an ad tourism is important to a lot of very rural communities and rural economies. What what do you promote and is there an objectivity to that and an a fairness that you're promoting the entire state of arkansas and i'll let both the secretary and chrw address as concerns that I hear from my constituents particularly those that operate within their chambers of commerces and do everything they can to promote their events and their small little rule communities. Thank you senator number wine everything we do is read it in research and so from our creative campaigns to what we promote that is all dine based on um a variety of different research reports that we leverage including am identifying target audiences and what experiences they white when they travel in the natural state and so we have different advertising campaigns that run mass reach advertising this promotes unique experiences and arkansas based on the research of what they want to see we have nitch campaigns that focus on areas like hunting and fishing. We have influenced their programs that we manage throughout the year or we deploy influencers and content creators in all areas of the state to develop multi day itineries to expand and arkansas message to their audience and to ours. We also manage an organic social plan monthly than insurers that all regions of the state are represented in all of the content that we promote monthly I have state parks has a separate budget to promote all fifty two state parks. Every year I think it's important to note that our team is traveling in the state to produce and capture a content of variety of different areas and whether that floating on the buffalo river and whether that's climbing at one of our state parks there is a variety and the content that we capture every year. And we also manage a cooperative marketing program which provides cost effective add opportunities for local destinations and businesses we've had great participation this year and that represents all seventy five counties. We you know our job is to you know. Provide the most impactful marketing program that's rooted in research and we believe we do that but of course there's always room for improvement. Just to follow up with your question one thing I would say is that as a department we're trying to get better specifically about letting communities and the industry know what we're doing across this this marketing contract. Were were in the process of finding new ways to reach out communities one thing I would say is that a lot of the advertising that goes out does go outside of the state so a lot of our instate constituents don't see that it's specific to colorado or chicago work or to the states around us where it's much more prevalent for that with with the idea of bringing them in so we've got to be better as a department to share that with communities with partners in the industry to let them know that that's being sold. Yeah I think that's really important you said that and and that's what's missing because that is so crucial those are your boots on the ground and they're the ones that know their communities they know their fast i'd love to see the king biscuit blues festival promoted that is huge tourism for the state of arkansas or dac gambler or wilson arkansas and the cool diners and drives and I mean you know there's so many opportunities I mean that you can get actually free advertising you know all the time I mean there are there are so many publications and now you've got every channel it seems like on tv they're always looking for content but I think it's so important that you partner and let them know so that they can leverage that because if you don't and they don't know that you're promoting something that they're trying to promote as well then you're kind of operating in it in silos and you could be you know trying to cooperate and work together and I want cjrw to really engage in that level you know and our federal parks as well I mean in at one time they they did and try to have like a a campaign about blancher springs coverage well. You know that is that is that is now being managed bad the state for our I mean US forestry they have zero advertising budget zero they do not promote one of the most premier locations in the united states of america nobody advertises it. And it's that's problematic and I don't understand for the life of me while arkansas wouldn't try to promote one of their main you know premier destinations for the entire world the largest one of the largest cave systems in the entire world that's documented attract was zero advertising budget zero and that would generate an incredible amount of tourism for the entire north central arkansas. And so it's those kinds of things that are not intentional in mindful that dropped me little crazy just be honest with you so I hope that you will look at you know all of those incredible assets that we have even if their managed at the federal level where advertising budgets have been cut to zero so thank you for the indulgence in the conversation about it thank you made you senator senator hammers your question of on the procurement process or the contract.
