It's my understanding that this request is for appropriation only the state award has already been made and they need spending authority in fiscal you're twenty five for these funds this request will not did that from the current balance of funds to the state this will recovery allocation but the next four items are for new money and will draw from the romanian allocation. On page fifteen c two I this is a request from the department of education division of elementary secondary education this is for forty nine point seven million this is to implement the learns act with the first priority being intensive support for literacy education through coaching and tutoring. When page ten c two j this is the department of agriculture this is for sixty million and this is to address water in west war infrastructure needs for the kimme's information this is in addition to two hundred eighty million those approved back in fiscal you're twenty three next item is on page twenty. Oh yeah if you just kind of give us a brief update he said we're old target with with all of the compressed time in almost so many suppliers in all cannot give some update for add if you can thank you looking great that's good I like to hear no sure and are we talking about from the program overall we're going to map for the grant okay yes on the next round of grants for the states through the the b program the one billion dollar program through US commerce we are. You know there's a multitude of steps in the process to get authorized you know for those dollars the US commerce and the first sort of phase of this was the the challenge process that was associated with the new state map that we put out that will wrap in this month on the challenge process we are currently awaiting approval of our volume two document with US commerce that's where we lay out how the the broadband grant program on the infrastructure side will work moving forward at the current time it's not guaranteed we would estimate that we would open up the next round of applications in september probably late september for that program moving forward it's going to be a months long process this is a little different from the other programs and that we're not going to come and kind of comment together applications over time like we did before when we come back to you know all c eventually we're gonna have one packet with the whole state awarded at one time so it's a sort of month's long process that we think will start if we had to project today a second half of september and that would be. Kind of where we are in the process as it right now what what does that do as far as. I'm also contractors. For doing one big dark one damn I mean the desert caused an extra problem we're with time when ever dollars to be. Implemented yeah sure it's a great question and look at an issue that not only arkansas in a face for the whole country is going to face all the same time so not only as arkansas awarding its whole state at once or forty nine other states are doing the same thing and we're all doing it at the same time right this is going to be a strange in the industry across the whole country we're working hard to work with our providers we have calls with our isps every friday morning at a thirty answer questions be transparent get their concerns I think you look at the program overall providers across the who have done a tremendous job by the way our isps and on a great job building out broadband infrastructure across the state you know we know that the labor is a concern I will work in the trials that are medicare against that as best we can we have those three current broadband work force programs at the three community college sites that are having graduates come through and and get jobs in the industry in a supplied chain has sort of lightened a relatively when we talked to our providers that they feel like they're in a good position from us of hutching perspective I think the biggest overall concern that the moment would be probably labor under were actively working with our providers to mitigate against that okay that I just heard you I think you've been doing a good job it needs come through calculate a lot of it does be sure and get it to us were what we can do our job do absolutely thank you thank you thanks and arrives representative richer senior recognized. Thank you member so appreciate you guys be in here the question I have this is and i'm on g reference for new positions that you're looking to add to the existing staffing load can you talk to you as about what the staff is now what is that look like what do you expand to what these new jobs are going to be primarily responsible for yeah a great question so these are actually for existing positions that are already filled with in our office because this was from what I understand because it's as part of an MFG request we have to come back each year and do this process these tonight new positions that already filled but in short we have seven a full time employees in the state broadband office that are all federally funded um I will note that when you compare where arkansas with our state robin office and our peer states that are similar in the size of the grant program to date and also moving forward in the beat program wisconsin is one they have twenty three employers in the robbin staff alabama is another they have seventeen on their staff so we are very proud of the fact that we have seven full time employees we do a great job at the taxpayer expense and we're proud to be a small shop that gets it done perfectly appreciate that you sir. Senate chesterfield recognized today thank you and good afternoon one of the things it troubles me is that we could have broadband in an area and then not have and have it be spotty am I making any sense to use because we have it in the last account anyone with think that being the seat of government that we would have brought band after out but I represent the rural areas and I think one of the things that ask in hot springs was to have. Just areas where you are going to go next. And i'm not sure I get there do you have their understood forget about we can I will work very quickly to get that to you they'll forget me the next time just me alright. Because I want to make sure that places whose names you don't know like a sweet home or digital are some of these little areas that are colorful are also a part of this and when we say our providers are already in place you have already identified the providers for these areas or you in the process of asking them to to ask for the grants is that what we're doing absolutely so we would project out again subject to change because although the state has time once put on ourselves and that doesn't necessarily apply with the federal government and so that's a little boost there but we would project that and we would open up the next application around in september it's going to be an open very competitive process we have not selected any isps to date and we hope we want as much competition as possible to deliver the best service for our kansas and thank you madame chair thank you so much for taking my question thank you thank you sir. Chris carcles are director the natural resources division department you're recognized thank you guys for being here and i'm gonna pry have some of the same questions that I had last time creates an i'm very thankful for a sixty million but I think it's a drop in the bucket test to what we really need I think this will pray only touch about one percent of actually what we need in the state of arkansas to fix the water sewer problems I had a town that was out without water for four days. The other day and as hot as it is right now for somebody to be without water for four days is actually a a long time so my questioning is have we looked for ongoing a sustainable manning as this is one time money I have we looked for some other sustainable ways and ongoing money to help these towns and these cities out with the water issues in which they have gone on and then the second part of my question is how are you going to do by this out and who will it be going to I say only five million of this is actually going to rule areas that kind of worries me too so if you can kind of touch on all that. Yes maybe well i'll start a christian bin and feel everything I mean mess out but I think this is a this is an effort by by governor sanders to help address exactly exactly what you're talking about we we know across the state or so a broad variety of water issues from water and waste water infrastructure to groundwater to storm water I think that's while we've seen the governor with her executive order to update the state water plan so so specifically to the questions of what's the kind of longer term solution I think that's that's part of what the governor's driving towards both with this sixty million through our per as well as the estate water plans to I won't work and do that process now we've got face wine that we report back to the governor by the end of july and then another report that will give to her by the end of this counter year prior to the legislative session in twenty twenty five so we're we're optimistic that will have some good uh findings and recommendations that we can to her that will also be publicly available and can share with the legislature as well as we moved through that process but but it's a it's a great point we know that there is AAA big need across the state and and this will help but to your point it doesn't quite make it all the way to help everybody who's got to have situations that they're dealing with several into the second portion about the sixty million so so this would be distributed fifty five million for water and waste water projects and then five million it's not designated for a particular project but for their arkansas or rule water association itself and so I know didn't astermind us here but we haven't I knew probably all of you in some capacity or another have have worked with the real water association for water wastewater systems across the state especially as we have been comment weather or arranging infrastructure that they have been a a great partner for the state to help and there's emergency situation so that's that's what that five million is is being designated for it helped him with equipment needs and other things to help really state why for it for raw water. The other fifty five million is as is going back to the process that we have the last time the through the arpa steering committee and and identifying projects they went through a committee to be ranked and pro tars so projects that were allocated the first time and then there was a weight list since they were we're going to review that weight list see which projects are project ready which projects can be complete by the end of twenty twenty six and work to fund more is projects that are already in the process of getting close to where they could receive and utilize their funding follow up ms madam chair but. So it sounds like they are not going to have to reapply. And there are the ones that are already in the waiting bucket will be the ones that are looked at first am I understanding that correctly that sounds good thank you madame chair thank you. So we got this forty nine forty nine me in seven hundred thousand dollars and you all this request is actually for FY twenty five is that correct yes I but for some reason you all went ahead and listed that you're going to another forty nine seven out of these same funds for FY twenty six is that why did why did we put that on the sheet back here so the this is using the american rescue plan finds from dfa and we have about a hundred and twenty that we're working with him when obligating up over the next three years to use for these part these programs but the appropriation only used a money and participated using the forty nine million this year and appropriation for a flat twenty five k so but you have you went ahead and put another forty nine in for a fly twenty six is is the reason for their because in maybe this is where dfa I mean yet definitely has to step in we have to have this actually allocated by the end of this calendar year is that correct yes that we had to have it obligated by december so is that okay so is this inticipating that we're saying that we're going to go ahead and obligate that so that it'll be in the loop or how are we doing that or you fix me come back after. June thirtieth for the rest what what's our plan there so we're working with dfa to go to mo to show how we're going to obligate these fines for the next two years and that's what that's what will show with the federal the remaining funds are obligated and we only did the forty nine thousand is your exist on was planned on spin in this physical year by forty nine years yesterday working with the dfa to show the four hundred and twenty obligated okay. But so is it definite so we're going to we're going to get that done after june thirtieth before december thirty first is that our plan yes as he had nine so and then it then and maybe again back with them and they can not or whatever it's my understanding that we actually have to have that speed by the next calendar year so although we're gonna be in we're only going to use half the physical year. Fiscal how are we going to do that. Twenty six because we would actually be in FY twenty seven then okay yes and and just one last other one and I just want this to go on record of course so i'm looking to this thing of course and we all know that these are you know it appears to me you're going to be recurring cost so these are not going to go away after the arpity loans correct you all are still into this paiding because of the learns act that we're going to have to find this of course. Correct and I guess from DF and a standpoint we're already factoring it in whenever these disappear I know that you all told with the forecast that after we've done this tax code you know next fiscal year that we're supposed to have in addition of probably still three hundred million dollars but again this is going to eat up fifty million dollars over the year and less unless you all tell me something different. No correct and in and that is something that we are going to be working with the face forward is continuing to find these programs whether the efficiencies and public school find what we have in adequate who find out when you do it that yes we are working with dfa for staying ability well I just want our members to understand that these all these these phones are coming out of these are perfect or phones that we've got we have to be planning for this and this is not a. Six hundred thousand dollar number or something like this is this is real money right here so long as we've got it all land out and we all understand that's coming that's what I want to get out there so I do appreciate the comments thank you. Server urban is your question for your recognized yet thank you along the same lines about sustainability are you also they were going to track areas where it could potentially be one time one time funding where we actually solve the problem and there may not be the need for ongoing funds and i'm i'm thinking like of transportation modernization and maybe that category and maybe some of the others. Is that kind of also built into your plan to connect track to see you know once we have spend the money solved the problem we may not need additional funding yet warming will only look at the transfers more research and actually we won't look at sustainability how it's working out being effective as it as we were with all the programs that were doing and that's some of the things where I was taught and we're talking about the center going forward it is we're going to look at all our programs and see if we can file finances see if we can find other ways to find programs that we need to do with regardless of the help regardless of where they're coming from but how the outcome is on those programs when you track those effectiveness of the outcomes of the programs are you do you utilize like a third party assessor assessment to all or how how do you how do you I mean I just think it's part of the financial equation on these finds particularly sense you know their federal fans and then that would have to shift to be coming state funds unless other state unless eventually potential future federal funds could also be available for this which is also possibility correct that we would then have the opportunity to apply for but do you have how are you erm and that may be a broader question and we might want to talk offline but is that just in in house or do you participate anticipate any type of a third party assessment it it varies depending on the program inside instance as we are working with outside entities either through a university program to to help us assessed in some instances it might be a third party that's helping provide services that will also be assisting in reviewing that but to reiterate what greg said we are going to be looking at every program whether it's in house or the way third party to evaluate the effectiveness and the return on those fines and making adjustments is needed and then a lot last question it is I would just think maybe periodical. A periodical report or something to the legislature would be great and just so that we can kind of keep tracking where we are in the federal spend the sustainability plan and then the chef to state funding or potential future federal funding for specific programs I think that would just be a really good dialog to have back and forth as we kind of moved through this just a suggestion one that I know I would be interested in knowing that's a legislator so thank you thank you senator chesterfield were recognized thank you I agree I will miss this mile one of the things that their troubles me is. We've got so many grants that is kind of hard for me to keep up with what you're doing now some of your utility if I need to ask this under another. Setting but as we deal with early childhood that is where we are right now right. Are we dealing with early childhood stuff. Or is this the grand were you gonna. Were you talking about the marriage stuff the merit pay in all that right part of this will be doing that yeah part of this could be used for them and I am very very much concerned as we deal with merit pay. If the fact that the the secretary has said admired pay is gonna be determined at the local level. Is that still the case or there. Certain guard rails that we're going to put in place so that we don't have local politics dictating who is considered. A quality teacher and that individual was home the superintendent might not share love or love for is going to be left out of this this process so the rules that are actually going to be brought before and the legislative body tomorrow for approval and it has all of the the factors that are taken into consideration so as far as the local level one of those is a teacher's annual evaluation but that's just one factor other factors are the teacher's value added measure to show there at the growth that they are getting out of students another one is you know shortage areas that they are teaching answer their multiple measures set out in the rules that enable the teacher to qualify and their local evaluation is just one of those well money is one of the areas that concerns me especially it. Because many of our teachers are dealing with students. There is very hard to measure. Progress how do we make sure that those individuals are also capable of getting married pay right so special education is listed as one of the hard to staff areas that would enable a teacher to be eligible for the merit so just being down there get you a race. Being in that area qualifies you and then we would look at those other factors like your evaluation we then also send a list to the superintendent and principles at those schools to to provide additional information regarding the performance of that teacher well the other question is this I have been sent a number of proposed. Salary schedules and while we're talking about the merit pay incentive and we were very generous in raising the teacher salary from thirty six to fifty what concerns me is going forward i'm seeing a number of these school districts having these people stuck at fifty thousand dollars for the next five years. You and I know that if we don't get over if you don't get a raise after a while you're not going to stay. Five years and masters degree plus. A person got a hundred and fifty dollars a hundred and fifty dollars or increase in salary because of the financial constraints of the district when don't have a lot of rich districts that are able to do what I feel they are to do for the people who stay in their district and give up their time the other piece is what are we doing to make sure that the support personnel. There's necessary to keep people there. Is gonna be adequately funded because i'm not seeing what we're doing to keep the custodians the drivers they are secretaries the people who were the engine that make it possible for us to teach those of us who chose to do that what are we doing yeah I think that's one of their areas in particular that's looked at as part of the adequacy study and as part of the foundation funding model and for school districts but again we will be looking at alternative ways and different incentives and measures so that we can help school districts to address those issues are we putting are we suggesting more money going into that area because you have you have a severe shortage of of of drivers. In a part of their insurance is used to make it much money are you looking at for next year's funding since i'm not going to be here to worry about this as I would worry you so I know me where are you now what are you going to do to make sure that that support person those support professionals I thought about and giving in giving them.
